CASWELL COUNTY BOARD OF EDUCATION MINUTES August 10, 2015 The Caswell County Board of Education met in regular session on Monday, August 10, at 6:30 p.m. in t he Whitley Administration Building of Caswell County Schools. Members present: Chairman June Dailey, Vice Chairman Gladys Garland, Sylvia Johnson, Donna Hudson, Mel Battle, Ross Gwynn, and Betty Sartin. Others present include Superintendent Dr. M. Brock Womble, Nicole McGhee, Crystal Kessler, Elizabeth Standafer, Sheena Sigmon, Dr. Sammy Shields, Wanda Rogers, Rachel Watlington, Kalen Massey, Mikayla New, Patrick Wilson, Walter Bartlett, Jane Sartin, JoAnna Gwynn, Shelly Stone, Brian Collie, Lisa Lassiter, Tore Foster, Evangelina Balmori, Bryan Miller. Connie Kimrey recorded the minutes. (Note: Others may have been present but did not sign the roster).

I. A. CALL TO ORDER

The meeting was called to order and a moment of silence was observed followed by the pledge of allegiance led by Superintendent Dr. Brock Womble.

I. B. APPROVAL OF MINUTES

Betty Sartin moved, seconded by Gladys Garland, to approve the minutes of the July 20, 2015 meeting as presented with minor changes on page 8 as voiced. The motion carried unanimously.

I. C. APPROVAL OF AGENDA

Sylvia Johnson moved, seconded by Betty Sartin to approve the agenda as presented with addition of sidewalk at BYHS and transportation with Parks & Recreation under Superintendent Updates. The mo tion carried unanimously.

I. D. ANNOUNCEMENTS

Honors and Recognition were extended to the Bartlett Yancey High School golf team for finishing third in the conference. Team members include: Paul Evans, Conner Gammon, Dylan Hamlett, Austin Purnell, Trey Walker, Andrew Ward and Garrett Yarborough.

The BYHS women’s soccer team was also recognized on their accomplishments as well as Coach Lynn Massey. Coach Massey was recognized as coach of the West men’s soccer team in the annual All-Star Soccer Classic at UNCG next July. Players include: Erica Chandler, Becky Grant, Haliyah Harris, Abbey Huffines, Nashira Reyes-Lacan, Hannah Macibonki, Brenda Vera-Martinez, Kalen Massey, Mackenzie Miller, Jaionna Morton, Mikayla New, Caro Olivarria, Kelly Rios, Bianca Rogers, Laurynn Tarpley, Tiahna Thomas, Chyanne Trent, Denise Watkins, Stephanie Watkins, Hannah Watlington, Rachel Watlington, Akyia Wilson and Brianna Wrenn. Congratulations to these team members and coach were extended on behalf of the Board of Education.

II. UNFINISHED BUSINESS

GradPoint 1 CASWELL COUNTY BOARD OF EDUCATION MINUTES August 10, 2015 Information was reviewed regarding the cost of GradPoint as discussed in the previous board meeting. Invoices were included listing the cost of subscription renewals and additions. A total of 40 licenses were included for approval. A credit recovery class will be offered at the high school to allow students to make up credits during the school day or after school.

Upon review and discussion, Dr. Womble recommended approval of the invoices as presented for GradPoint recovery program. Gladys Garland moved, seconded by Betty Sartin to approve the payment for 40 GradPoint subscriptions at a total cost of $18,101.79. The motion carried unanimously. Funding will be used from 59 (At Risk funds).

Sylvia Johnson moved, seconded by Ross Gwynn to remove Policy # 420 from the table for a second reading. The motion carried unanimously.

Dr. Womble recommended approval of the changes to Policy # 420 as presented. Sylvia Johnson moved, seconded by Gladys Garland to approve Policy # 420 as amended. The motion carried unanimously.

(Removed the following paragraph) Control of Lice and Nits

It shall be the policy of the Caswell County Board of Public Education that students who had pediculosis capitis (live head lice only) must be kept out of school until they are effectively treated and released by their medical provider. Students will be allowed to return to school if nits remain after appropriate treatment and release by their medical provider.

III. NEW BUSINESS

1. Consent Agenda

Dr. Womble recommended approval of the consent agenda with removal of transfer requests. Betty Sartin moved, seconded by Gladys Garland to approve the consent agenda as recommended by Superintendent. The motion carried unanimously.

2. School Food Services Bids 2015-16/Milk/Dairy/Ice Cream Dr. Womble recommended approval of PET Dairy for milk/dairy/ice cream for the 2015-16 school year as presented. Gladys Garland moved, seconded by Donna Hudson to approve bids with Pet Dairy as presented. The motion carried unanimously.

3. Cooperative Innovative High School

Dr. Womble reviewed information regarding the Cooperative Innovative High School and Dr. Bartlett from Piedmont Community College (PCC) was in attendance to share information as well. PCC fully supports this endeavor and is making room to accommodate this request.

Board member Donna Hudson expressed concern that the Board has not had a chance to discuss this information with each other and felt that a separate meeting may need to occur to 3 CASWELL COUNTY BOARD OF EDUCATION MINUTES August 10, 2015 talk with all parties involved before making any decision at this time. Mrs. Hudson also expressed that she fully supports the students of Caswell County Schools and is an advocate for the high school, but was not prepared to make any decision due to the number of questions she has.

Chairman Dailey expressed the same sentiments.

Dr. Womble stated that the deadline to apply is September 15, 2015 and even though the application is submitted, it does not mean that approval will be granted.

A meeting was set for August 24, 2015 at 4:30 p.m. to discuss the cooperative innovative high school in detail. Meeting will be held at the Central Office in the Board Room. Dr. Bartlett and Principal JoAnna Gwynn both stated they would be available to attend.

No action was taken at this time.

IV. SUPERINTENDENT UPDATES  Dr. Womble introduced Brian Collie from the Town of Yanceyville. Mr. Collie shared information regarding installation of a sidewalk and crosswalk that will border the campus of Bartlett Yancey High School. Mr. Collie stated that if an easement is needed, the Town wanted to see how the Board of Education felt on granting an easement. The sidewalk will benefit the citizens of Yanceyville and the Town has been fortunate to have this fully funded through the NCDOT. Once installed, the Town of Yanceyville will be responsible for maintaining and the upkeep. The Board had no opposition to granting an easement if needed. Mr. Collie will keep the Board updated on the developments.  Dr. Womble reviewed the widening of the intersection near N.L. Dillard Middle school. Dr. Shields attended a meeting with Mr. Collie regarding the sidewalk at the high school and the road issue at the middle school. Dr. Shields stated that concerns were noted regarding the speed limit at the middle school and NCDOT will be monitoring the traffic flow during the first few weeks of school. A flashing light will be considered as well as changing the speed limit.  Dr. Womble gave update on the dirt that is being stored from the widening of highway 62 South by NCDOT. He noted that it may not be as much as originally anticipated to fill the practice field, but will continue to monitor.  Dr. Womble reviewed a bond referendum noting that the House has passed it and he will continue to stay abreast of this as the Board looks into school construction for the high school.  Dr. Womble shared an updated concerning activity buses and allowing the Parks & Recreation to use them. Bryan Miller, County Manager, was in attendance and reviewed why this would benefit the children in Caswell County. The new Parks & Rec. director has entered into a partnership with Pop Warner Football League in Danville, VA. For this program to work, the students will need transportation to the away games. Transportation is needed for approximately 40 kids on Saturdays. Attorney Ron 4 CASWELL COUNTY BOARD OF EDUCATION MINUTES August 10, 2015 Bradsher had concerns with insurance coverage and NC Tort Claims Act. Dr. Womble was advised to check with our insurance carrier to see how this would work. No decision was made; however, Dr. Womble will investigate further and report back to the board.

V. REPORTS  Mrs. JoAnna Gwynn gave a brief report on Math 1 at the high school and decisions on why a Math 1 Foundations class is needed.  N.L. Dillard Fundraising Summary for 2014-15 was included in the packet for review.

VI. CLOSED SESSION

Gladys Garland made a motion to go into closed session for the purpose of considering a person nel action that involves an officer or employee of this Board (NC General Statute 143-318.11(a) (6); and for the purpose of discussing information that is privileged, confidential or not a public record (NC General Statute 143-318.11(a)(1) and to confer with legal counsel after a break. Mel Battle seconded the motion. The motion carried unanimously.

VII. OPEN SESSION

Donna Hudson made a motion to return to open session. Gladys Garland seconded the motion and the motion carried unanimously.

Dr. Brock Womble recommended approval of personnel applicants indicated by alphabetized letters: a, b, e-p, r-y as presented. Mel Battle moved, seconded by Gladys Garland. The motion carried unanimously.
