MINUTES VILLAGE OF ARKPORT REGULAR BOARD MEETING ****** April 16, 2013 ****** 6 Park Ave., Arkport, NY

Call to order: Regular Board Meeting, 7:00PM Pledge to the Flag Roll Call: Mayor Charles Flanders Trustee Mike Brewer Trustee Ezra Geist Trustee Jon Hedges Trustee Susan Thompson Absent Call: None Others Present: Jennifer Bush, Clerk; Li Gallant, Treasurer; Bob Mauro, DPW; Tom Hunt, Cemetery; Cathy Smith, Book Center; Sue White; Kenneth Thompson; Bill Dugan, WLEA.

Approval of Minutes- No corrections or additions to the March 5, 2013 Special Board meeting, March 12th Regular Board meeting, April 2nd Organizational meeting, and the April 2nd Budget Public Hearing meeting minutes, as written and distributed.

M110 Motion made by Trustee Hedges, seconded by Trustee Brewer, to approve the minutes of the March 5,2013 special board meeting, the March 12th regular board meeting, the April 2nd Organizational meeting, and the April 2nd Budget Public Hearing meeting, as written and distributed. Roll call, all ayes, motion carried.

Reports: Cemetery – Tom Hunt – Report on file (gray) One burial for the month of March. Spring foundation repairs are being completed.

Code Enforcement Officer- Bill Rusby – Report on file (green) – Two building permits for the month of March. Attended Code School March 18, 19, 20 and 21. All fire inspections are complete. Burned out trailer at 25 Peach St. has been cleaned up. Complaint from Karen Kool Schultheis regarding the property at 13 Meadowbrook Dr. has been addressed.

DPW/Water Department – Bob Mauro – Report on file (blue) – Hydrants will be flushed the week of April 22nd. Clerk will publish in the Tribune. Brush pick-up will begin Friday April 19th and will continue each Friday until the snow flies. Clerk will publish in the Tribune. The leach basins installed on Meadowbrook and Northridge are working well. The Board agreed the DPW will work on Park Ave. this summer. Storm drains will go in before Summerfest. Loren Smith bought the Jones place and will need a new meter. Bob turned the water on but no meter goes to the house. There is no plumbing in the home yet. For now he will pay the debt service of $55.00 and the $35.00 maint.fee. Mr. Smith will contact Bob as soon as he has the plumbing installed and then the meter will be installed. Board previously approved buying two more meters. Park is almost cleaned up, bathrooms done. The urinal needs repair. Will be getting the volleyball court net in place soon. Mayor suggests we might ask the school to use their machine to clean the sand for the volley ball court if we need to. Rich Scavo wants to work under Bob at the water plant to get his C license. The Board has no problem with this, but we need a liability certificate for insurance. Trustee Hedges asked Bob again about the purchase of a new truck. He still prefers a second dump truck and not one pick-up truck.

Book Center – Cathy Smith – Report on file (pink) – There were a total of 172 books checked out for the month of March. 56 people visited the Book Center, not including Lisa’s Daycare. Page | 1 April 16, 2013 124 children visited through the month from Lisa’s daycare for the Story Time. The “Fun with Nutrition Program” held on March 9th in the Community Room went well. Arkport Girl Scouts donated $250.00 for the purchase of books. They will select and buy the books. Li Gallant, Treasurer, made a presentation to the Book Center Advisory Board on April 8th regarding their budget.

Treasurer – Li Gallant – Report on file (white) - General Fund and Water Fund

Resolution#12-21 Supplemental Appropriation Decrease Snow Removal- P/R $600 and increase Village Hall P/R $600 to the General Fund Budget. No net change to the budget. M111 Motion made by Trustee Hedges, seconded by Trustee Thompson, to approve Resolution 12-21 as read. Roll call, all ayes, motion carried.

Resolution#12-22 Supplemental Appropriation Decrease Contingency $1,500 and increase Water Admin- Misc. $1,500 to the Water Fund Budget. No net change to the budget. M112 Motion made by Trustee Hedges, seconded by Trustee Geist, to approve Resolution 12-22 as read. Roll call, all ayes, motion carried.

M113 Motion made by Trustee Hedges, seconded by Trustee Thompson, to approve Treasurer’s General Fund and Water Fund reports for 2012-2013 as distributed. Roll call, all ayes, motion carried.

Public Comment:

Old Business & Tabled Items:  Open bids received for John Deere lawn mower – None received. Board requests the Clerk place an ad in the Penne-Saver to sell the John Deere zero turn mower for $1,600.00 or best reasonable offer. The Board reviewed the three possibilities for a new mower and approved the purchase of the Scag Tiger Cat from Auto Specialized Service. Bob will place a PO request and order the mower.

New Business:  Resolution# 12-23 Water rents levied to Village taxes for June 2013 The Board of Trustees of the Village of Arkport authorizes outstanding water bills in the amount of $35,460.16 (see list) to be levied onto the Village Taxes for June 2013. M114 Motion made by Trustee Hedges, seconded by Trustee Geist, to approve Resolution 12-23 as read. Roll call, all ayes, motion carried.

 Resolution# 12-24 Fire Inspection fees levied to Village Taxes for June 2013 The Board of Trustees of the Village of Arkport authorizes outstanding fire inspection fees in the amount of $53.50 (see list) to be levied onto the Village taxes for June 2013. M115 Motion made by Trustee Brewer, seconded by Trustee Thompson, to approve Resolution 12-24 as read. Roll call, all ayes, motion carried.

Page | 2 April 16, 2013  Resolution# 12-25 Adoption of 2013-2014 Fiscal Year Budget by Resolution. The Board of Trustees of the Village of Arkport adopts the fiscal budget for the year 6/1/13 through 5/31/14. M116 Motion made by Trustee Geist, seconded by Trustee Brewer, to approve Resolution 12-25 as read. Roll call, all ayes, motion carried.

 New Village Signs – The Village has tried several years in a row to arrange with the High School Art Department to have students design and paint a sign for the village. We would provide all the materials. To date this has not worked out. Bob found Logo Print Company to produce a double-sided laminated sign, 36” high and 48” wide for $172.00. He went to Li Gallant to see about selecting designs. There is money in the budget to purchase this. The Board decided to purchase one at this time and see how we like it. They chose a “Welcome” sign with a blue jay design. Bob will order this from Logo Print Company.

 Compensatory Hours – Possible policy change. After a long discussion, it was decided to table this proposal for another meeting.

Ratification of Abstract #10, Voucher #294 to #318, in the amount of $22,467.60. M117 Motion made by Mayor Flanders, seconded by Trustee Hedges, to approve ratification of abstract#10. Roll call, all ayes, motion carried.
