City of Nicoma Park Regular Meeting

MINUTES November 1, 2016 7:00 p.m.

The City Council of Nicoma Park met in the Council Chambers at 2221 Nichols Dr., Nicoma Park, OK. 1. CALL TO ORDER The meeting was called to order by Mayor Cochell at 7:00 p.m. There was an Invocation and Flag Salute.

Roll Call:

Councilmembers present Councilmembers absent Jim Pumphrey – Ward 1 None June Wiegert – Ward 2 Bobby Kolar – Ward 3 Others present Steve West – Ward 4 Beverly McManus – City Clerk/Treasurer Dixie Vickers – Ward 5 Robert Thompson – City Attorney Brian Foughty – Vice Mayor - Ward 6 Mark Cochell – Mayor

2. HIGHLIGHTS AND CONCERNS a. We are within one month of getting all of the sewer in the ground from this project. Most residents can now hook up.

3. CONSENT AGENDA The Consent Agenda includes routine items that can be approved by one motion of the Council. If any proposed item does not meet with the approval of the Council, said item will be removed and placed under the Business Agenda. The following items are recommended for consideration: a. Minutes of the October Special and Regular Meetings. b. Payment of October Claims. c. Payment of October Payroll and Benefits in the amount of $57,613.05. d. Approval of November estimated payroll in the amount of $62,000.00

MOTION BY Pumphrey; SECOND BY Foughty, to approve the Consent Agenda. AYE VOTES: Pumphrey, Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: None. MOTION CARRIED

A. Adoption of Resolution No. 2016-04 Notice of Election calling for the 2017 election dates, offices to be filled and filing period. (The OK County Election Board required us to change our election and filing dates to be in compliance with the new State laws regulating elections.)

MOTION BY Pumphrey; SECOND BY Wiegert, to adopt Resolution No. 2016-04 calling for the 2017 Elections. AYE VOTES: Pumphrey, Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: None. MOTION CARRIED

B. Approval of the 2017 Regular Meeting Dates for the Nicoma Park City Council Meetings and Nicoma Park Development Authority Meetings.

MOTION BY Wiegert; SECOND BY Kolar, to approve 2017 Regular Meeting Dates. AYE VOTES: Pumphrey, Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: None. MOTION CARRIED

C. Approval of membership renewal in the Eastern Oklahoma County Tourism Council. Dues are $75.00 for the year.

MOTION BY Foughty; SECOND BY Vickers, to approve the membership renewal. AYE VOTES: Pumphrey, Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: None. MOTION CARRIED

D. Move-In Application from Brett Knight. He wants to move in a building to 1909 Overholser Dr. to be used as a workshop. The old school barrack is current located at Harris House Movers. The Planning Commission recommended approval at their October 20th meeting, providing there is a foundation and electric codes are met.

MOTION BY Pumphrey; SECOND BY Foughty, to approve the Move-In as recommended by the Planning Commission. AYE VOTES: Pumphrey, Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: None. MOTION CARRIED

E. Approval of our annual stipend for City Employees. (If approved, checks will be issued mid- November).

Last year’s amounts were $50 for occasional, $200 for regular part-time; $300 for full-time; and $400 for department heads.

MOTION BY Wiegert; SECOND BY Foughty, to approve the annual stipend in the same amount as last year. AYE VOTES: Pumphrey, Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: None. MOTION CARRIED

7. REMARKS Remarks from the public or members of the governing body. No action can be taken.

Joe Randall, 11866 Springbrook asked if the bar ditches were going to be sodded when County works on the drainage ditches and roads.

Darlene Petersen, 11742 Woodland Hill Dr., is concerned about hooking up to the sewer system because she has been told by a plumber that she will be required to put in her own pumping station.

Butch Blue, 1210 Spring Shadows, is also concerned about the hook up because he has been told he needs a lift station also.

David Raper, Spring Shadows addition does not want to be required to connect to the sewer system.
