Procedure: - During each segment, consideration will be given to one of the five objectives of the Draft Inter-American Program for Civil Registry and the “Right to Identity.” - One hour will be spent on each topic. During that period, three guest panelists will speak, each of whom will be allotted seven minutes to make a presentation. - 3 -

- Following the panelists’ presentations, member states will be offered the floor for comments and questions. - Since time is limited, member states are asked to limit their remarks to three minutes. States will have to ask for the floor if they are interested in speaking, and the Chair will entertain comments until the end of the hour allotted for each segment. The objective is to have the broadest possible exchange of views during each of the sessions.
