CITY OF ANTIGO CITY PLAN COMMISSION MINUTES OF MEETING HELD SEPTEMBER 7, 2010

Members Present: Warner, Steckbauer, Rice, Cornelius, Brinkmeier, Alderperson Balcerzak, and Mayor Brandt Members Absent: None Others Present: Jerry Wilhelm, Inspector/Assessor; Alderpersons Darling, Kapusta, and Bauknecht, Dale Soumis, Director of Administrative Services; Tim Rusch, Rusch Surveying; Jane Kittel, Northcentral Technical College, Roseann Hoffman, Antigo School Board, David Solin, Langlade County, Michael and Pamela Brown, 1503 Fifth Avenue; and Jaime Brown, Administrative Clerical. This meeting of the City Plan Commission was called to order on the above date at 6:00 p.m. in the Council Chambers, City Hall. Mayor Brandt served as Chairperson and Jaime Brown, Administrative Clerical, recorded the minutes thereof.

1. Approval of August 3, 2010 Minutes Warner moved, Steckbauer seconded, to approve the minutes as previously distributed. Carried 7-0. APPROVED 2. Public Hearing Regarding the Amendment of Tax Increment Financing (TIF) District #3 for the City of Antigo Scott Martin, MSA Professional Services Inc., provided the committee with a Tax Increment Financing Amendment to Tax Incremental Finance District #3 Draft Project Plan.

Mr. Martin advised that Map #1 of the plan shows the parcels that are to be removed from the TIF advising that these areas are City owned parcels consisting of wetland and low lands not suitable for development.

Mr. Martin explained that when a TIF is created there is a base value which is established and any improvements in the TIF area which would increase the tax of the development is kept within the TIF and utilized for improvements with the infrastructure.

When the TIF was created, this land was given an assessed value which increased in previous years and is now decreasing significantly and is actually becoming a huge drain on the TIF. Dale Soumis, Director of Administrative Services, advised that this TIF currently has a negative value.

Mr. Martin advised that the non suitable for development areas are swamp areas with no value and the modification is needed to repay the debt associated with the TIF area. With these areas out of the TIF the base, value will be reduced. Mr. Soumis added that this will preserve the increment that we have. By reducing the parcels in the TIF, the base value will be reduced by the amount of money that was artificially assigned to the public properties.

Upon inquiry by Alderperson Balcerzak, Mr. Soumis explained that this should not have much affect on the taxing entities. Mr. Martin advised that it will bring the TIF back to what it is suppose to be. D:\Docs\2017-12-14\0aee8497cbad0fbd083cd9e60aa39396.doc Upon inquiry by Jane Kittel, Mr. Soumis explained that the areas to be removed are City owned, non-taxable parcels with the exception of the lower piece, which is residential. The residential parcel will go back into the general tax base.

Upon inquiry by Roseann Hoffman, Mr. Soumis explained the original values that were assigned will remain the same on the remaining portion of the TIF when the other parcels are removed. The improvements that have been made since the TIF was created will be preserved.

Mayor Brandt inquired if anyone wanted to make a public statement, to which no one replied.

Warner moved, Steckbauer seconded, to close the public hearing. Carried 7-0.

3. Public Hearing Regarding the Creation of Tax Increment Financing (TIF) District #7 for the City of Antigo

Mr. Martin explained that some of TIF #7 will overlap some of TIF #3 further noting that the object of creating a TIF is to capture the equalized value at today’s value and any development that occurs within this area, the tax will be diverted to pay for the City’s development.

TIF #7 will be created to fund the development of the infrastructure around Amron and the industrial park. Amron has announced its intent to expand and the current sewer system in that area is at its capacity. Expanding the infrastructure in that area will not only benefit Amron, but will allow for future expansion and development of any industry.

The City is also looking at applying for grant money utilizing the TIF money as the City’s matching funds.

Mayor Brandt indicated that the retail development on the north end of the City was not anticipated years ago. Those systems are all at capacity. The current infrastructure will not accommodate any more.

Mr. Soumis indicated that the pipe at Clermont Street is roughly 18 inches in diameter and the retail business’ entire sewers empty into this one pipe. The pipe is so full at this point that there is not enough room to get your fingers inside the pipe. With the 30,000 square foot expansion of Amron, they are raising their discharge from 200,000 gallons a day to 400,000 gallons a day. If an intercept is not created, the City will be forced to limit any further growth on the north side of town.

Upon inquiry by Alderperson Balcerzak, Mr. Soumis indicated that the taxing entities such as the school district still receive the same amount of tax dollars, but would not receive an increase.

Jane Kittel, Northcentral Technical College, inquired about the overlapping of TIF District #3 and #7. Mr. Soumis indicated that amending TIF #3 to include TIF #7 is not in the City’s best interest as the time periods are different. If TIF #3 is amended, it will still expire 27 years after its creation. TIF #3 is currently scheduled to close in 2026. Creating TIF #7 will give the City the full 27 years after its creation.

Upon inquiry by Ms. Hoffman, Mr. Soumis explained that when the TIF’s overlap such as is suggested here the overlapping parcels will continue in TIF #3 with the same valuation of

D:\Docs\2017-12-14\0aee8497cbad0fbd083cd9e60aa39396.doc when it was created. The overlapping parcels in TIF #7 will have a new valuation once the TIF is created. If there is development of the parcels, the tax increment would be split between TIF #3 and #7. The overlap is done primarily to contain the proposed project.

Steckbauer moved, Cornelius seconded, to close the public hearing. Carried 7-0. 4. Approval to Amend Tax Increment Financing (TIF) District #3 for the City of Antigo Balcerzak moved, Warner seconded, to amend the Tax Increment Financing District #3 as presented. Carried 7-0.

Balcerzak moved, Brinkmeier seconded, to create Tax Increment Financing District #7 as presented. Carried 7-0.

6. Approval of Certified Survey Map for Deleglise Street

Charley Brinkmeier, Civil Technologist/Surveyor, advised that the property on the proposed Certified Survey Map was previously subdivided. There is now a new owner who wishes to re-divide the property making more marketable lots.

Tim Rusch, Surveyor, indicated there were previously five lots that were poorly configured and the new survey divides the property into four lots.

Cornelius moved, Warner seconded, to approve the Certified Survey Map for the property on Deleglise Street as presented. Carried 7-0.

7. Discussion Regarding Property Known as Super America Gas Station

Jerry Wilhelm, Inspector/Assessor, indicated that the Department of Commerce is attempting to work with the owner regarding the tank situation as it is out of compliance. There is not a lot the City can do with the property because of the tank situation. Mr. Wilhelm is attempting to reach the Department of Commerce and suggested the matter be held until there is more information available.
