WEST CENTRAL FLORIDA RYAN WHITE CARE COUNCIL CHILDREN’S BOARD OF HILLSBOROUGH COUNTY, TAMPA WEDNESDAY, APRIL 1, 2015 1:30 P.M. - 3:30 P.M.

MINUTES CALL TO ORDER The meeting of the Ryan White Care Council was called to order by Nolan Finn, Chair at 1:30 p.m.

CHANGES TO None AGENDA

ADOPTION OF The minutes for March 4, 2015 were approved with no changes (M: Geiot, S: MINUTES Konnerth).

CHAIR/VICE Nolan discussed a bill proposed in Texas to take money from HIV prevention CHAIR’S and give it to abstinence only education. REPORT

GRANTEE’S Aubrey Arnold announced that his office is awaiting the full amount of the grant REPORT award for the 2015-2016 grant year. A partial award of $7,739,765.00 was received which includes Minority AIDS Initiative and formula funding. The balance is expected between now and May 2015. Aubrey expects the award amount to be the same as last year. Aubrey shared that a Request for Applications (RFA) continues for a replacement to CAREWare. Proposals are due April 2nd and presentations are expected in mid-April. The new system will be in place by July 1. Aubrey announced that his office has hired a new Project Manager I and they are currently recruiting for an Accounting Clerk II.

05/03/18 1 LEAD AGENCY Demarcus Holden announced that Part B’s fiscal year begins today on April 1, REPORT 2015. All contracts have been executed and signed and are posted in CAREWare. Demarcus noted several staffing changes in Tallahassee and locally. The local data manager, Stephanie, resigned. All questions should be directed to Demarcus for the time being.

CARE COUNCIL Lisa Nugent announced that the new Care Council website has launched and SUPPORT encouraged all to view it at www.TheCareCouncil.org. Lisa also showed the REPORT Council new flyers that came in and encouraged members to use them to recruit people to the Care Council.

Members were reminded that if they have any questions they can call staff at any time.

COMMITTEE REPORTS A. Community Advisory Committee- Brandi Geoit, Chair

The committee met on March 26, 2015 at 2:00pm and discussed the Client Satisfaction Survey. The survey is performed by Quality Management and the committee reviews it on a quarterly basis. The next meeting will be April 23, 2015 at the Hillsborough County Health Department from 2:00pm-3:30pm.

B. Health Services Advisory Committee (HSAC)- Lisa Nugent, Staff

The committee met on March 19, 2015 from 1:30pm-3:00pm and discussed the medical provider survey conducted by Quality Management, had a general Quality Management update, reviewed the HIV Continuum of Care and discussed the AICP transition. The next meeting will be June 18, 2015 at the Children’s Board of Hillsborough County.

C. Membership – Jim Roth, Alternate to Care Council Vice Chair

Jim presented the following member nominations:

The Committee recommends that the Care Council members adopt the following recommendation: THAT THE COUNCIL ACCEPTS THE NOMINATION OF MIDRHAID (RAY) TORRES AS A VOTING MEMBER REPRESENTING PASCO COUNTY (2015-2018). THE COUNCIL WILL FORWARD THE NOMINATION TO HILLSBOROUGH COUNTY BOARD OF COUNTY COMMISSIONERS FOR FINAL APPROVAL.

The motion passed by acclamation.

05/03/18 2 The Committee recommends that the Care Council members adopt the following recommendation:

THAT THE COUNCIL ACCEPTS THE NOMINATION OF KIMBERLY MOLNAR AS A VOTING MEMBER REPRESENTING HILLSBROUGH COUNTY (2015-2018). THE COUNCIL WILL FORWARD THE NOMINATION TO HILLSBOROUGH COUNTY BOARD OF COUNTY COMMISSIONERS FOR FINAL APPROVAL.

The motion passed by acclamation.

A third member nomination was withheld to the next meeting since the proposed member was not present.

The next committee meeting will be on April 13, 2015 at Metro Wellness and Community Centers in Ybor City from 11:00am- 12:30pm.

D. Planning and Evaluation (P&E) – Jim Roth, Chair

The committee met did not meet in March. The next committee meeting will be Thursday April 9, 2015 at 9:30am at the Suncoast Hospice in Clearwater.

E. Resource Prioritization and Allocation Recommendations Committee (RPARC) – Marty Clemmons, Chair

The committee met on March 12, 2015 and had a presentation of the Part B Assessment of the Administrative Mechanism by Sara Sullivan. Sara presented the AAM at Care Council for informational purposes. Part B is not required to participate in the AAM but does so to remain transparent and to be consistent with Part A.

The provider survey and interviews showed improvement in overall satisfaction from previous years. The Care Council and RPARC survey showed that the majority of members were satisfied with communication, administrative, and the efficiency of the Lead Agency.

One recommendation was made from the survey summary that Part B staff continues to make efforts to be proactive in their communication around allocation and reallocation processes.

The AAM also found an improvement in provider reimbursement for 15.3 calendar days last year to 8.4 days this year.

Demarcus and Marty thanked Sara for her hard work.

The committee will not be meeting in April.

05/03/18 3 F. Standards, Issues and Operations (SIOC) – Nolan Finn, Co-Chair

No additional meetings of the SIOC are scheduled at this time.

G. Women, Infants, Children, Youth and Families (WICY&F) – Lisa Nugent, Staff

The committee met on March 26, 2015 and is working on planning upcoming events. The Annual Mother’s Day event is tentatively set for May 8, 2015 in St. Pete from 11a-2p. More information will be shared once details are finalized.

The committee also reviewed WICY&F data for the area including: epidemiology, continuum of care, Part A expenditures, etc.

The next meeting is scheduled for April 23, 2015 from 10am-11:30am at Suncoast Hospice in St. Pete.

General Announcement: Nolan reminded the Council that committee Chairs and Co-Chairs need to have a representative at Care Council each month. If one cannot make the meeting, the other should.

PART A AAM David Cavalleri and Sara Sullivan distributed the survey for Care Council SURVEY FOR members on the Part A program. The same survey will be distributed to CARE COUNCIL members of RPARC. Members were able to ask questions and were given MEMBERS several minutes to complete the survey and return it to David and Sara.

PUBLIC POLICY Shelley Taylor-Donahue announced that they are monitoring Florida REPORT Department of Health legislative updates. If anyone would like the updates, &COMMUNITY email her and she will add you to the list. INPUT

PREVENTION David Cavalleri gave an update of the Quality Management (QM) committee. ACTIVITIES/ QM continues to discuss the Client Satisfaction Survey (CSS) and the results of QUALITY monitoring visits to the ambulatory outpatient medical providers. The next QM MANAGEMENT meeting will be April 17th, 2015. Jim Roth announced that the Prevention Planning Group will be meeting May 12, 2015 from 1pm-5pm. The Patient Care Planning Group will meet May 14th from 8:30a-1pm. The two groups will have a combined meeting on May 13th. All meetings will take place at the Embassy Suites in downtown Tampa.

ANNOUNCE- Members announced upcoming community events which will be shared through MENTS the information share e-mails. April 14th there will be a High Impact Prevention Town Hall in Tampa from 4- 05/03/18 4 6pm. The details have been shared in the Info share emails and are posted on the Care Council’s Facebook page. The Positive Speaker’s Bureau will be expanding to Tampa and Joyce Johnson will be the President of the local group. More information is available at positivechampions.org. ADJOURNMENT There being no further business to come before the Care Council, the meeting was adjourned at 2:31 p.m.
