Chair Jaramillo called the meeting to order at 9:01 a.m.

No changes were made to the agenda.

IV. Work Session 4.1 Update on Highway 20 Construction from Oregon Department of Transportation – Jerry Wolcott, Oregon Department of Transportation

Wolcott stated that he is the project leader for the Highway 20 realignment and provided an update on the progress of the project with the assistance of a PowerPoint (Exhibit 1). A contractor was managing the project until 2012, when that contractual relationship became unworkable. The Oregon Department of Transportation (ODOT) then took over the project in-house and had to re-plan the entire project. However, the entire project should be completed by the end of October 2016. The most important element of this phase is straightening the west end curves past Eddyville, which will require the removal of about 350,000 cubic yards of material. The work will require several road closures for two-hour spans from June to July 15 and will go up to ten-hour closures at night from July 16-October 31. ODOT has created a plan with the emergency services providers to address the road closures and will be distributing signage as far northeast as Salem and nearly to I-5 in the west.

Minutes of the BOC Meeting Page 1 of 3 April 19, 2016 4.1 Discuss Board of Property Tax Appeals (BOPTA) By-Law Amendments – James Morales, Records Morales reviewed the proposed changes as contained in the meeting materials. Most of the changes are simply administrative cleanup; the current bylaws were last updated in 1991 and the requested changes will cause the bylaws to mirror state statute.

Croney concurred and noted that this is the first set of bylaws that will be changed under the amendments to Benton County Code Chapter 3.

MOTION: Schuster moved to forward the order to May 3, 2016 Board meeting, granting Counsel authority to change Article 6, section 4. Jaramillo seconded the motion, which carried (2-0, Dixon excused).

V. Consent Calendar (The Consent Calendar is approved with one motion) 5.1 In the Matter of Appointing Advisory Board Member: Fair Board Trudy Overlin 5.2 In the Matter of Approving the 2016-17 County Assessment Function Funding Assistance (CAFFA) Funding Application – Pat Cochran, Budget Manager 5.3 Minutes of the January 26, 2016 Meeting 5.4 Minutes of the March 22, 2016 Meeting MOTION: Schuster moved to approve the Consent Calendar of April 19, 2016. Jaramillo seconded the motion, which carried (2-0, Dixon excused).

VI. Proclamations 6.1 In the Matter of Proclaiming the Month of May as Historical Preservation Month in Benton County – Chris Bentley, Community Development Bentley stated that the original historic preservation laws came along with many of the other preservation laws in 1966, until that time there was no national registry or protections. This annual proclamation celebrates the 50th anniversary of that legislation. Adair Village will be celebrating Founders Day at the Palestine Church building.

MOTION: Schuster moved to approve proclaiming May as Historical Preservation Month in Benton County. Jaramillo seconded the motion, which carried (2-0, Dixon excused).

Bentley read the proclamation into the record.
