14. General Summary of Function/Purpose of Position This position serves as an analyst in the Infrastructure Security and Special Projects Section for the Michigan Gaming Control Board (MGCB). Responsible for a variety of tasks assigned to the section, including assisting with the coordination of information technology (IT) services provided by the Department of Technology, Management and Budget (DTMB), development of MGCB’s enterprise-wide IT system, serving as the backup security officer and performance maintenance pertaining to MGCB’s security program, and completion of special projects. This position will also serve as a liaison to other MGCB sections for the enterprise-wide IT system. Further, this position will assist performing all other duties as assigned to the section.

Duty 1 General Summary of Duty 1 50 % of Time Responsible for assisting with the management of MGCB’s IT portfolio. Assisting the coordination IT projects completed by DTMB and third party vendors on behalf of MGCB for legacy systems and the development of the enterprise-wide IT system. This involves acquiring an understanding of MGCB’s application portfolio, business processes across all divisions, MGCB strategic objectives and goals relating to IT services, and ensuring MGCB’s IT portfolio meets the mission and vision of MGCB.

Individual tasks related to the duty.  Attend MGCB IT meetings, including monthly meetings, project meetings, and DTMB budget meetings.  Perform tasks assigned to troubleshoot IT project issues.  Coordinate with MGCB Subject Matter Experts (SME)s and DTMB/vendor staff in requirements gathering, user acceptance testing, training and implementation of new IT applications, including for the enterprise-wide IT system.  Serve as a secondary point-of-contact for MGCB staff for issues/requests regarding MGCB applications, projects and initiatives.  Serve as a liaison to designated sections during the lifecycle development of the enterprise-wide IT system.  Meet with various MGCB sections independently and provide IT assistance.  Involved in the development, testing and maintenance of MGCB’s legacy applications.  Review, update, establish and maintain policies and procedures related to IT and the business continuity.  Ensure MGCB critical applications are recoverable in case of a disaster.  Assist in documenting business process for the business continuity program and enterprise-wide IT system. Duty 2 General Summary of Duty 2 25% of Time Serve as the backup MGCB Security Officer. MGCB’s security program is comprised of both IT security which protects and maintains MGCB records/data and the vendor managed security system which controls physical access to MGCB offices/facilities.

Individual tasks related to the duty.  Ensure MGCB’s compliance with State of Michigan policies, standards and procedures relating to security.  Perform assigned tasks to ensure MGCB records and data remain separate and distinct from other State agencies in accordance with legal mandates.  Assist and manage establishing, modifying and deleting application, software and system accounts for MGCB staff.  Serve as a backup system administrator for MGCB applications and other State of Michigan used applications for end– user support (e.g., password resets, and permission levels).  Review, update, establish and maintain MGCB security policies and procedures.  Periodically evaluate and update security risks and issues and update section manager and executive staff on findings and recommended solutions.

Duty 3 General Summary of Duty 3 25 % of Time

Complete special projects tasks assigned to the Infrastructure Security and Special Projects Section and all other duties assigned.

Page 2 Individual tasks related to the duty.  Complete special projects assigned to the section.  Track projects assigned to the section and ensure deadlines are met.  Prepare, coordinate and perform IT related training for MGCB staff orientations and for new MGCB IT applications as requested.  Compile data and statistics and disseminate information into graphs, analyses, reports and presentations for executive staff and other stakeholders.  Lead or participate in committees, teams and groups to complete agency-wide projects.  Prepare and conduct presentations and provide presentations materials as requested by the section manager and executive staff.  Organize, conduct and assist in developing training as requested by the section manager and executive staff.  Attend specialized training and seminars and present information to executive staff.  Assist members of executive staff with the development of reports, presentations, graphs, brochures, correspondence and other internal and external communications.  Assist and make recommendations other MGCB sections with business process improvements as requested.  All other duties assigned. 16. Decisions on tasks assigned to the position for completion of special projects. Decisions regarding the prioritization and management of MGCB’s IT portfolio. Decisions to establish prioritization of tasks assigned for improvements and projects relating to MGCB’s security program, and other projects assigned to the section.

Decision to implement new policies and procedures for MGCB. Decisions that would require an interpretation of State of Michigan and/or MGCB policy or procedures or administrative rules or law and decisions affecting MGCB’s budget or expenditures of funds.

18. What kind of physical effort do you use in your position? What environmental conditions are you physically exposed to in your position? Indicate the amount of time and intensity of each activity and condition. Refer to instructions on page 2.

Work is performed in a standard office setting. Occasional to frequent travel to MGCB’s other office locations, including Detroit-area offices and the MGCB Lansing office is required. Exposure to second hand smoke is possible when working in the three Detroit commercial casinos.

23. What are the essential duties of this position?

This position acts as an analyst the Infrastructure Security and Special Projects Section of MGCB. It assists with coordination of MGCB IT projects, the management and execution of MGCB’s IT portfolio, security program and the management of agency-wide projects and assignments assigned. This position also serves as the liaison between other MGCB sections for the implementation of the enterprise-wide IT system. This position includes all the requirements listed in Section 18.

24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed. The work location of the position has been moved to the Cadillac Place office building in Detroit, Michigan. Additionally, the position has a stronger focus on the implementation of the MGCB enterprise-wide IT system and security in general.

25. What is the function of the work area and how does this position fit into that function?

The Michigan Gaming Control Board licenses and regulates commercial casinos in Michigan in accordance with the Gaming Control and Revenue Act of 1997, and Administrative Rules; oversees compliance of Tribal-State compact and applicable consent judgment agreements; administers the licensing and regulation of live horse racing in accordance with the Horse Racing Law of 1995, and Administrative Rules; and licenses and regulates the conduct of charitable millionaire party events in accordance with the Traxler-McCauley-Law-Bowman Bingo Act of 1972, and Administrative Rules. This position must assist in ensuring MGCB’s strategic objectives applicable to the programs and assignments assigned to the Infrastructure Security and Special Projects Section are being met to support the overall mission of MGCB to ensure fair and honest gaming to protect the interests of the citizens of the State of Michigan.

Possession of a bachelor's degree in any major.

EXPERIENCE:

Departmental Analyst 9 No specific type or amount is required.

Departmental Analyst 10 One year of professional experience.

Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

KNOWLEDGE, SKILLS, AND ABILITIES: The following is a listing of preferred experience and abilities:  Knowledge of IT infrastructure and security.  Knowledge of IT lifecycle development.  Knowledge in developing, maintaining and monitoring access control system rules.  Knowledge of project management processes.  Knowledge of MGCB’s IT portfolio.  Knowledge of the Michigan Gaming Control & Revenue Act of 1997 and Administrative Rules, the Horse Racing Law of 1995 and Administrative Rules, and the Traxler-McCauley-Law-Bowman Bingo Act 382 of 1972 and Administrative Rules, and Tribal-State Compacts and related Consent Judgment.  Some knowledge of internal controls.  Some knowledge in business continuity and disaster recovery plan development and implementation.  Some knowledge of the state legislative processes.  Ability to communicate well, both written and verbally.  Ability to conduct presentations for MGCB staff and external stakeholders.  Ability to work independently on projects and complete tasks with minimal supervision.  Ability to handle sensitive and confidential information in a professional manner.  Ability to represent MGCB in various situations in a professional manner.  Ability to work autonomously and with little supervision.
