A. The Board of Trustees of the Walnut Springs ISD convened in a Regular meeting on Thursday, December 8, 2011, at 6:30 p.m. in the school library.

Presiding Officer: President Terry Townley

Board Members: Joe Herring Ted Whitt Brent Prescher Linda Hargrove

Absent Members: Johnnie Billman Lanelle Galindo

School Official: Pat Garrett, Superintendent

Others Present: Craig Taylor Karen Prescher

With a quorum determined, President Terry Townley called the meeting to order at 6:34 p.m.

B. Opening Prayer was given by Brent Prescher.

C. Minutes of Previous Meetings A motion was made by Ted Whitt and seconded by Brent Prescher to approve the minutes of the meeting held on November 10, 2011. Motion carried 4-0-1. (Terry Townley abstained due to absence.)

D. Public Participation – None

Items for Consideration 1. BUDGET AMENDMENT None

2. PAYMENT OF BILLS A motion was made by Joe Herring and seconded by Ted Whitt to pay the bills. Motion carried 4-0-1. (Brent Prescher abstained due to conflict of interest.)

3. ADMINISTRATIVE REPORTS Ms. Garrett presented the need to have a meeting to cast the ballots for the Appraisal District on Monday, December 12, 2011 at 6:30 p.m. She gave each member a copy of the updated First Management Report which included on the numbers for the first quarter.

Mr. Taylor gave the Board an update of all the activities including:  Student Council delivered 850 pounds of food to the Bosque Food Bank  8th grade parent meeting on November 29th  WSHS basketball tournament on December 1-3  Elementary / Junior High UIL contest at Kopperl on December 7-8  Morgan High School Tournament on December 8-10  PK – 5th going to Casa Manana on December 16th to see Santa Claus – the Musical  Semester Exams starting December 16th and December 19-20  Early Release on December 19th at 2:30 p.m. and December 20th at 1 p.m.  Christmas program on December 20th  Perfect Attendance – High School 20 students and PK – 8 approximately 60  A Honor Roll – 6 students

4. AEIS / AYP 2010 Ms. Garrett reported that the AEIS for the district is Academically Acceptable. She stated that the AYP was deficient in reading. The score needed was an 80, but the district received a 78.

5. HIGHLY QUALIFIED Ms. Garrett reported that the district is 100% highly qualified.

6. RESOLUTION – GOODS IN TRANSIT Ms. Garrett presented that a resolution needs to passed each year for goods in transit. This resolution would allow the district to tax items if a warehouse were to be moved into the area. A motion was made by Brent Prescher and seconded by Ted Whitt to pass the resolution for goods in transit. Motion carried 5-0-0.

7. UPDATE 91 Ms. Garrett made a recommendation to adopt update 91. A motion was made by Ted Whitt and seconded by Joe Herring to adopt Update 91. Motion carried 5-0-0.

8. TECH PLAN 2012-2013 / CIPA NOTICE Ms. Garrett reported that to apply for ERATE the district needs to have a technology plan. The district continues with CEI, edHelper, and Wireless Generation. Copiers are leased. Cartridges for the printers are purchased each year. The district has added two mobile lap top labs and several Ipads. A motion was made by Joe Herring and seconded by Brent Prescher to approve the Tech Plan with the changes that were presented from last year. Motion carried 5-0-0.

Ms. Garrett reported that the district has filters that meet the requirements given and the acceptable use policy is in place and must be signed by the parent and student before the student is given access to the internet.

9. RESIGNATION(S) Ms. Garrett presented Amanda Toney’s letter of resignation for the Board to review. A motion was made by Brent Prescher and seconded by Joe Herring to accept Amanda Toney’s resignation. Motion carried 5-0-0.

10. TRAINING HOURS – BOARD MEMBERS Board President Terry Townley announced the following:  Terry Townley is deficient in TEC training.  Brent Prescher is deficient in TEC training.  Joe Herring is deficient in TEC training.  Johnnie Billman is deficient in TEC training.  Ted Whitt is deficient is TEC training.  Lanelle Galindo is deficient in TEC training.  Linda Hargrove is deficient in TEC training. Ms. Garrett stated that she will have someone from the service center come out to give a class on TEC.

11. SUPERINTENDENT EVALUATION – PROCEDURE / FORMS Ms. Garrett stated that she will give out the superintendent evaluation forms at the December 12th meeting. She inquired if any member had questions concerning the evaluation procedure.

12. ADJOURNMENT A motion was made by Linda Hargrove and seconded by Brent Prescher to adjourn at 7:08 p.m. Motion carried 5-0-0.
