JOB DESCRIPTION

DIVISION: OPERATIONS DEPARTMENT: AIRFIELD OPERATIONS

POST TITLE: HEAD OF AERODROME GRADE: DATE: OPERATIONS SENIOR MANAGEMENT January 2016

JOB PURPOSE To lead and manage the Airfield Departments to ensure the efficient operation of the Airside functions in a manner which gives priority to safety, compliance with regulatory and statutory requirements and ensures reliable customer service, within a sustainable environmental framework. MAIN DUTIES AND RESPONSIBILITIES

(a) To lead and motivate the Airfield Operations, Airfield Engineering Teams and contracted third-party suppliers to deliver safe and reliable airfield infrastructure, air traffic control functions and the winter operations response in an efficient manner.

(b) To manage and co-ordinate the efficient operation of the Airfield Operations Department, including the setting and monitoring of service standards and safety performance indicators (SPI’s) in accordance with the Company’s mission statement and as directed by the Safety Review Board

(c) To drive the Aerodrome Safety Management System (SMS) so that it meets and exceeds the requirements set by EASA and strives to continually improve, whilst ensuring close harmonisation with the Birmingham Airport Air Traffic (BAATL) SMS including chairing the Safety Action Group and co-chairing the Flight Safety Committee.

(d) To lead the Aerodrome Safeguarding function including accountability for the annual CAP 232 survey; developing actions plans to address issues; oversight of Wildlife Hazard Management (including 13km survey work); statutory planning consultations and Technical Safeguarding.

(e) Accountable for the operational input into all Airspace Change Applications working with the BAL Environment Department and the ANSP (BAATL)

(f) Support and contribute to the management of the Operations Department as a whole, actively participating in the wider management functions in all operational areas and provide operational support and guidance to the ANSP Management Team as the primary point of day to day contact for the Airport Company.

(g) To engage and communicate with airline customers and partners to deliver the required levels of customer service with a view to providing robust and reliable infrastructure combined with business continuity and contingency planning for the Airfield departments.

(h) Accountable for the Aerodrome Manual and all published airport information covered by the Aerodrome Data Quality Implementing Rule (ADQ-IR) requirement. (i) To ensure that all requirements under the Health and Safety at Work Act 1974 and associated legislation are met.

(j) To ensure in consultation with the appropriate regulatory and statutory bodies including CAA, EASA and HSE, that the Airfield is operated and maintained in accordance with all appropriate regulations.

(k) To keep abreast of all technical and operational developments in the air transport industry and to represent Birmingham Airport on industry forums or technical working groups.

(l) To ensure that relationships with the Control Authorities and third party service providers are developed and maintained to allow the safe and effective integration of their activities with all other Airport services.

(m)To develop and enhance relationships with all of the Company’s operating partners in order to improve level of customer service, quality and profitability.

(n) Take the lead role in the delivery of the necessary pre-works planning and safety approvals for all development projects airside along with input, as required, into Airport Masterplanning activities with regard to future airfield infrastructure and Safeguarding guidance for all airport expansion.

(o) To control and contain costs within the Department’s agreed budget, continually seeking to identify opportunities for improving efficiency without detracting from the highest levels of safety and service standards.

(p) To ensure appropriate compliance monitoring programmes are in place to meet regulatory requirements and to work with the designated Safety Manager to ensure their ongoing effectiveness covering all third party activities on the ramp and BAL’s own certificated activities

(q) Take a lead role in the oversight of all aviation fuelling activity on site ensuring that aerodrome operator regulatory obligations are met at all times and provide strategic guidance to the Directors, as required, with regard to fuel supply integrity and future strategy

(r) To represent the Operations Director and the Company as required.

The Airport Company reserves the right to vary the duties and responsibilities of staff under conditions prescribed in local agreements. Thus, it must be appreciated that the above duties may be altered as the future changing needs of the service may require.
