SHORT TITLE

These rules are called ‘Hostel Allotment Rules, MCD’; they are made in the interest of efficient and orderly management of the hostel, for the welfare and security of the residents for the healthy hostel atmosphere.

A brief introduction: A three-storied Working Women Hostel is set up by the MCD on a plot measuring 1610 Sq. M. in Sector IX, Rohini, Delhi-110085. It consists of three categories of accommodation as under: -

i) Ordinary Rooms- Single occupancy room of 3.35X2.40 sq.mtr. size with common toilet of 4 rooms. Total Rooms – F.F.-24, S.F.-24. ii)semi-Deluxe Rooms- Single occupancy rooms size 3.35x2.80 sq.mt. with attached toilets. Total 6 rooms at S.F. iii) deluxe Rooms- single occupancy rooms size 3.35X4.80 sq.mt. with attached toilets. Total 4 rooms on F.F.

The hostel is situated at the prominent place having fully secured for women. Market facility is available very close to the hostel. The hostel is also approachable by Delhi Metro. The hostel is having sufficient open space, spacious kitchen, dining hall, common room and parking place. The hostel is to be run by an NGO of repute who will be taking care of all inmates of the hostel and will be managed by ladies staff only.

RULES & REGULATIONS:

Main object : To provide accommodation for working women who can live in a family atmosphere amongst the inmates coming from various parts of the country to the cosmopolitan city of Delhi having no safe place to stay, on getting an employment.

TERMS & CONDITIONS 2. Eligibility condition:- (i) For ordinary rooms, applicants on the posts equivalent to non-gazatted status will be eligible. (ii) For semi-deluxe rooms, applicants on Group- B post and above will be eligible. (iii) For deluxe rooms, applicants in the grade of under Secretary and equivalent will be eligible.

3. Application for admission Admission to the Hostel is restricted to single ladies (married or unmarried) in employment in Govt. Semi-Govt., Local Bodies and reputed firms. Applications must be made to Hostel Authorities on the prescribed form which is available on payment of Rs.20/- and must be accompanies by the following: (a) Two letters of reference, from persons holding responsible position. (b) A certificate of health from the Govt/Mpl.Hospital/Dispensary. (c) A letter from the employer giving details of pay and all allowances (Dearness, House rent, Conveyance etc.). (d) A registration free of Rs. 20/- (non-refundable) (e) Three recent passport size photographs. (f) An undertaking from the local guardian and also the employer for paying the dues of MCD Hostel in the event of non-payment of such dues by the occupant. * An incomplete application in respect of the above, is liable to be rejected. 4. Selection of candidates : (a) The Hostel is open to working women of all casts and creeds. The selection for admission to the Hostel shall be made by the Governing Body of the Hostel,. A candidate may be called for interview at her own expenses and also be asked to produce any additional documents, which the Governing Body may consider necessary. The decision of the governing Body shall be final. The candidates, will be informed about her selection and if she fails to occupy the accommodation within the specified time, the offer will be treated as cancelled automatically. (b) A resident is not allowed to change her room or seat unless prior written permission from the Hostel authorities is obtained for it. (c) A bed, a chair and also a built-in-cup board is provided for each resident. No furniture belonging to the resident will be allowed in the Hostel without prior permission from the Hostel authorities.

5. Maintenance of Hostel premises, furniture etc. : (a) The resident shall be responsible for the proper upkeep of furniture and fittings etc., any damage to these including the glass panes of electric fittings is to be made good by the residents concerned. (b) No resident shall remove any furniture or other fittings from the allotted places. (c) No residents should refrain from instigating and influencing other to support them on any matter affecting the Committee. they shall not refuse to expect any communication addressed to them, such actions shall be considered grave indiscipline and the resident will be dismissed forthwith without notice.

6. Hostel Charges and payments : (a) Hostel charges as fixed by the MCD will be payable by each resident and these are subject to revision unilaterally as and when considered necessary without any prior notice. The Schedule of rates in force at the time of allotment is available in the Hostel office. Board details of the charges presently fixed are as under:-

(b) In addition to above, charges for water and electricity will be paid by the inmates on monthly basis @ Rs.______. (c) Extra charges for late payment : Monthly room charges and other charges must be paid in advance latest by 10th of each month. Late fee at the rate of Rs.10/- per day will be charged for payment made after that day. (d) Failure to make payments till the end of the month shall result in cancellation of allotment and the resident shall have to vacate the premises. The Governing Body in that case will have a right to re-enter without the intervention of the Court and shall not be responsible for the loss of any belonging of the defaulting resident. (e) Licence fee for car parking, if available is Rs.100/- and for scooter etc. Rs.50/- per month. (f) Rs.50/- for Identity Cards will be charged at the time of admission to the Hostel.

6. Security deposit :- (a) A sum of equal to 3 months licence fee will be taken as security to be paid at the time of joining the hostel at deposit. The deposit will be refunded at the time of leaving the Hostel on surrendering the deposit receipt duly charged.

(b) Security deposit will be refunded when the residents leaves the hostel & submits NOC duly signed by the Warden & Superintendent. (c) Any amount due to Hostel towards damages to hostel’s property or failure to pay monthly fees will be deducted from the deposit. (d) The security deposit will be forfeited if the hosteller leaves the hostel without proper notice in writing.

7. Inspection of rooms : The room will be liable to be inspected by the Hostel Authorities at any time. These will also be open for inspection by the members of the Governing Body. 8. Attendance : Daily attendance will be taken by the Hostel Manager at a specific time, fixed by her. A resident returning to Hostel after that time must report to the Manager.

9. Hostel Gate : (a) Residents are expected to be in the Hostel premises by 10.00 p.m. each day. Hostel Gate will close at 10.00 p.m. every day. (b) Return to Hostel after the gates have been closed will be treated as default and will be viewed with seriousness. In exceptional cases only the gates will be opened for a resident retuning after the scheduled time that too with the permission of the Hostel Manager. Such resident will sign on ‘Late Night Register’ kept with the Hostel Security person. The must give the time of returning with reasons for the same. (c) No resident will be allowed to go out of the Hostel after 10.00 p.m. without the permission of the Hostel Manager. Such resident will also sign the ‘Late Night Register’ indicating reasons for leaving the Hostel at the late hour.

10. Absence from hostel during Holidays or on leave : (i) Any resident proposing to spend a night or some days out shall inform the Hostel Manager before hand, giving the telephone number, address, if any, where she could be contacted in case of emergency/urgency. (ii) Application for leave must be submitted on the prescribed proforma. (iii) In the event of resident not returning on the due date without any written notice, she will forfeit the right of accommodation and the Governing body will have the right to allot the room to other applicants after waiting for seven days. (iv) Any resident absenting herself from hostel without prior permission or intimation on phone in case of emergency will be liable to leave the hostel and lose her deposit amount. 11. Telephone or STD calls : No resident will be allowed to make or receive calls on the office telephone without special permission from the Manager of the Hostel, that too only in case of emergency and on cash payment of telephone charges.

12. Catering arrangements : (a) Catering arrangements will be available for the inmates on payment. Membership of mess will be compulsory.

13. Medical aid : Any case of illness shall be reported to the Hostel Authorities immediately. If necessary, the resident will be shifted to the hospital at the discretion of the Hostel Manager. All expenses incurred on any medical assistance (including transport charges and medicines) provided to any resident will be borne by the resident herself.

14. Valuable and cash : No responsibility will be taken by the Hostel Management for loss of cash or valuables or any other articles belonging to any resident. Inmates will themselves be responsible for the safety or their cash, valuable and other belongings. 15. Visiting hours : Visiting hours for the guests will be from 6.30 p.m. to 7.30 p.m. daily and on Sunday and Gazetted Holidays from 9.00 a.m. to 12.00 noon in the lounge. No visitors will be allowed to go beyond permitted area including living rooms and common rooms etc. 16.Pets : Residents are not allowed to keep pets in the Hostel Premises. 17. Termination of stay : Residents intending to leave the Hostel for good must give 14 days notice to be counted from the date such notice is received in the Hostel office or pay full charges for the period in lieu of the notice. All charges must be paid in full as per prescribed schedule before termination of stay. Any resident who becomes unemployed will give the intimation in writing to the Hostel Warden immediately and such unemployed resident will be allowed to continue to stay in the Hostel for a maximum period of 2 months only on payment of all the charges as per the prescribed schedule of rates.

18. Charges on Departure : Notice :- Any resident desirous of leaving the hostel is required to give a month’s Notice in writing to the Superintendent . or a month’s fee in lieu thereof. A month in this respect is the period as explained as below and notice must be given within 1st to 5th of a month:- The charges at the time of departure will be as follows:- 1. Departure between 1st and 15th of the month: half month chares. 2. Departure between 16th and 31st of any month Full month charges. 3. If in the opinion of the Governing body any inmates stay in the Hostel.

19. Period of stay : (a) Admission of the resident is valid for 3 years only. (b) One-year extension may be granted on the recommendation of the Governing Body in very special and hard case. 20. Miscellaneous : (a) A resident is a mere licensee and has exclusive possession of the room allotted to her. The Management and the control of the Hostel premises is with the Governing Body of Hostel. (b) A resident uses the premises with the express and tacit permission of the Governing Body. A resident is bound to move any other room when called upon to do so by the Manager. (c) The resident has to leave the Hostel immediately on cancellation of licence to stay due to default in payment of Hostel charges or on disciplinary grounds e.g. drunkenness and other unseemly behaviour and also on account of breach of any of the condition set forth in these rules. The decision of the Governing Body on the question whether there has been any such breach or not, shall be final and binding on the residents.

21. Alcoholic drinks, Drugs & Gambling prohibited : No inmate shall be allowed to use any kind of intoxicants/drugs within the premises. No intoxicant liquor or drugs of any kind will be allowed to be brought in the Hostel premises. 22. Gambling : Gambling within the premises is strictly prohibited.

23. Other charges : Electric/electronics gadget like TV, Video, Geysers, heaters will be allowed to be used only on payment of additional electricity charges to be fixed by the Governing Body. Note :- A candidate selected for admission to the Hostel shall buy one more copy of the booklet of rules. On the front page of this second copy she will write “I have read the rules and undertake to abide by them”.
