Physicians for Human Rights (PHR) launched the Sexual Violence in Conflict Zones Program, a multi-year training and advocacy initiative, in 2011, with the aim of forging coalitions among regional medical, law enforcement, and legal experts in East and Central Africa, and in Kenya and the Democratic Republic of the Congo (DRC) in particular. The goal of the program is to increase local capacity for the collection of court- admissible evidence of sexual violence to support local and international prosecutions for these crimes. The program draws on PHR’s extensive expertise in documenting war crimes and providing forensic training to professionals in regions of conflict where mass crimes have been committed. In the DRC, the program has implemented activities in North Kivu, South Kivu, Kinshasa, and elsewhere. We have built partnerships with both private and public clinics and hospitals, including Panzi Hospital, the military and civilian judiciary, the Congolese National Police, and local and international civil society organizations. The DRC coordinator will help the program director lead a dynamic team of professional staff, consultants, and volunteers to develop and carry out work to advance all aspects of the program in the DRC. The DRC coordinator will represent PHR with the government, local, and international partners in the country. S/he will take a leading role in implementation and expansion of the program in the DRC, along with PHR’s locally-based police and justice expert, in accordance with PHR program design and policy. The DRC coordinator will be responsible for developing and managing partnerships with individual and institutional partners in the DRC in order to achieve the objectives of the program. This will include maintaining relationships with current partners, building new partnerships, and forming alliances with other civil society organizations that have similar goals. The DRC coordinator will also oversee program grant management and finance and administration for the DRC office. S/he will additionally serve as a key advocate for the program by communicating findings, research, and lessons learned in publications, social media, and conferences. Reports to: Director of the Program on Sexual Violence in Conflict Zones Location: Bukavu, Democratic Republic of the Congo Responsibilities  Manage DRC office activities;  Help organize meetings and trainings with national partners in the DRC and abroad;  Coordinate and help lead forensic training workshops in the DRC;  Facilitate scale-up of the program in new locations in the DRC and with new partners and initiatives;  Assist with the development of the program budget, and manage and monitor budget expenditures to ensure adherence to timelines and spending guidelines;  Build relationships and liaise with key local stakeholders and NGO representatives (including human rights, humanitarian, medical, law enforcement, legal, and local community groups) to help identify potential partners, collaborators, and participants;  Meet and collaborate with local and regional organizations engaging in medical treatment, legal service provision, and human rights reporting and advocacy;  Monitor pertinent human rights issues in the DRC and enable team to stay informed about real-time developments;  Keep abreast of legal and policy developments in the management of sexual violence in the DRC; inform the program director and update the training curriculum when relevant;  Monitor the security situation in coordination with the designated security officer(s);  Assist with the development of the curriculum on medical-legal responses to sexual violence in the DRC and its implementation;  Write weekly reports and blog posts and contribute to publications, web, and social media content; create fact sheets and other collateral;  Develop and implement local program budget and track local program expenses;  Provide monthly financial reports and expense reconciliations and develop monthly and annual projections for anticipated expenses;  Identify key advocacy opportunities and initiatives to support project developments and findings;  Represent PHR and its interests at relevant local and regional conferences and other forums to identify potential participants and partners and to stay abreast of developments in the field;  Oversee quality control for program work product;  Hire project contractors (e.g. interpreters and fixers/drivers, etc.) and supervise their daily operations;  Coordinate team of PHR international experts based in the field (i.e., medical expert and police, justice, and security expert)  Coordinate, track, and assist activities with all PHR consultants operating in the DRC;  Supervise junior program staff in the DRC on an as-needed basis; and  Any other general programmatic support as needed. Qualifications  Advanced degree in international relations, medicine, public health, law, social sciences, education, or related field;  Minimum three years of experience in the NGO sector in Africa;  Minimum two years of experience in a management position;  Fluency in French required; advanced proficiency in English highly desirable;  Excellent writing and editing skills;  Superior training skills;  Other capacity development experience an asset;  High proficiency in developing and managing a complex, multi-grant budget;  Exceptional program and project management skills, attention to detail and follow-through;  Proven track record in managing relationships with external stakeholders and donors;  Team player with flexibility across all functional areas of PHR;  Energetic self-starter with the ability to anticipate upcoming needs and work with minimal supervision; proven ability to work independently and effectively under pressure and to juggle multiple tasks simultaneously;  Strong team-oriented leader, strategic thinker and planner with excellent communication, presentation, and interpersonal skills;  Strong commitment to human rights with cross-cultural experience and cultural sensitivity;  Familiarity with Congolese gender rights environment and law on sexual violence;  Demonstrated ability to work collaboratively, effectively, and professionally in a multi-faceted, fast- paced environment;  Willingness to travel domestically and internationally, as needed; and  Advanced knowledge of MS Office Suite, especially Word, Excel, and PowerPoint.
