[4844] 2 1 2 Whereas, diabetes management includes healthy eating, being 3 physically active, healthy coping and stress management, 4 medication management along with selfmonitored blood glucose 5 levels, as well as means to prevent complications, increase 6 productivity, and enhance quality of life; and 7 8 Whereas, diabetes is a challenging disease that affects the entire 9 family in many ways; therefore, family support is very important; 10 and 11 12 Whereas, people who are obese or overweight need to strive for 13 their recommended body weight range, which will improve their 14 overall diabetes management, blood pressure control, lipid 15 management, and related outcomes; and 16 17 Whereas, comprehensive medication management (CMM) is an 18 essential component of coordinated care for the diabetic patient, 19 which ensures each patient’s medications are individually assessed 20 to determine that the patient is willing and able to take the 21 medication as prescribed and that the medication is appropriate, is 22 effective for the medical condition, and is safe in regard to the 23 patient’s comorbidities and in relation to other medication the 24 patient is taking; and 25 26 Whereas, CMM involves regular interaction between the patient 27 and the health care provider to ensure that as a team they are 28 meeting their clinical goals of therapy, with the prescriber having 29 ultimate decisionmaking authority for any changes made to the 30 patient’s medication or treatment regimen; and 31 32 Whereas, policymakers and the public should recognize that 33 medications and improved selfmanagement by the person with 34 diabetes are important prevention and treatment tools for patients 35 and their providers; and 36 37 Whereas, South Carolina policymakers should encourage the use 38 of CMM for highrisk patients, such as Medicaid patients who have 39 diabetes; and 40 41 Whereas, the South Carolina House of Representatives encourages 42 all South Carolinians to reduce their risks of developing diabetes 43 and promotes the “American Diabetes Association (ADA) Alert
[4844] 3 1 Day,” which serves as a wakeup call and asks all Americans to 2 take the Diabetes Risk Test to find out if they are at risk for 3 developing type 2 diabetes; and 4 5 Whereas, the South Carolina House of Representatives supports 6 awareness about the prevention, education, treatment, and 7 undertreatment of diabetes, including the benefits of CMM, 8 diabetes selfmanagement education, and improved quality of care 9 for persons at risk for and with diabetes. Now, therefore, 10 11 Be it resolved by the House of Representatives: 12 13 That the members of the House of Representatives of the State of 14 South Carolina, by this resolution, recognize the devastating 15 effects of diabetes and proclaim Thursday, March 20, 2014, as 16 “Diabetes Awareness Day” in South Carolina, coinciding with 17 South Carolina’s “Diabetes Under the Dome Day” sponsored by 18 the Diabetes Initiative of South Carolina. 19 XX 20
