Addressing Ordinance

ADDRESSING ORDINANCE for the Town of Georgetown, Maine Adopted 15 June 1996

Section 1 Purpose

The purpose of this ordinance is to enhance the easy and rapid location of houses and other structures in the Town of Georgetown by fire, rescue, and emergency medical services and by law-enforcement personnel.

Section 2 Authority

This Ordinance is adopted pursuant to and consistent with municipal home rule powers provided in Article VIII, Part 2, Section 1, of the Constitution of the State of Maine and Title 30-A, Maine Revised Statutes Annotated, Section 3001.

Section 3 Administration

A. This Ordinance shall be administered by the Board of Selectmen, which shall assign road names and numbers to all properties, on both existing and proposed roads, in accordance with the principles and practices set forth in Sections 4 and 5.

B. The Board of Selectmen shall be responsible for maintaining the following official records of this Ordinance:

1. A map of Georgetown for official use showing road names and structure numbers for existing structures;

2. A list of all property owners as identified by current assessment records, in alphabetical order by last name, showing their road names and assigned structure numbers; and

3. An alphabetical list of all roads with property owners listed on each road in the order of their assigned structure numbers.

Section 4 Naming System

A. All roads that serve two or more properties shall be named, regardless of whether the roads in question are publicly or privately owned. In this Ordinance, the term “road” refers to any highway, road, street, avenue, lane, private way, or similar thoroughfare, whether paved, gravel, or dirt, and the term “property” refers to any property on which a permanent structure has been erected or can be erected. The fact that the Town assigns a name to a road does not mean or imply that the Town has accepted the road as a public way.

B. The naming system shall be based on the following principles: 1. No two roads shall have the same name, such as Pine Road and Pine Lane;

1 18 June 1996 2. No two roads shall have similar-sounding names, such as Beech Road and Peach Road; and

3. Each road shall have the same name for its entire length.

C. The names listed in the Appendix to this Ordinance, proposed by members of the Addressing Committee, are submitted for approval with it. In cases of substantial disagreement with individual names on this list, the Board of Selectmen shall rule.

D. Road signs shall be commercially produced on metal blades fastened to posts and set at appropriate intersections of all named roads. The metal blades shall be six inches high and the lettering on them shall be four inches high. Signs on private roads shall include designation of their private status.

Section 5 Numbering System

A. Numbers shall be assigned every 50 feet along both sides of each road, with even numbers on the left side and odd numbers on the right, beginning at the intersection where the road starts, which is the number origin for that road.

B. The numbering system shall be based on the following practices:

1. The number origin for the Five Islands Road (State Route 127) shall be the Back River Bridge.

2. The number origin for each road that leads from the Five Islands Road shall be its intersection with the Five Islands Road.

3. The number origin for each lesser road shall be its intersection with the road from which it leads.

4. The number assigned to each structure shall be that of the numbered interval falling closest to its driveway or its front door if its front door is visible from the road.

5. Every structure that has more than one principal use or occupancy shall have a separate number for each use or occupancy, except that multiple-unit dwellings such as apartment houses and cottage clusters shall have one road number and separate unit numbers, not letters.

Section 6 Compliance

The owner of any structure in Georgetown shall display the assigned number in a conspicuous place on it by the date set in Section 8 and shall maintain the number so that it remains visible from the road. If the structure or property has previously borne a different number, the owner shall remove it. Numbers shall be no less than three inches high and shall be as legible as possible.

Where the structure is within 50 feet of the edge of the road and visible from it, the assigned number shall be displayed on the side of the structure closest to the road and must be visible from the road. If the main entrance to the structure is not on that side of the structure, the number shall also be displayed near the main entrance.

B. Number at the Road. Where the structure is more than 50 feet from the edge of the road or is not visible from it, the assigned number shall be displayed on a post, fence, wall, mail box, or some similar place within five feet of the edge of the road and within ten feet of the edge of the driveway. The number must be visible from the road.

C. Interior Location. The owner is urged to post the assigned number and road name near any telephone outlet in the structure so that any occupant can locate it easily in an emergency.

Section 7 New Construction and New Lots

A. New Construction. If a property owner plans new construction on a lot, he or she shall obtain an assigned number from the Code Enforcement Officer at the time of applying for a building permit and shall ensure that the number is appropriately displayed as prescribed in section 6 above. The number shall be installed before the structure is first used or occupied.

B. New Lots. If a property owner plans to sell part of his or her property or create a subdivision, he or she shall include a proposed road name and lot-numbering system in the material submitted to the Planning Board. Approval by the Planning Board shall constitute the assignment of road names in the subdivision. On the final plan showing proposed roads, the applicant shall include lines or dots in the centers of the roads every fifty feet to aid in assigning numbers to new structures as they are built.

Section 8 Effective Date

A. This Ordinance shall become effective thirty days after its approval.

B. Structure Numbering. As soon as the State Office of Geographic Information Systems has provided the fifty-foot intervals for the roads, the Board of Selectmen shall notify each structure owner by mail of the new address for that structure. Each property owner shall display the new property number within thirty days of notification.

C. Postal Service Addressing. The Board of Selectmen shall provide the Postmaster of Georgetown with lists of names and structure-number addresses as specified in Section 3 B, paragraphs 2 and 3, as soon as they are available. The Postmaster shall notify the Board of Selectmen of the date by which property owners should use road names and structure numbers, rather than postal route designations, for delivery of mail. The Board of Selectmen shall notify each structure owner by mail of that date and shall urge property owners to use the new numbers and road names as their mailing addresses, except for those whose mail is delivered to numbered boxes at

Section 9 Enforcement

Any violation of this Ordinance shall constitute a nuisance. The Code Enforcement Officer shall be responsible for enforcing the provisions of this Ordinance, notifying the property owner in writing and reporting any violations to the Board of Selectmen. Any person who continues to violate any provision of this Ordinance after receiving notice of such violation shall be penalized in accordance with Title 30-A MRSA Section 4452.

Section 10 Severability

If any sentence, clause, section, or part of this Ordinance is for any reason found to be unconstitutional, illegal, or invalid, such unconstitutionality, illegality, or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections, or parts of this Ordinance.
