4. Minutes of Previous meeting and Matters arising

It was noted that AM had not received the last set papers. HG to ensure papers are sent in post. Noted

PC informed members that the Christmas Party at the Clarence’s went really well with over 150 children taking part and Noted with lots of support from Churches Together, Groundwork NE, CRAGS Billingham Legacy Foundation etc. HG to circulate KP informed members that the Stockton Strategic partnership event went really well. HG agreed to bring along the pop banner and bring up banner to the next meeting and email a copy of the banner round for everyone to see. to next meeting.

5. Fuel Poverty – Energy Efficiency Audits of Community Centres

SS gave an update on plans to develop a proposal for the Urban Community Energy Fund for £20k. This proposal will Noted develop the Community Centre audits, following which a loan can be applied for £150k to implement the changes. It is hoped that if this approach works we could roll out across the borough. Another separate proposal will also be developed to undertake a feasibility into exploring whether ‘fat s’ from local businesses i.e. takeaways etc.; can be used and sold as methane to improve the environment and recycle this as a fuel product. Further work will be undertaken to investigate landfill tax.

It was agreed that we will be involving Alan Jones from TADEA to get some further technical expertise and engage them Noted in the process.

Members were informed that a there will be a Fuel Poverty awareness event is to be held on the 27th February 2015 at Noted the Education Centre.

6. Northern Locality Action Plan – Task and Finish Group Updates

Obesity KP informed members that we will be speaking to the primary heads in Feb 15 to discuss their views on Obesity rates for Noted Year 6 and still hopes to develop a Community event and picnic event by working alongside the Princes Trust to develop a range of activities over the summer holidays.

HG stated that he will still get a microwave menu for Billingham Community Newspaper. HG to get a microwave menu JH informed members that the health information requested on voluntary sector provision was difficult to obtain, however JH circulated details on the Voluntary Sector Health Initiatives leaflet. It was discussed that we should have a health tent Noted at the next Carnival providing a range of health provision.

KP informed members that the new school nursing service has been commissioned and how their roles have changed. It HG to add School was suggested ted that it would be useful to invite them to the May LF meeting. HG agreed to add details onto the Nursing as an item forward plan and send EC details on the May 15 meeting. EC also agreed to email Nicola Duly and then send on forward plan. information out.

It was also suggested that at the next Carnival we should work alongside More Life who can organise provision for young Noted people.

KP informed members about a therapy service available which can be accessed directly by communities to receive basic HG to share details therapy to help tackle any underlying issues. HG agreed to share details on this service. on service.

Best Start in Life HG gave an update on progress form the borough wide group. HG agreed to send details of the breastfeeding friendly packs to VS/JS. HG did informed members that training has been delivered through the Community Centre Forum to KP to send a list of ensure that those interested in becoming a breast feeding friendly centre. To become a registered place, the Trainer venues to RN Roslyn Nunn has to come and undertake a brief assessment visits. KP agreed to send details of all centres/ venues which maybe interested to RN to make arrangements for visits to take place. It was queried whether the new Billingham library was breast feeding friendly and the Forum. HG agreed to find out and HG to find out 3

Maximising Family Income KP updated members that in the future we should endeavour to have Tees Credit Union present and they have agreed to Noted have a stand at the next one on the 12/13th Sept 2015.

KP informed members that he has spoken to Penteland primary school and Oakdene who have agreed to run the pilot Noted with their schools. Discussions are also taking place with Clarence’s Primary School.

A meeting has also been arranged on the 11th February 2015, at 10:30am at Old Billingham Community Centre to begin to take this programme forward. The provisional launch date for the pilot will be the 21st April 2015. Noted

It was noted that there are Thirteen staff at Clarence’s who could be trained up to undertake the collection points. Noted

Members were also informed that to roll out collection points across community centres it was agreed that we need to run a training session with staff from across the various centres. These half days training sessions are taking place on Noted Friday the 27th at 9:30am-1:30. It was agreed that anyone interested in undertaking this training needs to let Jennifer Franklyn know at Hereford Terrace by the 4th Feb 2015.

Members were also informed that they are moving their base now to Stratford House in Stockton Town Centre and Noted shared her new number which is (01642) 941911.

Employment There are no further updates. JF and JS are still at attend the Voice Forum, to give an update on sanctions process. Noted

KP suggested that the employment aspects of this priority will be transferred to the BELP. Noted 7. Draft Northern Locality Forum Action Plan

HG gave an update on the development of an action plan. This was being produced to showcase and ensure that we Noted are able to measure what we are trying achieve.

A draft template was shared with members to look at after the meeting to discuss further for those interested. Noted

8. Any Other Business

KP informed members that there is an e-petition being circulated to stop the government withdrawing funding to Rural Noted Councils.

HG informed members of a date for their diary which is the launch of Stockton Town Centre to be held on the 21 st March Noted 2015, between 10-3pm.

JH informed members that the Voice is undertaking some work to develop engagement for BME groups and LGBT community. JH also noted that Catalyst is running some training through its Centre of Excellence around Governance Noted and Community development, for anyone interested. It was also noted that the Catalyst awards nominations request has gone out. Members were encouraged to submit nominations for the various categories.

KP informed members that he has been speaking to Dr Khan from the local surgery and has details on some overseas work he is doing. KP discussed ideas on how his work could be supported. It was suggested that ‘a day in the life of’ Noted could be done on Dr Khan in Billingham Community Newspaper. JH stated that Awards for all can be accessed transport costs.

KP informed members that BELP is looking to develop a transport scheme to support the elderly access the local GP’s. Discussions were taking place with the CCG and GPs in the area. This would help ensure that the elderly could access Noted their GP’s when they need to the most.

It was noted that at the side of the Billingham Forum Theatre there is water which is collected there leaving a very bad HG to report. smell at the side of B&M. HG to report. 5

KP informed members that he had received a letter from LF from SBC to invite him to a meeting with the other chairs across the borough to discuss having representation on the Children & Young people’s board and Adults board. Noted
