CALNENA QUARTERLY MEETING

. President Chip Yarborough called the meeting to order at 9:45am.  The next annual conference will be held at the Anaheim Hyatt. Pre- conference classes and the County Coordinators Forum will be on January 23, 2006. The conference will begin on January 24, 2006.  This is the first year that CALNENA will pay taxes on time.  Attendee’s introduced themselves  Introduced the new Northern Regional VP, Tiffany Howard.  Talked about Susan Jaeger being there to talk to the group  Asked for volunteers at the National in June

. Lisa Hoffman, 2nd Vice President  Offered a report on the Critical Issues Forum (CIF) in Washington, D.C. Chip and Lisa attended the forum in February. They met with Senator Dianne Feinstein’s legal analyst Steven Cash regarding appropriations to fund the ENHANCE 911 Act of 2004. The law authorizes $250 million in matching grants for states, local governments and tribal organizations to improve their 9-1-1 communications systems, hire and train more personnel, and purchase equipment. The Department of Commerce’s National Telecommunications and Information Administration (NTIA) and the Department of Transportation will jointly administer the grant program. Chip and Lisa were lucky enough to actually catch the Senator in her office and chat with her regarding their visit to Capitol Hill.  Lisa suggested that anyone interested in Critical Issue Forums and the legislators involved in these critical issues can learn more at www.nena.org.  Lisa congratulated John Marengo on his award, E9-1-1 Institute Government Leader Award. . Ella Sotelo, Treasurer  Treasurer’s report. Available on the website, www.calnena.org.  The annual conference was very successful, attendance this year was up about 100 and we are anticipating being up another hundred in 2006.  With the current financial situation the board is hoping to be proactive in the leading 911 issues.  As funds allow the board would like to sponsor general member’s attendance to conferences, seminars, etc.  a larger role in 911 4 Kids . Barbara Jaeger, candidate for 2nd VP, made remarks about the importance of NENA members voting in the national elections. She provided the group with her background in public safety telecommunications, 911 administration and service to industry organizations. Jaeger talked about the importance of cooperation between industry organizations. Fiscal responsibility is very important. Hopes to promote financial security by restructuring NENA so that member services can be enhanced and promote financial security. www.maricoparegion911.org/jaeger

 Chip encourages members to consider running for offices within CALNENA. The positions of 2nd Vice President and Secretary will be open for nomination at the end of this year.

 Daphne Rhoe, Chief of the State 9-1-1  Laudatory remarks about Barbara Jaeger.  Daphne introduced her staff in attendance, John Marengo, Mike Guzzi, Joann Flory, Dana Earl, Joan Decrescenzo and Carolyn Brown.  New translation vendor, Network Omni. Daphne reviewed that the state contract covers interpretation for 911 translation services only. One agency raised an issue of low audio volume on four port calls.  The state surcharge collects about 135 million dollars per year. Almost all of this goes to local assistance in the form of CPE, database and wireless. 1.2 million dollars of that is used for support, staffing, office space, etc. Additional staff is needed; the current staff has reached its maximum ability to meet timelines as they exist now. There will not be additional funds for staff this year or next. The state office is trying to look for other ways to conserve and distribute their limited resources. Members can expect extended turn around time on requests.  Daphne encouraged attendance at NENA in Long Beach in June.  Daphne discussed VOIP and the implications to the PSAPs. She encouraged attendees to visit the state website, www.td.dgs.ca.gov.

. John Marengo , Wireless 911 Project

 John acknowledged that the progress in implementation has been a team effort. He thanked the vendors and acknowledged the hard work of the Wireless Regional Coordinators, with special recognition to Ella Sotelo and Charles Cullen.  Attendees were encouraged to visit the website for valuable and topical information.  The update on the Phase II Wireless Project included the following: . Statewide the cut is about 36%. . Los Angeles county is 75%. . Bay Area is 71% . San Diego is 50% . About 50% of the state population is in areas that have been cutover to Phase II.  All the CHP centers should be upgraded by the end of the year.  There is now a tool on the state website to help PSAPs with GIS funding called the GIS Tool.

. Nick Warner, Legislative Analyst :  Governor’s popularity takes major hit.  Sacramento politics are very partisan and bitter  Things may be looking fiscally better looking out 18-24 months  $1.3 billion still to be taken from local governments as part of Propostion 1a agreement approved by voters last November.  Governor will release May Revision to Budget in early May. Local law enforcement and local government shaping up fairly well.  Threat of midyear election (spending cap, redistricting, etc.)  Retirement issues: Governor backs off plan to switch to 401(k) model but continues to pursue “other meaningful reforms”  Expansion of Megan’s Law on the internet, elimination of 1-900 number and eliminate requirement for local CD-Rom  CAL-ID: live scan funding sunsets January 2006 (AB857)  CALNENA is sponsoring SB911.  CALNENA is working closely with budget committee to ensure that 911 funds in SETNA are left whole.  CALNENA is also monitoring and engaged in legislation in areas including:  Interoperable communications (AB 1559, Gordon and AB211, Cohn);  Pension reform (ACA 5 and ACAXI, Richmond  Emergency medical services  Homeland security (including any grant that could be applicable to 9-1-1)  The governor will make appointments to the State 911 Advisory Board very soon.
