What a President Can and Cannot Do….

A PRESIDENT CAN......

 make treaties with the approval of the Senate.  veto bills and sign bills.  represent our nation in talks with foreign countries.  enforce the laws that Congress passes.  act as Commander-in-Chief during a war.  call out troops to protect our nation against an attack.  make suggestions about things that should be new laws.  lead his political party.  entertain foreign guests.  recognize foreign countries.  grant pardons.  nominate Cabinet members and Supreme Court Justices and other high officials.  appoint ambassadors.  talk directly to the people about problems.  represent the best interest of all the people 

A PRESIDENT CANNOT......

 make laws.  declare war.  decide how federal money will be spent.  interpret laws.  choose Cabinet members or Supreme Court Justices without Senate approval.

State whether a President CAN or CANNOT do the following:

1) Respond to the September 11th attacks with a declaration of war against the evil empire. 2) Suggest that Congress send an expensive aid package to AIDS orphans in Africa. 3) Host a dinner and banquet for the new prime minister of Spain. 4) Determine whether waterboarding is a constitutional form of interrogation. 5) Visit Afghanistan to encourage democratic elections. 6) Earmark $12 billion each month for operations in Iraq. 7) Recognize the independence of Kosovo from Serbia without the approval of Congress. 8) Forgive a governor for his involvement in illegal use of public funds, without Supreme Court approval. 9) Send troops to Columbia for security during their border conflicts. 10) Determine strategy for operations in Iraq.
