Minutes of the Horam Parish Council Planning & Highways committee meeting held on Wednesday 10th December 2014 at 6.30pm in The Horam Centre

In Attendance: Cllr K Dudley (Chair), Cllr D Bashford, Cllr D Belasco, Cllr M Bustard, Cllr V Roberts.

Also in Attendance: District Cllr S Stedman

Public Session - 7.00pm. One member of the public attended who spoke in respect of application WD/2014/2451/RM below. He explained to the members that he believed that this new application met the conditions required on the earlier application WD/2014/0202/O. The proposed new building was now positioned centrally on the plot. The woodland was allocated to the new property. He was hopeful that there would be no further issues. In response to questions from Cllr Dudley, he confirmed that although the garage was fairly small, there were three parking spaces at the front of the plot. He also confirmed that it was proposed to erect a fence between the two properties, which would reduce in height as it approached the road. There being no further questions, Cllr Dudley thanked him for attending the meeting.

P/161/12/14: DECLARATION OF INTERESTS – none

P/162/12/14: MINUTES OF MEETING HELD ON 26th NOVEMBER 2014 (previously distributed) were confirmed and signed as a true record.

P/163/12/14. NEW PLANNING APPLICATIONS:

WD/2014/2451/RM LAND ADJOINING KINNOULL, CHIDDINGLY ROAD, HORAM TN21 0JH. Erection of detached house. Application approved by four votes in favour and one abstention. HPC made the following comments with regard to their decision:  The conditions required and listed on the WDC Notice of Decision regarding the previous application WD/2014/0202/O appear to have been met by this current application.  If minded to approve, WDC are ask to ensure that: o The proposed new access arrangements from the Highway meet required standards. (HPC noted that the applicant intends to erect a fence between the driveway that is shared by Kinnoul and the proposed property and were concerned that this may hamper access). o The proposals meet all necessary requirements regarding sufficient space/gap between the edge of the proposed property and the boundary/curtilage. The member of public left the meeting

WD/2014/2435/F CARRINGFIELD, SANDY LANE, HORAM TN21 0BE. Proposed two storey rear extension, single storey side extension and single storey front extension and extension of dormer. Application unanimously approved. HPC made the following comments with regard to their decision:  HPC re-iterated the comments made on the earlier application WD/2014/1691/F submitted to WDC in August 2014.  HPC noted that a reduction had been made to the size/scale of the new proposed extensions.  HPC recognises that the property is within the High Weald Area of Outstanding Beauty.

P/165/12/14. APPLICATIONS REFUSED:

WD/2014/2060/F THE FABRIC SHOP, HIGH STREET, HORAM, TN21 0ER. Erection of two storey extension to form maisonette: noted

P/166/12/14. HIGHWAYS AND FOOTPATHS:  Request for speeding signs in Horebeech Lane: Agreed that the Clerk would investigate the various options and report back.  The following matters have been reported to ESCC/WDC: o Broken kissing gate at RedlandsFarm/Ballsocks Lane, Vines Cross. o Stile/footpath at Hook Farm, Vines Cross. o Pot Holes at Vines Cross Road and Laundry lane. o Footbridge over the Cuckoo Trail/B2203. o Fly tipping – Horebeech Lane and Ballsocks Lane, Vines Cross. o “Slow” sign on Chiddingly Road.

P/167/12/14. CORRESPONDENCE RECEIVED:  Appeal to WDC – Planning Inspectorate ref: APP/C1435/A/14/2229312 – representations to be made by 9 January 2015. HPC agreed that as representation had previously been submitted to WDC, they will stand by their original comments.  Windfalls & Opportunist Housing Growth – a brief overview from WDC in consideration of windfall housing applications (circulated 28th November 2014): noted  Publication of Proposed Submission Affordable Housing Delivery Local Plan – representations to be made until 5pm on Monday 12th January 2015 (circulated 2nd December 2014): noted  Application No: WD/2014/2190/FA Land Rear of Longley, High Street, Horam TN21 0EZ – variation of condition 18 of WD/2013/1531/F (Erection of 4 bedroom detached dwelling with detached garage and associated car parking). Due for consideration by Members of the Planning Committee South on 11 December 2014. Planning South Officer’s recommendation is for approval.  Application No: WD/2009/1739/O Vreeburg (formerly Oaklea), Horebeech Lane, Horam, TN21 0HP – demolish existing dwelling and provide 3 individually designed dwellings with garages, parking and turning spaces and access to highway. Due for consideration by Members of the Planning Committee South on 11 December 2014. Planning South Officer’s recommendation is for approval. Two residents have informed HPC that they will be speaking against the proposal.

P/168/12/14. WDC ENFORCEMENT MATTERS FOR INFORMATION: nothing to report.

P/169/12/14. FORMER MERRYDOWN SITE: following concerns from residents made to WDC regarding mud on the road from vehicles accessing the Solar Farm development, HPC agreed that this may be a similar issue when building starts on the former Merrydown site. A meeting to be arranged if possible with Steve Knott of Beech Merrydown Ltd, HPC and affected users of the Village Hall and Recreation ground.

P/170/12/14. REPORT FROM DISTRICT COUNCILLOR ON WDC PLANNING MATTERS: Cllr Stedman is aware of the issues regarding the two applications to be considered at the Planning South meeting on 11 th December (item P/167/12/14 above). WDC Enforcement have been involved in WD/2014/2190/FA. Application WD/2009/1739/O is for outline permission only.

P/171/12/14. INFORMATION FOR/FROM COUNCILLORS (for noting or inclusion on future agendas)  Due to the timing of applications over the Christmas period it is likely that an extraordinary meeting will be called early in the New Year.

P/172/1214. DATE OF NEXT MEETING: January 14th 2015, 6.30pm at The Horam Centre

There being no further business Cllr Dudley thanked everyone for coming and the meeting closed at 7.24pm.
