Job Title: Finance Manager
Entity: Inter-Island Ferry Authority
Immediate Supervisor: General Manager
Summary of Responsibilities:
The Finance Manager shall be responsible for all IFA accounting activities and administrative/personnel duties as noted below. The Finance Manager shall be responsible for maintaining, through fund accounting and other appropriate accounting methods, proper books and records in accordance with generally accepted accounting practices. It is the responsibility of the Finance Manager to see that receipts, disbursements and deposits are made in a timely fashion and investments are properly managed and maintained. The Finance Manager shall also be responsible for all human resource functions of the IFA including: recruiting and staffing; employment and compliance to regulatory concerns regarding employees; policy development and documentation; employee communications and relations; benefit administration.
As leaders in the marine transportation industry IFA employees are responsible to instill an atmosphere with passengers that riding the ferry is pleasure, not just a need. To that end every IFA employee is responsible for overall passenger safety and satisfaction. All necessary steps must be taken to correct conditions or to report conditions that could endanger passenger safety or satisfaction in any manner both on and off the vessels. This includes IFA vessels, vehicles, access ramps, offices, terminals and terminal grounds.
Specific Duties: The Finance Manager’s responsibilities include the following:
Accounting duties:
Responsible for all accounting activities and reporting in accordance with generally accepted accounting practices; Supervise Accounting Clerks and other department staff (A/P, A/R, Daily Sales Reports, administrative assistant); Reconcile all bank accounts monthly; Calculate and perform all payroll tasks and all associated reporting in a timely manner, ensuring that all income-tax reporting and procedures are followed; Preparation and monitoring of the IFA budget, including all supplemental budgets; review and report revenue and expenditures to the General Manager and the Board of Directors on a monthly basis; Provide quarterly, year-to-date and year-end financial reports including Balance Sheet to the Board of Directors; Maintain financial records up through trial balance; post details to subsidiary accounts; reconcile and balance accounts; Monthly, quarterly, and year-end income-tax reporting; Ensure that books and records are kept of the IFA’s financial activities (using a fund accounting system) in accordance with policy directives of the Board of Directors; work with third party auditors on IFA annual internal audit; Monitor cash-flow requirements and consult with the General Manager to meet cash-flow needs; Ensure that deposits and disbursements of funds are made in a timely and orderly fashion.
Administrative duties:
Monitor contracts and permits for compliance and renewal; Monitor insurance policies and annual insurance renewals; Manage administrative records including preparation of agenda and reports for board meetings; responsible for recording and preparing board minutes; Maintaining a roster for terms of board members and officers.
Human resource administration duties:
Administer employee recruitment, hiring and orientation for all departments; Employment policy development and compliance; Maintain employee files and high level of confidentiality; Advise organization managers on required personnel policy matters and recommend changes; Administer employee benefit and compensation programs; Perform difficult staffing duties, including dealing with refereeing disputes, firing employees, and administering disciplinary procedures; Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements; Conduct exit interviews to identify reasons for employee termination;
Other Duties as assigned by the General Manager.
Knowledge and Abilities
The Finance Manager must have:
Minimum of 5 years accounting experience (preferably government or fund accounting) in a capacity of progressively more responsible duties and possess a working knowledge of GAAP and internal control theory. Minimum Associates Degree in accounting or finance. A Bachelors degree in the same field is desirable and a CPA is preferred. Experience preparing, auditing, and reviewing complex financial reports and preparing summary reports for management. Proficient with financial and administrative databases and programs. IFA uses the CYMA fund accounting software; experience with this system is desirable. Knowledge and experience in human resource administration including: employment law, compensation, organizational planning, recruitment, organization development, employee relations, and benefit administration Possess strong managerial/supervisory skills to lead an accounting team in preparing accounts payable/receivable and financial transaction audits, and preparing adjusting journal entries as well as evaluating subordinate work performance; Ability to prioritize, manage and allocate time effectively and efficiently; be focused, organized and detail oriented. Strong oral and written communication skills and excellent customer service expertise.
Certificates and Credentials:
Transportation Workers Identification Credential (TWIC) card is required
Compensation
