Troy Police Department Announces Command Officer, Police Officer, and Non-Sworn Employee of the Year Selections

2013 Troy Police Command Officer of the Year

The Troy Police Department is pleased to announce the selection of Sergeant Robert Wolfe as the 2013 Police Command Officer of the Year for his long term contributions and dedication to this organization.

Sergeant Wolfe began his career with the Troy Police Department in 1995 and served in the Patrol Division as a patrol officer and in the Directed Patrol Unit. He was promoted to Sergeant in 2008 and worked as a patrol supervisor and supervisor in the Investigative Services Section where he currently serves as the sergeant. In Sgt. Wolfe’s time as the supervisor in investigations he has seen the reduction in investigators from 13 to 7. This necessitated a change in how cases were handled and investigated in which Sgt. Wolfe led the section from one of specialization to a more team approach to investigate crimes. This approach has led the department to have investigators well rounded in all areas to better meet the needs of the community. Some of Sgt. Wolfe’s contributions to the Troy Police Department include:

 Sgt. Wolfe has always exhibited a strong work ethic and leads by example by working his own strenuous investigative case load.  Sgt. Wolfe supports his investigators with a very positive attitude.  As a result of staffing reductions, Sgt. Wolfe also oversees the Criminal Intelligence Unit and forfeitures. Both are time consuming endeavors and a direct benefit in fighting crime in Troy with intelligence and additional resources.

1  Some of the significant recent cases where Sgt. Wolfe’s abilities and time contributed significantly are the 2012 Mike’s and Little homicide investigations with both resulting in successful identification, charges and convictions of the perpetrators.

2013 Troy Police Officer of the Year

The Troy Police Department is pleased to announce the selection of Officer Milton Stansbury as the 2013 Police Officer of the Year.

Officer Stansbury began his career with the Troy Police Department in 1991 and his attention to detail and analytical abilities were quickly seen as a benefit for the Traffic Safety Unit where he was assigned. Officer Stansbury has also been an outstanding member of the department’s Tactical Support Team. In his 23 years with the City of Troy, Officer Stansbury has stood out with not only his skills and knowledge, but also his high level of professionalism and character.

Key aspects of his knowledge, skills and abilities include:

2  Leader in the area of Commercial Motor Vehicle (CMV) traffic law enforcement and one of only 38 officers certified in the state as a Motor Carrier Officer.  In 2013, Officer Stansbury investigated a total of 196 traffic accidents, which is double the average officer’s 83 reports taken.  As a member of the Tactical Support Team Officer Stansbury assisted in training approximately 100 employees of Troy Beaumont Hospital in active shooter incidents.  Teaches sniper training at Macomb Police Academy.  Officer Stansbury has an exhaustive knowledge of firearms and tactics. He is also a range officer and a department armorer.  Officer Stansbury is a member of the Troy Police Pistol Team and is seen by his peers as the “anchor” and “top shot” on the team.  Officer Stansbury has consistently supported and worked with other units within the department such as the Directed Patrol Unit and Community Services Section where he assisted and volunteered his time for the annual VFW Food & Gift Drive.

3 2013 Troy Police Non-Sworn Employee of the Year

The Police Department is pleased to announce the selection of Police Service Aide Christopher O’Brien as the 2013 Non-Sworn Employee of the Year.

PSA O’Brien was hired by the department in 2008 and has worked both in the department’s lock-up and dispatch center. He has exemplified professional service with his calmness and efficiency in handling fluid incidents either through the 911 center or handling difficult prisoners in lock-up. PSA O’Brien has also been chosen as a training officer and has taken on these responsibilities with exemplary performances where all of his trainees have exceeded training expectations! Some of the significant incidents in the last year where PSA O’Brien’s professional abilities were exhibited:

 In July 2013 PSA O’Brien did a superb job during a semi truck fire fatal accident on I-75/Big Beaver. O’Brien dispatched and coordinated actions with the Fire Department, Michigan State Police, and Michigan Department of Transportation. He also completed the Southeast Oakland County Investigative Team (SOCCIT) call out, worked with Alliance EMS and A&M Towing.  In July 2013 During a Clawson barricaded gunman incident PSA O’Brien (while with a trainee) fielded and made numerous phone calls, including subsequent calls from the victim.  On July 22nd, 2013 PSA O’Brien received a call for a domestic incident between a sister and brother. The sister had fled the house after her 33- year-old brother had armed himself with a gun. The best information at the time was that the suspect remained in the house, possibly armed with a gun.  July 19, 2013 during an extreme thunderstorm 300 plus calls were received between 1700-2200 (Most were 911 calls.) PSA O’Brien was one of the call takers. PSA O’Brien was commended for jumping right into the surge of overwhelming calls coming into dispatch and for his professionalism and “attention to detail” as he continued to train and mentor a new PSA.  December 20, 2013 Lockup personnel requested assistance for an out of control prisoner. PSA O'Brien responded from dispatch to assist. A decision was made to move the prisoner to a solitary cell and officers went in to facilitate this move. The prisoner was uncooperative and advised officers he was not going and for officers to "come on." Officers and PSA O'Brien safely controlled the prisoner and they were able to place him in the restraint chair without any further incident. 4  January 2014: 1-4-14 thru 1-7-14, PSA O'Brien was among a few call takers working the night shift during the extreme winter weather that bombarded the city. The weather brought very heavy snowfall, icy roads, freezing temperatures, accidents, fire runs, potholes, ambulance requests, among other things. O’Brien handled countless calls for service professionally and without delay. Often times he encountered, angry or scared citizens. He remained cool and calm throughout.  PSA O’Brien also volunteered several times to sit with members of the Citizens Police Academy as well as department interns. PSA O’Brien represented the department very well.

PSA O’Brien has always displayed a positive attitude and is self motivated as noted by several of the Communication Supervisors and his co-workers.

Memorial Day and Awards Ceremonies:

The Department will formally recognize each of the above recipients and present them with their award on Police Memorial Day, Thursday, May 15, 2014. The awards presentation is scheduled for 11:00 a.m. at the San Marino Club, 1685 East Big Beaver Road, Troy, Michigan. The awards presentation follows the Police Memorial Day Ceremony, which is held outside the main entrance of the Troy Police Department at 10:00 a.m. The awards presentation ceremony will not only recognize the employees noted above, but will recognize other police department personnel and citizens who have made significant contributions to public safety during the preceding year.
