CONSULTATION – Possible Upgrade of existing sewerage treatment plant on Lansdowne Park.

BACKGROUND - It is a matter of public record that comments have been made about the sewage treatment system on Lansdowne. The occupancy of 70-75 residents on site and number of homes has remained relatively static over the decade. The system is maintained and tanks are regularly emptied and, on this basis, functions well provided no unsuitable materials are introduced into it. For the avoidance of doubt this consultation only relates to possible works to the sewerage treatment system. Problems arising from excessive surface water have been addressed separately on previous occasions, and, after consultation with engineers in conjunction with the local authority and environmental agency, recommended works including the upgrade of drainage pipes and modification to the culvert on the area between Lansdowne and Wheal Rose have alleviated serious surface water flooding risks. Several events have arisen when surface water has overwhelmed the sewerage system but have been identified as being a consequence of accidental and unauthorised interference by third parties, when the system has been opened and water allowed to enter.

PROPOSAL - As a consequence of aforementioned public comments, I wish to consult existing residents on Lansdowne Park. A new sewage system is required for the new proposed new developments on Lansdowne for which planning has now been granted. However, I wish to consider a corresponding upgrade of the existing system whilst these works are undertaken. Any costs attributable to the installation for the new homes would never be passed onto the existing residents and, in the case of a larger combined system, apportioned costs (both capital and running costs) would be divided between existing homes and any new homes. Consultation is therefore limited to the proposal to increase the capacity of any new system to incorporate the existing system as an upgrade. Any capital costs for this upgrade would always be discounted by a proportion for renewal.

FINANCIAL IMPLICATION - The costs of the installation are yet to be finalised. In any event all costs cannot be quantified absolutely. In addition, there are potential increased costs to running costs (as the modern systems require electrical power and annual servicing and possible renewal of moving parts) which are outsourced through specialist contractors, so any cost projections are estimates being dependent on a number of significant variables.

Faced with the uncertainty of increases to water and sewerage costs, we wish to re-assure residents that excessive costs would not be passed onto the residents. Therefore it is proposed that in the first instance any

The review of costs would not be imposed until works are finished. We understand that the costs charged for water and sewerage are of concern to residents and therefore, as the current owners of Lansdowne, we intend to offer a guarantee not to exceed the assessed charges scale as provided by South West Water (below) based on an average of occupancy of the homes in question e.g. at an average of 1.5 occupants (an average of single and two person supply rate i.e. £427.60 for 2015-16), and kept within this cap for the future years as amended by South West Water or as charged by any equivalent replacement scheme.
