7.6 Geographical unit and Boundaries

Moga is located at middle in the state of . It has an average elevation of 217 meters’ (711 ft). is bordered by district in the north, district in the East, in the South-East, in the South, Faridkot in the south-west and Ferozepur in the West. It stretches between East Longitude 74o 54’ 40” and 75o 24’ 57” and North Latitude 30o 28’ 30” and 31o 06’ 15”. It spreads over an area on 2230 km2, which comes to 4.42 % of the Punjab State.

7.7 Administrative Setup District is under control of Ferozpur division and it has been divided into four sub-divisions/tehsils i.e. Moga, BhagaPurana, and Dharamkot and two sub-tehsils i.e. Bhadhni kalan and Kot-Ise-khan. Further, the district has been sub-divided into five development blocks i.e. Moga-I, Moga-II, Kot-Ise-Khan, BhagaPurana and Nihal Singh Wala. District has 4 towns and 337 Panchayats with 330 villages in which 5 villages are inhabited.

7.8. Physiographic of district

The district area forms a part of Indo-Gangetic plain and Sutlej sub-basin of Indus basin. The area as a whole is almost flat with a gentle slope towards the Western and North-westerly direction. The flatness of the topography is indicated by the fact that only one contour line is passing through the district. This contour line runs from southeast towards north-west. It divides the district into almost two halves. In the eastern half it is below 200 m. The elevation ranges from minimum of 190 m in southwest at village Shamkot to maximum of 227 m in the northeast. The general slope of the district is from northeast to southwest as indicated by spot heights. The physiographic of the district is broadly classified from south to north into four distinct features i.e. Upland plain, Sand dune tract, younger flood pain and active flood plain of Sutlej. The Sutlej is an important perennial river, which forms major drainage of the area and runs parallel to the Northern border of the district. There are two types of soils viz Sierozem and Desert soils in Moga District. The sierozem soils are found in major parts of the district and desert soils are comparatively found in a relatively smaller area towards western part of the district.

7.9 Geology

The district is occupied by geological formations of Quaternary age comprising of recent alluvial deposits. These alluvial formations in turn overlain by Aeolian sands except in the area falling in proximity of Sutlej River. Geological setting, distribution of rainfall and geological formations constituting the aquifers, essentially controls the hydro geological framework of any district.

8.0 Climate and Rainfall The climate of the district can be classified as tropical and dry sub humid. According to IMD, the district get moderate rainfall, normal annual rainfall is about 498 mm, which is spread over 24 rainy days. 78% of rainfall occurs during south-west monsoon and temperature mean maximum in June is 39.5 degree C and in January is 5.1 degree C. 1.6.1 Population of District

Population of Moga district is 992289 persons. Moga is 11th most populous district out of total 22 districts in Punjab and it is 447th most populous district in . The population density of Moga is 444 Persons per square KM. It is 14th most densely populated out of 22 districts in Punjab and it is 280th most densely populated district out of total 640 districts in India. 1.6.2 Literacy rate of district

Total Literacy rate of Moga is 71.6%. This means 71.6 out of 100 persons of age more than 6 years are literate. It is ranked 12 in terms of literacy rate out of total 22

districts of Punjab and 447 out of total 640 districts of India. Male Literacy of Moga is 75.3% while female literacy stands at 67.4%.

1.6.3 Sex ratio

In 2011, Moga had population of 9,92,289 persons of which male and female were 5,24,289 and 4,68,000 respectively. There was change of 10.90 percent in the population compared to population as per 2001. In the previous census of India 2001, Moga District recorded increase of 15.03 percent to its population compared to 1991. With regards to Sex Ratio in Moga, it stood at 893 per 1000 male compared to 2001 census figure of 887. The average national sex ratio in India is 940 as per latest reports of Census 2011 Directorate.

1.6.4 Religion and Culture

Sikhism is the predominant religion in the district. The district has the highest percentage of Sikh population among all the districts of Punjab. According to 2001 census Sikhs form around 87.5% of the total population in Moga with Hindus, Dev Samajis, Nanakpanthis, Dera sacha Saudis and Ravidasis forming the remainder. The 2009 estimates show Sikh population around 90% due to migration of the urban Hindu population to major cities in Punjab.

1.7 Agricultural The crops grown in the district are divided into two main categories i.e. Rabi and Kharif. The major Rabi crops are wheat and oil seeds (sunflower and mustard) and others are barley, maize and gram. The major Kharif crops are cotton and paddy; minor ones are sugarcane & Jowar. The Rabi crops are sown in Oct-Nov and harvested from Mid March to Mid May. The Kharif crops are sown in Jun-Aug.and are reaped from September to

December. An area of 1, 94,976 hectare is cultivated land out of 2, 23,410 hectare geographical area of district. It means 87 % land used for agriculture purpose in district.

It shows that the district is lacking in forest resources. The main species of plants in district Moga are Eucalyptus, Shisham, Kikar and Poplar etc. 1.9 Irrigation Moga district has 3,93,000 hectares as gross irrigated area and 2,00,000 hectare as net irrigated area. Out of 2,00,000 hectare, canals irrigate approximately 7000 hectare, which is 3.50% of net irrigated area , whereas 96.50 % of net irrigated area is irrigated by tubewells. Tubewells are more important in comparison to canals as far as percentage of area irrigated by these two methods is taken into consideration. There were 65,558 shallow and deep tube wells owned by farmers. 1.10 River

The district area forms a part of Indo-Gangetic plain and Sutlej sub-basin of main Indus basin. The district has only one perennial river Satluj. The Satluj River enters in the district from North East side along with the boundary of . It enters from the village Kania Khurd and enters the Ferozepur district from village Khana in Kot-Ise-Khan block and the total length of the Sutlej River in Moga district is 27.43 kms. Along the both sides of river Sutluj, constructed Flood Protection Embankments called Dhusi bandh. These embankments protected valuable agriculture land and villages from furry of floods of river Satluj.

The district is traversed by network of canal . The main canals in the area which feed the various distributaries, minors, sub-minors & field channels (water courses) are Sirhind feeder and Branch and canal which partly irrigate southern part of the district and number of manmade drains and nalas are also throughout district. The district get moderate rainfall, therefore various streams, Nalas etc originate and flow in district however some channels are continue also.

Flood Prepardness Measures

The District Administration has made all arrangements in connection with floods. An inspection of river sutlej has been carried out under the Chairmanship of Deputy Commissioner, Moga, in which all the concerned officers of the District participated.

TARPAULINS

During the flood season, the affected population, which would be evacuated from the affected areas, will be provided with the Tarpauls. DFSC, Moga has to look after this and make sure sufficient amount of tarpaulins be ready and if in any case Mishappenings occur that stock could be used. Sources to cater excessive requirements also need to be identified. During floods, required Petrol, Diesel, Kerosene in sufficient quantity for various purposes will be provided. For this DFSC, Moga will make sure to keep the reserve sufficient stock with each agency as under :-

MEDICAL FACILITIES

The Civil Surgeon, Moga will be responsible to constitute the Mobile Medical teams having full equipment with sufficient quantity of needful medicines. The civil surgeon will also allocate different flood prone areas to different mobile medical teams. After constitution of Mobile Medical Teams and allotment of different flood prone areas to those, intimation must be sent to this office also. A special campaign for vaccination will be conducted under the supervision of Civil Surgeon. Record will also be maintained about the special campaign. Sufficient stock of medicine will also be kept ready.

VETERINARY TEAMS

Deputy Director, Animal husbandry, Moga will constitute veterinary medical teams. These veterinary medical teams will be allocated with the flood prone area's by Deputy Director, Animal husbandry, Moga. The Department should organize special vaccination campaign, before the Monsoon. It is also directed that the record regarding vaccination of animals should also be maintained. Sufficient quantity of needful medicines should kept ready in stock. Animal census be completed village wise before the onset of monsoon season.

DRINKING WATER

The Public Health Department will be responsible for providing drinking water to the flood affected populations. The water is also to be supplied by means of water tankers of Market

Committees. Sufficient quantity of Bleaching Powder has also been stored and would be supplied at the relief camps.

TRANSPORT

The District Transport Officer Moga will make arrangement of vehicles for shiftng the people to safer places in case of flood and for the transportation of food for the affected population and fodder for animals.

ASSISTANCE BY VOLUNTARY ORGANIZATIONS

The SDMs will hold a meeting with voluntary organizations for seeking their cooperation for supply of ration and other requirements to the flood affected population. They have also been directed to hold meeting with the sarpanches and other respectables to elicit support and sort out other problems.

]ASSISTANCE BY MILITARY /PARA MILITARY FORCES

During Major floods/ Disaster ARMY plays a vital role in search and rescue operation. The contact has been established with officials of REGIMENT: 01632-242428. They are being provided with the list of flood prone villages and list of important contact numbers. Military/ Paramilitary can provide skilled Manpower/ Equipments.

CLEANLINESS OF DRAINS/SEWERAGE

Drainage Department, Moga shall look after this issue that all the drains/ sewage must be clean so that rain water can flow easily without any hurdle. If there is any such drain/sewage which needs to get cleaned, that must be done immediately, SDM's shall inspect the site.

PRESENCE OF DISTT. OFFICERS AT HEADQURTER DURING FLOOD SEASON

All the Distt. Officers have been directed to remain present at the headquarter during flood season and in case of any personal exigency, prior permissions be obtained from the Deputy Commissioner before leaving the headquarter. Similar directions have also been issued to Officers posted at Sub-Division headquarter through the respective SDMs.

UN-INTERRUPTED ELECTRIC SUPPLY

Punjab State Power Corporation Limited, Moga will make arrangements for Uninterrupted Electric Supply. They will also arrange the Genset in emergency. All the supply lines and weak connections be checked and insure that no untoward incidence takes place during rainy season.

1. FLOOD PROTECTION AND DRAINAGE SYSTEM

Sub division Dharmkot of District Moga is a flood prone. River Sutlej Flows through the district. The total length of the River in this district is about 31.27 KMs.

CHAPTER 8 STANDARD OPERATING PROCEDURES

SOP's FOR VARIOUS DEPARTMENTS

A standard operating procedure is "a set of instructions constituting a directive that establishes a standard course of action". Standard operating procedures or SOPs, clearly spell out what is expected and required of personnel during emergency response. 8.1 SOP's FOR POLICE DEPARTMENT :

During disaster, for the security of property and any other miss-happening, Police will responsible for maintaining law and orders. for this purpose, under the leadership of S.S.P, Police employees and Sarpanch's of affected areas will communicate each other to replace people's household things any other essential things to the safe place.

Main Duties to perform :

1. Deploying a quick response teams (QRTs) to maintain law and order at the incident site.

2. QRTs deployed at the site will be equipped and will coordinate with following activities.

3. Quick Assessment of law and order situation in affected areas.

4. Cordon off the site to restrict movement of curious onlookers, vehicles and pedestrians.

5. Control and monitor traffic movements.

6. Support and coordinate with local administration.

7. Prepare updates on the law and order situation in every 2 hours and brief the authorities.

8. Ensure law and order at assembly points and evacuation points.

9. Control situation of rioting and looting and cordon off affected areas.

10. Provide traffic diversions so as to ease movement of response vehicles to incident site.

11. Gather and disseminate information about the traffic flow on alternate routes for decongestion.

12. Ensuring law and order in rehabilitation centre's.

13. Communicate with PCR on regular basis regarding field activities including deployment of manpower and resources.

8.2 SOP's FOR FOOD AND SUPPLY DEPARTMENT :

District food and supply controller, Moga will take care of food inventory. In this context, lists of commission agent/sugar dealers, food stocks, flour mills, rural and urban rashan depot's, cold store and lists of go downs, whole sale trades, licensed articles, rice go downs, gas stations, whole sale kerosene oil, petrol pumps has been taken from district food and supply controller. In need all of above will be contacted. In this activity, secretary Red-cross, district manager Punsup and district manager markfed will help administration. For supply of food and other things, rotary club and lions club will be coordinate with administration.

(a) Management and distribution of relief items to affected victims.

(b) Provide tarpaulins if and when required.

(c) Coordinate with concerned officer's to ensure proper supply of essential commodities like petrol and diesel.

(d) Initiate procurement of food items available at nearby markets.

(e) Prepare take-home food packets for the families.

Main Duties to Perform :

1. Mobilize and coordinate the energy medical and Health Services consisting of :-

(a) Emergency treatment in the Hospital and ambulance services to the injured & needy. (b) Casualty services including managing of First Aid Posts in the affected areas.

(c) Transporting the seriously injured persons to the bigger & specialized hospitals with adequate facilities, equipment & specialist doctors. (d) Health and OPD services in the community shelters in case of evacuation.

(e) Setting up mobile medical teams to visit the affected areas to provide health services, especially to the handicapped, children, old persons and women.

(f) Ensure adequate supply of medical drugs and services.

2. Ensure post-mortem of the dead bodies getting conducted expeditiously.

3. Provide chlorine tablets or other water purifier medicines wherever required.

4. Provide inoculation / vaccination against various epidemic diseases especially to the children and women. 5. To keep a check on the quality / hygiene of food being served in the relief centres & the areas around it. 6. Co-opt & coordinate the activities of various voluntary organizations such as Red Cross and Others.

8.3 SOP's FOR ANIMAL HUSBANDRY :

To prevent animals from disease's, the deputy director of animal husbandry will make a stock of vaccination and also to feed animals fodder stocks will be made. Mobile dispensaries will be send in field which will take care of animals every type.

Main Duties to Perform :

(a) The officer's will co-ordinate with Animal related organizations and individuals to provide assistance in the affected site.

(b) Coordinate with the Shelter Task Force on the sheltering of companion animals.

(c) In case of Animal Disease Outbreak immediate actions to control and quarantine the disease to be made, the advisory for safeguarding one self and others to be issued.

(d) Injuries and death of animals will be documented.

(e) Deceased, diseased or contaminated animals will be dispensed.

(f) Documentation of all expenses incurred will be maintained.

(g) Continue response activities as needed.

This department would include the identification of critical infrastructure problems, shortcomings and damages, and the mobilization and coordination of Quick Response Teams (QRTs) to fix and improve them.

Main Duties to Perform :

(a) Extend necessary help in construction of road diversions and other civil works during Disaster situation.

(b) Help in arranging the mechanical equipment whenever required.

(c) Carry out rescue operation during a building collapse.

(d) Barricading to cordon off affected areas.

8.3 SOP's FOR WATER SUPPLY AND SANITATION DEPARTMENT :

In case of disaster, there may be a need of supplying water for fire fighting operation or there may be a need for drinking purpose or rehabilitation site might be requiring temporary / mobile toilets for there may be need to ensure clean environment, so all in these type of disaster situation's this department is responsible.

Main duties to perform :

1. Ensure sufficient supply of clean and potable drinking water during the disaster at the site and at the evacuation and relief centers.

2. Ensure availability of sufficient number of water tankers for supply of the drinking

water.

3. Establish temporary latrines / urinals at relief / evacuation centers.
