NORTH TURTON PARISH COUNCIL Minutes of the meeting held on Monday, 3rd July 2017 at the Barlow, Edgworth

Present: Councillor J Catterall (in the Chair) Councillors D Appleby, A Dickenson, H Dowle and D Wild Also present G. Syddall (Clerk) and two members of the public Apologies: Councillor P Birch and L Parker

Prior to the meeting, members of the public were given an opportunity to address the Parish Council. A member of the public spoke about problems they experience on Crowthorn Road, including litter, dog mess, potholes, poor signage, parked cars blocking access, drug taking and bike scrambling. Concerns were also expressed in relation to planning application 10/17/0658.

7428 Minutes Resolved: That the minutes of the meeting held on 12th June 2017, having been circulated, be confirmed as a true record and signed by the Chairman.

7429 Declarations of Interest There were no declarations of interest.

7430 Information Leaflet Resolved: That a leaflet be produced, in house, explaining the procedures at Parish Council meetings, for circulation to members of the public attending the meetings.

7431 Accounts Resolved: 1. That cheques be signed to pay the following accounts:

2. That approval be given for the use of part of the Chairman’s allowance to purchase hanging baskets for the stone bus shelter at Edgworth crossroads.

3. That the quarterly budget performance report be noted. 7432 Planning Applications Resolved: That the Parish Council submit comments (as below) on planning applications 10/17/0658, 10/17/0687 and 10/17/0716.

7433 Planning Decisions Noted: Blackburn with Darwen Council’s decisions on planning applications.

7434 Wildflower Meadows Suggestions were made for potential wildflower sites, including the embankment on Wellington Road, the community orchard, around Turton FC’s football pitch, School Lane, Jumbles Beck, and Thomasson Fold.

7435 Correspondence Correspondence received since the last meeting was made available for inspection and noted. Resolved: That a dog bin be placed at the top of Crowthorn Road, near to the cattle grid, and that the Litterman be requested to litter pick in the area on a regular basis.

7436 Update on the Barlow Resolved: That Councillor Parker be requested to submit quarterly written reports.

7437 Agenda Items It was agreed that any items for the agenda should include written details to give members an opportunity to digest it before meetings. The Chairman intends to present quarterly reports. He reported on his recent meetings with residents of Crowthorn Road, with Belmont School, and with the Lengthsman. The Lengthsman has been asked to submit quarterly reports starting in September.

COMMENTS ON PLANNING APPLICATIONS RECEIVED BY 28th June 2017

10/17/0658 Pet crematorium and cemetery at Crowthorn Farm, Crowthorn Road, Turton

The Parish Council objects to this proposed development, on the grounds that:

1. The size of the proposed building is disproportionate to the proposed usage, and the Parish Council is concerned that, if the project proves to be unviable, the building may be used for other purposes. 2. The boundary of the cemetery would be within 5 metres of neighbouring properties, and will therefore have an impact on those properties. 3. The proposal will result in increased traffic on the narrow adopted highway, to the detriment of the residents of the newly built dwellings on Crowthorn Road. 4. The proposal will have a detrimental visual impact on the Green Belt area. 5. The Parish Council is concerned about the possible impact of discharges into watercourses and the impact of fumes from the incinerator on air quality, and would therefore wish to see an environmental assessment of the proposals. 6. Part of the application site is the subject of a previous environmental grant for tree planting.

10/17/0687 Two storey extension at 40 Maria Square, Belmont

The Parish Council has no objections to this proposed development

10/17/0716 Prior notification for the change of use from agricultural building into a dwellinghouse at Whowells Farm, Broadhead Road, Turton

The Parish Council has no objections to this proposed change of use

Noted: That the next meeting of the Parish Council will be held on Monday, 7th August 2017 at 7.30pm. The public and press are invited to attend and to listen.
