2016 Retail Market Subcommittee (RMS) Chair Kathy Scott called the meeting to order at 9:34 a.m.

Antitrust Admonition Ms. Scott directed attention to the ERCOT Antitrust Admonition, which was displayed.

Agenda Review Ms. Scott reviewed items scheduled for a vote at this meeting and noted potential changes to the order for which items would be taken up.

Approval of RMS Meeting Minutes 1 September 13, 2016 Diana Rehfeldt moved to approve the September 13, 2016 RMS meeting minutes as revised by RMS. Wayne Callendar seconded the motion. The motion carried unanimously.

Proposed Revision Request Process Changes and Incorporation of Other Binding Documents into Protocols/Guides – Next Steps (see Key Documents) Lindsay Butterfield provided a review of potential process changes that were presented at the Protocol Revision Subcommittee (PRS) meeting on October 13, 2016.

Technical Advisory Committee (TAC) Update (see Key Documents) Ms. Scott reviewed highlights of the October 27, 2016 TAC meeting.

Retail Market Continuity Mark Ruane stated that this item would be discussed at the upcoming TAC meeting. ERCOT will be considering all information presented to TAC by the various subcommittees before determining next steps.

ERCOT Updates (see Key Documents) IT Incident Report Dave Pagliai presented the IT Incident Report.

Flight Update Dave Michelsen presented the Flight Update.

Inadvertent Gain Statistics Report Dave Michelsen presented the inadvertent gain and inadvertent loss statistics for August 2016. Market Participants discussed recent outreach attempts made by ERCOT to Retail Electric Providers (REPs) with repeatedly high inadvertent statistics.

New PRS Referrals There were no items referred to RMS at the October 13, 2016 PRS meeting.

Revision Requests Tabled at PRS, Previously Referred to RMS Nodal Protocol Revision Request (NPRR) 796, Extended Character Set Clean Up Diana Rehfeldt stated that the Texas Standard Electronic Transaction (Texas SET) Working Group reviewed NPRR796 and that concerns were expressed about the removal of Nodal Protocol Section 19.5, Texas Standard Electronic Transactions Acceptable Extended Character Set. Ms. Rehfeldt explained that some Market Participants experience issues with certain characters and that they do not wish to have this language removed from the Nodal Protocols until a solution can be developed and implemented. RMS took no action on NPRR796.

Revision Requests Tabled at RMS Retail Market Guide Revision Request (RMGRR) 132, NOIE Disconnect and Reconnect Process RMS took no action on RMGRR132.

Advanced Metering Working Group (AMWG) (see Key Documents) John Schatz reviewed recent AMWG activity.

Retail Market Training Task Force (RMTTF) (see Key Documents) Tomas Fernandez reviewed recent RMTTF activity.

Texas Data Transport and MarkeTrak Systems Working Group (TDTMS) (see Key Documents) Jim Lee reviewed recent TDTMS activity.

Texas Standard Electronic Transaction Working Group (Texas SET) (see Key Documents) Ms. Rehfeldt reviewed recent Texas SET activity.

DRAFT Minutes of the November 1, 2016 RMS Meeting – ERCOT Public Page 3 of 4 Other Business Market Participants discussed potential communication improvements regarding when reports would be coming due to ERCOT, in the form of notices or possibly a running calendar to be published with the RMS agenda. Market Participants also considered communication improvements that could be made between REPs and Utilities in situations involving large-scale rebilling efforts.

Review of Open Action Items There were no changes to the Open Action Items list.

2017 ERCOT Membership/Segment Representative Elections ERCOT Staff reminded Market Participants of the November 11, 2016 deadline for 2017 ERCOT Membership, and stated that Segment Representative Elections would begin the following week on November 14, 2016.

December 6, 2016 RMS Meeting Ms. Scott suggested cancelling the December 6, 2016 RMS meeting. There were no objections.

Adjournment Ms. Scott adjourned the November 1, 2016 RMS meeting at 11:32 a.m.
