MEETING MINUTES February 16, 2010 8:00 a.m. @ Shari’s Restaurant

The meeting was called to order at 8:05 a.m. by President Elect, Ed Ortega.

Minutes:

Minutes of the January meeting were approved as submitted.

Treasurer’s Report:

Balance is the same as last month--$3,356.55. Arthur will be sending out the council due notices around the first part of February. Dues will remain $40 this year.

Damage Report:

No damages were reported for January but Charter Communications and Century Link did not submit reports.

Old Business:

Don Patterson told us Locate, Inc. has brought in a second locator who has been with the company for 13 years and who will be moving to The Dalles area. Locate, Inc. informed Don that several contractors were excavating before the allowed 48-hour time frame was up. Don stated to make sure contractors/excavators allow locators 48 hours to respond or they will be accepting the liability if they excavate too early.

Paul took a copy of the letter we sent to Sunset Peak and sent it to his contact. Paul is confident that his contact sent it onto headquarters. We will give Sunset Peak until our next meeting (March 16th) to respond and if they don’t, we will figure out our next course of action. New Business:

Paul updated us on the OUNC Meeting that was held Wednesday, February 10th. There will be increased tariff fees of 27 cents per ticket if the ticket is sent to a modem based location (fax or printer). There will be an extra charge of $5.00 for having a paper invoice sent. If you have a voice ticket delivery you can add an extra $1.50 surcharge. $10 a sheet will be charged for copies of base maps. These tariffs all go into effect May 1st.

The March OUCC/OUNC meeting will be March 10th and 11th in Hood River at the Best Western. North Bend will be the host for the meeting on May 11th.

The OUNC is still looking for a part-time administrative assistant.

Locator Best Practices are being looked at for revisions. A meeting will be held on March 19th in Keizer to discuss any revisions that need to be made. Know and use these practices as they will be your justification as to how the job was done in case of an accident. Don will send Brenda a copy which she will forward to everyone.

We will not have a formal letterhead printed. Letterhead done in Microsoft Publisher is just fine and the county road department address will be used since Arthur has agreed to be treasurer until the end of time.

 Designing the underground for the new City park between Union St. and the wastewater treatment plant  Replacing direct bury lines at 15th & Shearer

 Notice to Proceed will be issued on Terminal Reservoir today (February 16th)  Third Street project is on hold for up to 12 months. Downtown businesses want to put it on hold and so on Feb. 22nd it goes to a vote before city council. Keep it on your books for upgrades though as we are wrapping up the design.  One of the city’s goals is to punch 19th street through from the hospital to Thompson Street plus redo the water and sewer and add storm on Thompson street from 10th to the Thompson Track (19th). There will be a complete road re-build with curbs and sidewalks  First Street is moving forward but we are not sure of timeframes  Trying to find the funding to redo 6th Street from Cherry Heights to Webber  Re-doing the sanitary sewer on Court Street between 7th & 10th up to Washington & 11th  Re-doing sanitary sewer on Federal Street between 7th and 10th with a complete road rebuild

Arthur Smith & Jeff McCall – Wasco County Public Works

 Winter maintenance  Pre-construction meeting on February 19th at 10:30 a.m. with the county’s contractor, Oregon Mainline Paving, to discuss the resurfacing of West 10th to Sevenmile Hill Road from the Chenowith Creek bridge, Cherry Heights between Sandstone Way and Sandlin Road and Mill Creek Road from Sunset Valley Road to Orchard Road. This job was put on hold last August because of an issue with the bid process in Salem Bill Ketchum – Crestline Construction

 Should receive the Notice to Proceed on Terminal Reservoir today. Project will start with the tank and work their way down the hill. Crestline should also be at Sorosis sometime in April or May  T-intersection on Hwy 197 at the bridge to possibly begin in April and be completed in June. (Lone Pine Development)  Miscellaneous projects

Delbert Nicholson - ODOT

 Winter maintenance  Mosier Creek Bridge & Fifteenmile Bridge repairs

John Walker – NW Natural

 Finishing up 4th Street Grade  Job in alley between Bridge/Trevitt and 9th/10th  Services in Hood River  Installed a long flexible coupling at 13th & Federal when a leak appeared

Dave Johnson – Century Link

 Settling in with the new company and the shifting of responsibilities  Wind farms at Arlington and Wasco  City park by the Union Street undercrossing

With no further business, the meeting adjourned at 8:54 a.m.
