Back Ground:

Natural and human induced hazards are common phenomenon in Azad Jammu & Kashmir and people are suffering with regular intervals. District Bagh is one the vulnerable and hazard prone area, which witnessed devastating impact of 2005 earthquake. The 8 October 2005 earthquake (EQ), measuring 7.6 on the Richter scale, struck at 8.52 am. The epicenter of the quake was situated 90.2 km north-east of Islamabad, in Azad Jammu and Kashmir (AJK). Covering a total area of some 30,000 sq. km, five districts of Azad Kashmir Muzaffarabad, Bagh, Poonch, Havali and Neelam and five of NWFP Mansehra, Battagram, Kohistan, Abbotabad and Shangla were the most badly affected with damage on a massive scale. But the impact was felt as far away as Islamabad and northern parts of Punjab. The 11-storey Margalla Towers Apartment Complex in the capital collapsed killing dozens of residents. Earthquake caused over 73,000 deaths, left many more people seriously injured and destroyed homes, schools, hospitals and infrastructure on large scale.

According to NDMA reports in district Bagh 8,157 people died and around 24,000 injured during earthquake. Overall infrastructure was badly collapsed and mobility was quite difficult to carry out the search and rescue and relief operations. It’s largely believed and recognized that lack of preparedness and risk reduction was major cause of the devastating impact of disaster. Now after more than six years of disaster it was appropriate time to assess and know the disaster preparedness and risk reduction measures at district level to mitigate the impact of future disasters.

Bagh District is one of the ten districts of Azad Jammu& Kashmir (AJ&K). The district, which had been part of Poonch District, was created in 1988. The district is bounded by Muzaffarabad District to the north, Poonch district to the south, and Havali District to the east; it is bounded by the Punjab, Rawalpindi District and Abbottabad District of Pakistan's N Khyber Pakhtoonkhaw province to the west. The total area of the district is 770 square kilometers. Bagh District is linked to Muzaffarabad by two roads, one via Sudhan Gali (80 km) and the other through Kohala (97 km). It is situated 46 km from Rawalakot. Bagh District was created with three sub-divisions, namely Dhirkot, Bagh and Haveli, with its headquarters at Bagh. Now Havalie is a separate district. As per planning and development department AJK projected population (2016) of district Bagh is 371, 919,.

AJ&K is a hazardous region and inhabitants are exposed and regularly experience a plethora of different disasters. It is pertinent to mention that no systematic information is available on hazards, vulnerabilities and risks in AJ&K. As these are dynamic processes there is a need to continuously monitor and analyze the hazard vulnerability context to plan and implement effective disaster risk management interventions. The evolving risk context of AJ&K with respect to interplay of multiple hazards and vulnerability exposure of the State it, came out as a strong strategic priority to have comprehensive and updated information on risk environment by using tools such as hazard & vulnerability assessments, risk maps etc.. The information generated through research shall help make informed policy and operational choices and also shall help drawing disaster risk management and contingency plans. In the framework of continuous assistance for reconstruction and rehabilitation, multi-hazard micro-zonation maps have been produced for Muzaffarabad and Bagh cities. The maps highlight the risk context of two cities which shall guide the city planning and reconstruction work particularly with reference to resettlement of communities and reconstruction of damaged public infrastructure. There is an acute need to further expand the knowledge base inAJ&K to add risk sensitivity element to future development actions. Objectives:

The participants will be able to:

 It will help the participants to understand the basic concepts of DRR.  It will Support communities to develop understanding of utilization of early warning systems for effective response.  Participants will be able to get basic knowledge on First Aid Skills and its utilization at community level.  Participants will be able to learn about the basics of Search & Rescue skills  Assist the IRP to translate information gathered into realistic programming relevant to identified needs, which will reinforce their capacity building.  The participants will be able to develop conceptual understanding regarding LSAR;

 Participants would understand the significance of acquiring the knowledge and skills regarding tools and techniques of LSAR;

 At the end of FA and LSAR training participants would be able to do practical application of LSAR.

 To orient ERT members on DRM Planning

Methodology

 Consultant is required to submit a detailed proposal on desired objectives of the workshop. Where segments of First Aid, Light Search & Rescue is covered. The training will imply relevant and up to date training methods that will enhance effectively learning of the participants. This will also ensure efficient delivery of training contents for the achievement of training objectives.  Prior to conducting the training the facilitators will prepare training curriculum (having contents, schedule and methodology of the trainings) according to the search and rescue related needs of the project area. Very simple and relevant reading material will also be collected/organized for the participants;  A participatory approach supporting capacity building of all involved participants shall be applied throughout the training;  All trainings/capacity building sessions should be conducted in a friendly atmosphere ensuring capacity building of the participants;  The language should be simple and instructions should be demonstrated and practised by the trainees to ensure that illiterate or poorly literate participants can be trained as first aider or rescuer

Participants

There will be approximately 250 participants for the whole training divided in 30 for each group training which is planned for 03 days. The total number of trainings is 7 or 8..

Expected Outputs

Within two weeks after the completion of trainings workshops, the consultant will submit a detailed report describing the training process and recommendations including needs for further capacity building and drill exercises.

Reporting/Deliverable

a) The Consultant shall produce a comprehensive, clear and concise training session plan with close collaboration of Save The Future Program .

b) The consultant will produce the training curriculum which should cover the community level disaster preparedness. First aid and light serach and rescue training plan, methodology and techniques.

c) The consultant Will provide the male and female trainers expert in conducting first aid and search and rescue trainings.

d) A compréhensive training report

Timeframe and place of assignment The duration of the total consultancy will be 21 days ( 3 day each for training) effects with the signing of agreement. The consultant firm/organization/individual is expected to submit the detailed plan after signing the contract to the Program Coordinator STF within 1 week after signing the contract. The whole 21 days training including practical field exercise in local vicinity of training venue.

Qualifications and Experience

The potential Consultant/firm/organization/Individuals will require an appropriate balance of management, scientific and technical skills, shared vision, knowledge of the region, and experience on DRR and its approaches. The specific expertise and experience in facilitating the First Aid & Search & Rescue Trainings and conducting the exercises at community level. The expertise in developing the hazard maps and disaster risk management plans. A solid network of contacts in areas of operation and at the technical agencies, policy institutions, non-government and community-based organizations and private sector, Understanding and sensitivity to the diversity of cultures, tradition and languages of the areas, Working knowledge of the target areas and speaking the Sindhi language would be an asset, Consultant/firms/organizations, individuals with a significant track record in managing the DRR programme and conducting the disaster preparedness trainings , proven ability to engage and negotiate at highest levels of government will be favourably considered,

Consultant firms/organizations/individuals should have demonstrated working experience in projects involving based on DRR in which disaster preparedness and Response Trainings were the prime focus.

 At least 3 to 5 years’ substantial experience in Conducting preparedness and response training with Focus on First Aid, Search & Rescue.

 Familiarity with the policies, programmes and operating styles of the local and national governments that are participating in the projects,

 Understanding and sensitivity to the diversity of cultures, tradition and languages of the areas,

 Working knowledge of the target areas would be an asset,  Consultant/firms/organizations/individuals with a significant track record in managing comprehensive trainings/surveyed related to First Aid & Search and Rescue. and the proven ability to engage and negotiate at highest levels of government will be favourably considered,
