 GANG OF WILDLIFE CRIMINALS BUSTED – 3 ARRESTED.  SEIZED DERIVATIVES WEIGHT 15 KILOGRAMS.  48 PIECES OF “HORNS” OF CHITAL & SAMBAR VALUED ABOUT 1.5 CRORE IN THE INTERNATIONAL MARKET

INTRODUCTION:- The Crime Branch has successfully arrested three criminals, indulging in the illegal sale & supply of derivatives of endangered animals under the Wild Life Protection Act 1972 and recovered 15 kgs of derivatives i.e. “Horns” of Chital & Sambar from their possession.

INFORMATION, TEAM & OPERATION :- The Crime Branch received an input that a person namely Jitender of Saharanpur is indulging in the illegal trading of body parts of prohibited wildlife animals.

A team lead by Inspr Pawan Kumar, comprising of SIs Nagender, Mandeep, HCs Murlidhar, Prithviraj, Consts Ravinder Khokhar, Ravinder Malik and Rajesh was formed and sources deployed to develop the information and nab the culprits under the close supervision of ACP Raja Ram and DCP Bhisham Singh.

Since the last seizure of huge TIGER SKULLS by Delhi Police Crime Branch about a month back, various teams of Crime Branch were tasked to act on certain inputs that certain criminals are still active in this field. In that case biggest gang of poachers/ smugglers was busted and Surajpal @ Chacha, who reigned supreme in wildlife smuggling/poaching after arrest of Sansar Chand and was evading arrest for more than 20 years was arrested. Tiger skull, bones, nails and teeth, (weigh more than eighteen kilograms) valued several crores in the international market was seized alongwith one Tata Indigo Maanza luxury car & Rs.52.70 lacs cash.

This team made strenuous efforts after which the sources confirmed the information and gave a specific input that the culprit Jitender of Saharanpur, UP alongwith one Delhite Vineet Khanna would be coming near Patpar Ganj area to sell the derivatives of the endangered animals.

At about 2:30 pm, one silver colour Wagon R car bearing No. DL-7C-C-0330 stopped near Saraswati Kunj Apptts, Narwana Road and the informer identified the persons in the car as Jitender Kumar and Vinit Khanna. One another white colour Polo car bearing No. DL-8C-Y-1667 also stopped near the previous car and the informer identified the person in the car as Gopal Awasthi. After a brief discussion, Vinit Khanna and Jitender opened the dickey of Wagon R car and showed a bag to Gopal Awasthi. After checking the bag, both Vinit Khanna and Jitender shifted the bag to polo car of Gopal Awasthi. At this point, the raiding team apprehended all the persons, who were later on identified as 1) Jitender Kumar 2) Vinit Khanna & 3) Gopal Awasthi. On search of the bag in the polo car, 48 Horns were recovered. The same were identified by Wild Life Inspectors as Horns of Chital/Sambar Deer.

Accordingly, all the three persons were arrested, animal derivatives (HORNS) were seized and a case vide FIR No.173/13 u/s 39/44/49 & 51 of Wild Life Protection Act was registered at PS Crime Branch.

INTERROGATION:- During interrogation, Jitender disclosed that he got these “horns” from one Puran Singh of Village Chak Haredi, Saharanpur. Jitender came in contact with Puran through one Shiv Mohan Sharma as both were insurance agents. Shiv Mohan Sharma introduced him to Puran Singh for the purpose of selling “horns”. The greed of easy money lured Jitender to strike a deal with Puran and he took along the “horns” and contacted Vinit Khanna. Vinit was known to Jitender for the last 4-5 months in context with some property dealing. Vinit Khanna had suffered huge losses in the Dhup Agarbatti Factory in Sec-7, NOIDA, UP which he owned, he was in search of earning quick bucks to recoup the losses. Vinit further contacted Gopal Awasthi who was his partner in property business to find some suitable buyer of these prohibited but costly wildlife articles.

PROFILE:- 1. Jitender Kumar, 31 years S/o Mahender Singh r/o VPO Umri Kalan, PS Rampur Maniharan, Distt. Saharanpur, UP. He is 12th from Open School and is unemployed. 2. Vinit Khanna, aged 48 years s/o Late Shri KK Khanna r/o F-276, Saraswati Kunj Appt, 25 IP Ext., Patparganj, Delhi is a PhD in marketing. He is married and has 3 children. After suffering losses in the Dhup-agarbatti factory, he switched over to various business including home tuitions in management and chemistry and property dealing. 3. Gopal Awasthi s/o Late Ishwari Prasad r/o 61 Duplex Flats, 1 st Floor, Gurmandi, Rana Pratap Bagh, Delhi, aged 46 is 12th pass and has a business of making rickshaw body and is a part time property dealer. And came in contact with Vineet during last 4-5 months.

RECOVERY:-

1. 48 Horns of Chital/Sambar Deer (weight-15 KGs). 2. Two Cars – one Woks wagon-Polo and one Wagon R.

Further investigation of the case is in progress.

A Dedicated Team of P.S. Alipur, Outer District, Delhi has arrested two persons involved in a sensational brutal murder case.

BRIEF FACTS: -

With the arrest of two accused namely Anil Kumar (34 yrs) S/o Late Sh. Sukhbir R/o Gali No. 7-B, Sawantra Nagar, Narela, Delhi and Ajit Kumar (22 yrs) S/o Sh. Dharmpal R/o Village Kheri, PS- Bhanota Choki, Distt.- Sonipat, Haryana the police team of PS Alipur has solved a blind brutal murder case within three days.

INCIDENT: - On 12.10.13, a PCR call vide DD No. 20-A regarding a male dead body lying behind Batra farm House, Tajpur Road, Delhi was received at P.S. Narela, but later on it was established that the area falls under the jurisdiction of PS-Alipur. On this information SHO/Alipur alongwith staff reached the spot and found a male dead body aged about 35-40 years having multiple sharp injuries on neck and head lying near the rice field. A case vide FIR no. 471/13, U/s 302/201 IPC was registered at PS-Alipur and investigation was taken up by Inspr. Jitender Singh, SHO/Alipur. Efforts were made to identify the deceased but no clue in this regard was found on the spot. The dead body was shifted to mortuary BJRM hospital and all formalities to identify the dead body were made.

INVESTIGATION AND INTERROGATION To work out the case and to identify the dead body, a dedicated team comprising SI Kamlesh Kumar, SI Jaibir, Hc Parveen, HC Ajay, Ct. Mahesh, Ct. Sanjeet, Ct. Lokesh and Ct. Karmveer headed by Inspr. Jitender Singh, SHO/Alipur under the supervision of ACP Alipur was formed. During the course of investigation efforts were made to identify the deceased through local enquiry as well as through ZIPNET. On 14.10.13, deceased was identified as Lalit Kumar Mishra S/o Sh. Rama Kant Mishra R/o H. No. 229, Sec. A-10, MIG Flat, Narela, Delhi.

Smt. Sarita Devi, wife of the deceased was examined and she informed that on 12.10.13 at about 12.15 PM, one Anil Kumar, who is residing at Swatantra Nagar, Delhi came to her house alongwith one young boy. Later on her husband went out with them on a Pulsar Motorcycle.

As per the statement of Smt. Sarita Mishra, investigation was conducted and after sincere efforts one person namely Anil Kumar was nabbed from his house. On sustained interrogation accused person Anil Kumar disclosed that about 5-6 months back, Lalit Kumar Mishra who was having family relation with him visited his house. At that time he (Anil Kumar) had stolen his credit card and one blank signed cheque from his pocket. Later on he withdrew a sum of Rs. 47,000/- from his account. After some time the matter came in the notice of Lalit Kumar Mishra and he pressurized him to pay the said amount and threatened to file a case. Due to fear of the case and inability to refund the money, he hatched a plan with one Ajit to kill Lalit Kumar. As per planning, they purchased an iron DAAV (Weapon of offence) from the market and put it into a black bag. Thereafter, they called Lalit Kumar Mishra through mobile phone, Lalit Kumar called them at his residence. After that they reached at his residence i.e. Sec. A-10, MIG Flat, Narela, Delhi by one Red color Pulsar motorcycle. On the pretext of paying the money they took him behind Batra Farm House and killed him near the rice field. To conceal the identification, they took all documents as well as mobile phone from his pockets and fled away from the spot. He further disclosed that he gave the bag containing weapon of offence to Ajit. On his instance mobile phone of the deceased, some visiting cards, ATM card alongwith black colour bag was recovered from the house of accused Anil Kumar. Blood stained clothes of accused and his red color pulsar Motorcycle were also recovered. During the course of investigation co-accused Ajit was also nabbed and interrogated. After sustained interrogation, he accepted his guilt. Further investigation is going on.

Dharmpal R/o Village Kheri, PS- Bhanota Choki, Distt.- Sonipat, Haryana studied upto 10th Standard. He belongs to a middle class family. He also works in Jagran Party.

A DEDICTED TEAM OF PS-VIJAY VIHAR, OUTER DISTRICT, DELHI NABBED A KILLER AND SOLVED A MURDER CASE WITHIN 36 HOURS

BRIEF FACTS: - With the arrest of one accused namely Yogesh Bansal @ Kake (29 years) S/o Sh. Ramesh Chand R/o S-1/14, Budh Vihar, Ph-I, Delhi, the staff of PS-Vijay Vihar has solved a murder case within 36 hours of its commission.

INCIDENT: - In the intervening night of 13/14.10.2013, an information was received from PCR that someone has killed the brother of the caller with gunshot. This information was lodged vide DD No. 9B dt. 14.10.13 at PS Vijay Vihar. The staff of local police reached the spot and found one person lying on the road side in a pool of blood. Blood was oozing out from the injuries caused on head and chest. The deceased was taken to BSA hospital immediately by local police where doctor declared him brought dead. On enquiry, the deceased was identified as Sumit Solanki (20 years) S/o Satya Narayan R/o A-51, Budh Vihar Ph-I, Delhi, by the complainant Sh. Praveen Gupta S/o Sh. Raj Kumar Gupta R/o H.No. I-2/9, Budh Vihar PH-I, Delhi. The complainant stated that the accused Yogesh@ Kake had fired upon the deceased from a close range and he also fired at him but he escaped unhurt. He also stated that he alongwith other friends including deceased Sumit Solanki had taken drinks at Dal Mill Road, Budh Vihar Phase- I, Delhi. As all the liquor was finished he alongwith the deceased was going on a motor cycle for taking more liquor. A Wagon-R car rashly zipped across them. On this Sumit asked him to chase the car. The Wagon-R car was found parked at Rithala Road, near K-2 block, Budh Vihar. Yogesh @ Kake alongwith his friends was standing near the car. When they saw Yogesh @ Kake, they tried to stop their M/Cycle but due to sudden application of brakes M/Cycle slipped. They tried to flee away from the spot, but Yogesh@ Kake chased them and fired two gunshots on Sumit Solanki and also fired on the complainant and fled away from the spot leaving behind his Wagon-R car No. DL-8CU-4918 at the spot as it had stuck in drainage line. Accordingly a case FIR No. 499/13 dated 14.10.2013 u/s 307/302/34 IPC was registered at PS Vijay Vihar, Outer District, Delhi and investigation was taken up by Insp. Ajay Singh (ATO). TEAM & INVESTIGATION

To nab the accused, a team comprising Insp. Ajay Singh, SI Sonu Ram, HC Anand, Ct. Kuldeep, Ct. Dayal Ram and Ct. Jagbir was constituted under the leadership of Insp. Ram Chander Dahiya and under the close supervision of Sh. Shiv Dayal, ACP/Rohini, Outer District, Delhi.

During the course of investigation, a number of persons were interrogated and raids were conducted at various places. The Wagon- R car involved in the case was seized. After Conducting continuous raids the accused Yogesh Bansal @ Kake S/o Sh. Ramesh Chand R/o S-1/14, Budh Vihar Ph-I, Delhi, was nabbed on 15.10.13. He disclosed that he works as a property dealer alongwith his father in the name of Balaji Property at X-1/9, Budh Vihar Ph-I, Delhi. In the intervening night of 13/14.10.13 he had a quarrel with the deceased over a small accident. He left the place in his car but the deceased followed him alongwith his friend. Due to fear, he thought that the deceased may kill him he fired upon the deceased.

PROFILE OF ACCUSED ARRESTED: - Yogesh Bansal @ Kake (29 years) S/o Sh. Ramesh Chand R/o S-1/14, Budh Vihar Ph-I, Delhi, has studied upto class 12th. He is residing in Delhi since birth. He is working as a property dealer at X-1/9, Budh Vihar Ph-I, in the name and title of Shri Balaji Property alongwith his father and is in habit of consuming liquor. His parents are residing with him. His previous involvements are being verified.

BLIND MURDER CASE SOLVED

The staff of Police Station Mundka, West District has solved the blind murder case by arresting one accused namely Sanjeev Kumar.

NAME AND PROFILE OF ACCUSED ARRESTED

Sanjeev Kumar @ Sanjeev @ Phool Singh s/o Zile Singh r/o Village Mundka Delhi, age 35 years. He has studied upto 10 class and owning and driving his own tempo.

INCIDENT AND OPERATION

On 11.10.13, a PCR call was received at P.S Mundka that one person was lying unconscious near Metro Pillar No 547 Rohtak Road. On reaching the spot, dead body of a male aged about 40 years was found near the Metro Pillar No 546 Rohtak Road near Mundka Metro Depot. There were injury marks on the face and blood was oozing out of his nose and ears. One mobile phone Samsung Dual SIM was recovered from his pant. On examination of the mobile phone, a call was made to one of the number and the deceased was identified as Anil Kumar s/o Raghuvir r/o 1660 Village –Mundka Delhi. The body of the deceased was also having human bite marks near the chest and on the arm.

A case FIR No 228/2013 u/s 302/201 IPC PS Mundka was registered and investigation was taken up. Several teams led by Inspr. Prem Chandra SHO/Mundka under the overall supervision of Sh. Ingit Pratap Singh, ACP/Nangloi were formed immediately. Many witnesses were examined. It was revealed that on the night of 10/11.10.13 the deceased had a fight with one Sanjeev Kumar @ Sanjeev @ Phool Singh s/o Zile Singh r/o Village Mundka Delhi under the Metro Pillar No 546 after consuming liquor.

INTERROGATION

Sanjeev Kumar was interrogated at length and on sustained interrogation, he confessed his guilt. He disclosed that on 10.10.13 he alongwith Kala and Anil, (deceased) had consumed liquor near Tempo Stand, Rohtak Road near Pillar No.546. They had taken liquor from nearby liquor shop and continued till late evening. After sometime Kala had gone for his personal work. However, they continued consuming liquor at the same location. After finishing one bottle, the deceased and Sanjeev again went to Nangloi Wine Shop and bought another half bottle of liquor. The amount was paid by Sanjeev at that time and the deceased promised to give his share later on. Both came to the Metro Pillar No 546 and consumed liquor together. When Sanjeev demanded for his money, a heated argument started between them as the deceased refused to give his share of money to Sanjeev. Then a fierce fight began between both of them and the deceased hit Sanjeev Kumar with a stick lying nearby. In retaliation Sanjeev Kumar attacked with punches and bit the deceased on left side of his chest and left Arm and then he strangulated him. After committing murder he fled away. Next day he even attended the funeral of the deceased so that no one should doubt him. The accused has been arrested in the present case. Further investigation is in progress.

Staff involved in good work is being rewarded suitably.

It has come to notice that sometimes the anti-social and criminal elements looted/stolen and withdrawn the case by fraudulently from the ATMs. To prevent such type of crimes and in order to check illegal activities of anti- social elements and further keeping in view the public safety, I RAMESH CHANDER ACP Sub-Division Vasant Vihar New Delhi in exercise of the powers conferred upon me under Section 144 Cr.PC (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036 (i) UTL dated 09.09.2010, do hereby order that all the ATMs and Branches of Banks falling within the jurisdiction of Sub-Division Vasant Vihar must install the CCTV Cameras within a period of 30 days from the promulgation of this order without violating the right to privacy of the general public.

This order shall come into force with effect from 14.10.2013 and shall remain in force for a period of 30 days upto 12.11.2013 (both days inclusive), unless withdrawn earlier. Any person who contravenes this order shall be liable to be punished in accordance with the provision of Section 188 of the IPC.

Whereas a large number of Banks & their branches/ ATMs have come in North-East Distt., Delhi which are popularly known as commercials places and a large number of people visit them to use the facilities available in such places. All the managers of Banks/ATMs are hereby directed to install the CCTVs & cameras in all banks/ATMs for security reasons.

1) And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the security of the State.

2) And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility. 3) Now, therefore, I Raj Kumar, Asstt. Commissioner of Police, Sub-Division Khajuri Khas, North East District, Delhi in exercise of the power conferred upon me under section 144 Cr. (a) Maintaining a register for identity of the visitor/user.

(b) Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

(c) The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

(d) Activity server log should be preserved in main server and its record should be preserved for at least six months.

(e) If and activity of the visit is of a suspicious nature the owner of banks and ATMs will immediately inform the police station

(f) Record be maintained about the specific CCTVs and Cameras.

(g) Make sure that the installed CCTVs and Cameras works in all the banks & ATMs which should be properly in working condition and none of the above banks and ATMs should not be without CCTVs and cameras with immediate effect.

(h) If any banks & ATMs is found without CCTVs camera the concern high authority will be responsible for the above said lapse.

4) This order shall come into force with effect from 13.10.2013 and shall remain in force for a period of 60 days i.e. up to 11.12.2013 (both days inclusive) unless withdrawn earlier. 5) Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

1. Whereas, there is a mushrooming of BPOs (Business process outsourcing Centers) prominently known as Call Centers, Corporate houses, Media houses, companies, organizations and firms in Delhi and other parts of the NCR offering employment opportunity for the youth.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab service for the purpose of picking up and dropping them from their places of stay to office and back. As these organizations are functioning round the clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life and safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C. 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated. I Raj Kumar, ACP/K.Khas do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses, having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Khajuri Khas, North East District, Delhi shall :-

a. Maintain a database of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

b. Hire security personnel and other contractual personnel as far as possible from licensed agencies only.

c. Ensure verification of antecedents of all their employees including contractual employees. d. Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (Regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

e. Choose the route in such a manner that as far as possible a woman employee is not the first one to be picked up or the last one to be dropped.

f. Ensure that during night hours the cab involved in transportation of women employees picks up and drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms her arrival/reaching at their residence/place of stay through a telephone call.

g. Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot up to her house and takes a confirmation about her safe arrival.

h. Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designed route etc.

i. Get GPS System installed in the cabs used in transportation of such employees, especially women employees.

6. These orders shall come into force with effect from 13.10.13 and shall remain in force for a period of 60 days i.e. up to 12.12.13 (Both Days Inclusive) unless withdrawn earlier.

7. Any person / employer / transporter etc. contravening these orders shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and

8. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil offices, all police stations concerned and the offices of NDMC and MCD.
