LIST OF IMPORTANT ISSUES DISCUSSED WITH DISTRICT LEVEL OFFICIALS OF VARIOUS LINE DEPARTMENTS REGARDING IMPLEMENTATION OF PROJECTS UNDER PHASE-I AND II OF RSVY IN DHALAI DISTRICT

Issues discussed and decided.

A. PWD, AMBASSA DIVISION

i). Out of Rs.3.49 crores sanctioned for Tuichakbari to Raishyabari road, Rs.2.16 crores has been spent. The balance fund would be utilized by December 2006.

ii). Out of the projects sanctioned under Phase-I, the work of road from Noagaon to Birjabari is yet to be completed. It is expected, by the end of May, 2006, Utilisation Certificate would be submitted by completing the work.

iii). 50% of the balance fund sanctioned for the Motor Stand may be placed in the month of July 2006.

iv). For the projects under Phase-II, full amount may be placed in the month of April 2006, the target date of completing the work is December 2006.

v). Some encroachments are to be removed for completing the drainage work in the front portion of TRTC complex at Ambassa.

vi). Site plan for construction of Seminar Hall, additional classroom, IT Centre and development of playground with gallery in Kamalpur Degree College has been finalized and is being sent to the Architect. It is expected, the estimate would be ready in next month.

B. PWD, KUMARGHAT

i). Out of the 2 projects sanctioned under Phase-I, one is yet to be completed. Full Utilisation Certificate for the amount released under Phase-I would be given by the end of April 2006.

ii). Rs.1 crore may be released for taking up the works sanctioned under Phase-II. This would meet the requirement of next two months.

C. FOREST – AMBASSA DIVISION

i). Rs.7.95 lakhs was released for bamboo plantation. The entire amount has been spent for raising 755 hac. of plantation. Utilisation Certificate has been given for the entire amount.

1 of 5 ii). Rs.12.5 lakhs was sanctioned for Central Nursery, so far various works including preparation of 2.6 lakhs poly-bags has been completed. Utilisation Certificate would be submitted for the balance amount against the total release of Rs.12.50 lakhs by 05-04-2006.

iii). Rs.9.35 lakhs was placed for Central Nursery against the amount covered under Phase-II. Considering the progress of work, the balance amount may also be released.

D. FOREST – MANU DIVISION

i). Out of Rs.7.95 lakhs released under RSVY Phase-I for bamboo plantation, Rs.2.91 lakhs has been utilized. The balance fund would be spent by October 2006.

ii). Against release of Rs.12.50 lakhs for Central Nursery under Phase-I, Utilisation Certificate has been submitted for Rs.12.35 lakhs. Utilisation Certificate for the balance amount of Rs.15,000/- would be submitted by 06-04-2006.

iii). Rs.12.04 lakhs has been released against Rs.12.50 lakhs earmarked for Central Nursery under RSVY Phase-II. The balance amount would be released by April end.

E. INDUSTRY

i). Site development work is being taken up by BDO, Ambassa at Kulai for development of MESC. Immediately on commencement of fencing work, GM, DIC shall start the plantation work.

ii). Work for raising mulberry plantation at Halahali has already commenced. Plantation at Harekhala shall be taken up immediately on commencement of the fencing work. Out of Rs.17.0 lakhs placed to GM, DIC, Utilisation Certificate has been submitted for Rs.10.14 lakhs.

iii). Rs.25.0 lakhs earmarked for Dhalai Tea Processing Factory is yet to be released to Tea Cooperative. As amendment is required in Bye Laws for approaching financial Institution, the said amount would be released to Dhalai Tea Cooperative after 15th May 2006.

iv). An amount of Rs.15.0 lakhs is earmarked for Handloom Facilitation Centre at Halahali. Out of this, Rs.1.5 lakh would be required for looms and equipments. Executive Engineer, RD, Dhalai may frame estimate for the civil works including electrification, sanitation and water arrangement within an amount of Rs.13.50 lakhs. The present estimate is without provision of electrification and water arrangement, it needs to be revised.

F. WATER RESOURCES DEPARTMENT

i). The total amount for flood protection and irrigation works has been scaled down in view of the observation made by the Planning Commission, Government of India. Depending upon the outcome of the decision taken in the State Level Steering Committee Meeting scheduled to held on 06-04-2006, fund would be released to Executive Engineer, Water Resources. As per preliminary assessment, 30% of the fund may be required by Executive Engineer, Water Resources for starting the works.

i). Rs.32.0 lakhs has been released under RSVY Phase-II for 4(four) Sub-Centres. Another amount of Rs.16.0lakhs would be released for 2(two) Sub-Centres.

ii). Target date for completing 4(four) Sub-Centres for which fund has already been released is July 2006.

H. CHIEF MEDICAL OFFICER, DHALAI

i). Advance steps are to be taken for procurement of furniture and other equipments for the proposed 13 new Sub-Centres under RSVY Phase-II.

ii). Sites of 8 (eight) Sub-Centres are yet to be finalized. Out of the 13 Sub-Centres projected under RSVY Phase-II. The matter has already been taken up with SDMs for identifying land. Chief Medical Officer, Dhalai was requested to submit information on availability of land for the remaining 8 Sub-Centres along with classification of land i.e. forest, khas and jote.

iii). Sum of Rs.4.0 lakhs would be placed to Chief Medical Officer for procurement of furniture and equipments.

iv). Rs.7.0 lakhs would be released to Chief Medical Officer, Dhalai for MIS under RSVY Phase- II.

v). Rs.15.0 lakhs would be released to Executive Engineer, RD for starting the works on Health Training Institute as per the project proposal submitted under RSVY Phase-II.

I. DY. GENERAL MANAGER, TSECL

i). Some deviation had taken place against the target fixed under RSVY Phase-I in the various categories. This deviation has been justified by Dy. General Manager, TSECL in the report submitted to this Office. With the release of fund under RSVY Phase-II, the deviation scale would be brought down against the target fixed for both the phases.

ii). Under RSVY Phase-I, 866 service connections have been provided.

iii). Rs.70.94 lakhs has been released under RSVY Phase-II. Out of this Rs.24.91 lakhs has been utilized.

iv). So far 137 service connections have been provided under the works taken up in RSVY Phase- II.

v). Though target fixed for HT line could not be achieved, the coverage of LT line has been significantly higher against the target fixed for both the phases. Justification for this has been given by Dy. General Manager, TSECL.

vi). Rs.25.14 lakhs has been released for setting up High Frequency Transmission Network. For the amount released, Dy. G.M. TSECL, Ambassa would submit the Utilisation Certificate by April 2006.

3 of 5 J. HORTICULTURE

i). Rs.8.8 lakhs has been released in favour of District Horticulturist for taking up Vermi Composting through women SHGs. Utilisation Certificate for this would be submitted by the end of April 2006.

ii). In addition to Rs.8.8 already released in favour of District Horticulturist for the project under RSVY Phase-II, Rs.9.2 lakhs would be placed for completing the work.

iii). Rs.7.0 lakhs has been released for Bio-Fertilizer including Bio-insecticide Project. Utilisation Certificate would be submitted by the end of April 2006.

K. MANU DEVELOPMENT PLAN

i). Rs.10.0 lakhs would be released in favour of Executive Engineer, RD, Dhalai for starting the work of Night Shelter at Manu. Estimate for this work is almost ready.

L. EDUCATION DEPARTMENT

i). Rs.79.87 lakhs has already been released under RSVY Phase-II for taking up repair of School buildings. As informed by Deputy Director, Education, the amount would be utilized by the end of May 2006.

ii). As per the project proposal under Phase-II, construction of buildings is to be taken up in 5 High Schools @ Rs.33.0 lakhs for each School. Deputy Director, Education was requested to submit in detail the requirement of fund for each School considering the existing infrastructure.

iii). Deputy Director, Education was requested to give requirement of fund for purchase of furniture against the projection made under RSVY Phase-II.

M. TREDA

i). Rs.63.80 lakhs has been released for solar lighting of PHCs and other health institutions.

ii). As reported by District Scientific Officer, the process for procuring equipments for solar lighting has already commenced. It is expected, within a few months, material would be procured.

N. SOCIAL WELFARE & SOCIAL EDUCATION

i). Fund has been rleased for construction of 82 SE Centres. Out of this 40 SE Centres would be taken up by DISE and remaining by ZDO, TTAADC, Dhalai. As reported in the meeting, work of 15 such Centres has already been started.

O. FISHERIES

i). Rs.16.46 lakhs has been released under RSVY Phase-II for fishery sector. Out of this, Rs.9.46 lakhs has been placed at the disposal of Deputy Director, Fisheries.

ii). As reported, Rs.4.29 lakhs would be utilized out of Rs.9.46 by the end of April 2006.

iii). Rs.7.0 lakhs has been placed to BDO, Dumburnagar for Fish Landing Centre. Progress report in this regard is yet to be received.
