Operations Manager Job Description

Nature & Purpose of the Position: The Operations Manager is responsible for performing the daily management functions as the administrative coordinator of programs for the Belmont Soil & Water Conservation District. In addition, the Operations Manager will oversee the District agriculture rental equipment program, including maintenance, scheduling and delivery.

The Operations Manager is directly responsible to the Board of Supervisors and shall be subject to carrying out duties assigned by the Board. The employee is subject to the guidance and assistance of the Ohio Department of Natural Resources – Division of Soil & Water Resources (DSWR) and the USDA Natural Resources Conservation Service (NRCS).

Responsibilities and Duties:

Clerical Responsibilities . Serves as the receptionist to the District office. Answers phone calls and meets general public in a courteous and helpful manner . Receives and distributes incoming mail and prepares replies, channels and reviews outgoing mail, assembles and distributes information . Prepares and maintains records, reports and forms required by the SWCD, NRCS, ODNR-DSWR and the Ohio Soil & Water Conservation Commission, including but not limited to weekly staff minutes, board minutes, annual reports and re-organization of the Board.

Administrative Responsibilities . In cooperation with various federal, state and local agencies, assesses the need for conservation work within the District and recommends actions and programs to meet those needs . Supervises and directs district staff . Compiles background information to facilitate the decision-making and policy-setting function of the Board. . Keep abreast of all federal, state and local laws that affect conservation work. . Maintain office supplies in sufficient quantities for efficient District operations . Completes and maintains inventory on the District owned equipment . Coordinated the District’s Annual Meeting . Maintains proper working order of office equipment . Responsible for the day to day operations of the Belmont Soil & Water Conservation District Information and Education . Initiates and directs a public information program through tours, contacts, newspaper, newsletter, public appearances at groups, school, etc. Acts at key contact person for local media . In charge of District publications, newsletter, and promotions . Assists in conducting tree sale, fish sale, poster contest, Rubberneck Tour, Envirothon and other tours, field days and public information activities . Maintain and update website

Technical Responsibilities . Performs preventative maintenance on the District equipment, including no-till corn planter, haybuster grain drill, lime spreader and District vehicles . Coordinates the transportation and rental of the District equipment . Provides technical field assistance on operation of District rental equipment . Maintains records of District equipment rentals . Provides technical information to land users . Coordinates sales of District items such as geotextile fabric, plat books and soil survey CDs

Minimum Position Qualifications: . Associate of Applied Science in Agriculture, Natural Resources or other related field of study and/or 2 years of management experience in an agriculture or natural resource field . Must have knowledge agriculture equipment operation and maintenance . Must attend established work hours, evening and/or day Board meetings, and on occasion – evening, weekend, and/or overnight meetings, function/trainings. . Must work with Board of Supervisors; Federal, State and local government entities; agricultural businesses; landowner; land user and the general public under complex and challenging circumstances requiring conflict resolution . Adept in public speaking and written/verbal communications; possess exceptional interpersonal communication/listening skill . Proficient with Professional Office software, website, GIS programs, Internet, and other general office and audio/visual equipment . Capable of physical lifting and handling necessary equipment, performing physically demanding field work that may require traversing steep and uneven terrain, and occasionally working during severe/inclement weather conditions. . Posses a valid Ohio driver’s license and insurable for vehicle operation . Pass random drug and alcohol testing and background check Supervision and Training: Through direct training and guidance, and through personal study and development, the employee will develop a working knowledge of: . The purpose of the Belmont Soil & Water Conservation District . Responsibilities, authorities, basic policies and principles of the District Board of Supervisors . The relationship between District employees, ODNR-Division of Soil & Water Resources, ODNR-Division of Forestry, NRCS employees, Belmont County officials, and employees of other assisting agencies. . The major soil types of the District and their limiting characteristics and relative suitability for various uses . Proper land use as defined by the Board of Supervisors and planning and application of conservation practices. . Methods of motivating individuals and groups: employees will be able to address both large and small groups

Performance Review: The employee is directly responsible to the Belmont Soil & Water Conservation District Board of Supervisors and shall be subject to carrying out duties assigned by the board. The Operations Manager will be responsible for developing his/her daily, weekly and monthly schedules with minimum assistance. Schedules will be coordinated with other District personnel at weekly staff meetings.

The performance of each duty in this position will be evaluated with respect to the requirements developed for the position. A formal performance review will be conducted semi-annually with the employee as described in the approved Employment Policy. The Board of Supervisors will conduct the performance review. During this review, career opportunities, salary advancement, and items concerning the employee’s professional growth and employment will be discussed. The employee agrees that all programs and services the Ohio Department of Natural Resources, United State Department of Agriculture, and Natural Resources Conservation Service will be offered on a non-discriminatory basis, without regard to race, color, national origin, age, sex, religion, marital status or handicap.

Salary and Compensation: This position is funded at a starting salary range of $30,000 to $35,000 depending on qualifications.

Benefit package consists of District paying: . 87% if Health Insurance Coverage and Prescription Drug Coverage with your contribution paid on a pre-tax basis. . Annual leave of 2 weeks for the first 8 years, 3 weeks through 15 years, 4 weeks through 25 years, and 5 weeks beyond 25 years. . Sick leave accumulating at 4.6 hours for each 80 hours of service . Compensatory Time (1.5 times) for hours worked beyond 40 in a week.
