MINUTES OF THE JANUARY 25, 2017 MEETING Roger Nelson, Chairman called the meeting to order at 7:00 P.M.

MEMBER’S PRESENT: Roger Nelson, Chairman, Sue Cannon, Douglas Glazier, Peter Lambert, Connie Nelson, and Barbara Sullivan.

ALSO PRESENT: Ann Marie Claffey, Director, and John Sullivan, Municipal Agent.

ABSENT: Cindy Cooper, and Rosemary Hogan-Cunningham, Vice-Chairman.

PUBLIC: None.

PUBLIC INPUT: None.

SECRETARY’S REPORT: Upon a motion by Barbara Sullivan, and seconded by Connie Nelson, the November 21, 2016 minutes were approved. Sue Cannon and Peter Lambert abstained.

TREASURER’S REPORT: Ann Marie Claffey presented the Treasurers Report/Budget and CONA Fund Report provided by the Finance Department as of January 15, 2017. Discussion followed on account financial information. Upon a motion by Sue Cannon to accept the Treasurers Reports as provided by the Finance Department, seconded by Peter Lambert; the Treasurers Report was accepted as presented.

BUS COORDINATOR’S REPORT: Ann Marie Claffey presented the November 2016 and December 2016 reports. Discussion on passes, mileage, shuttle service, ridership, trips, drivers, and driver hours. Upon a motion by Barbara Sullivan to accept the November and December 2016 Bus Coordinator Reports, seconded by Sue Cannon; the Bus Coordinators Reports were accepted as presented. Ann Marie Claffey reported she has put in a request for a new bus in capital improvements.

DIRECTOR’S REPORT: Ann Marie Claffey presented the Directors Report.  Programs and Upcoming events. Programs include: Open House LOCKS Fitness Center (1/17), Silver Sneakers, Big Y Healthy Cooking for One (1/12), Hartford Hospital Mammograms (1/31), Craft Time (1/31), AARP Tax Service starts 2/6/2017 every Monday, Cooking Demo-Suffield by the River “Spice Up Your Life” (2/7), Valentine’s Day Chocolate Festival & “Sweeten the Pot Bingo” (2/14), February Funday Monday’s. Locks Fitness Center had approximately 218 visits in November, and 248 visits in December.  Charter Trips include: AAC Women's Basketball Semifinal-Mohegan (3/5/2017), Norman Rockwell Museum & Red Lion Inn (3/13/2017), Tall Ships Cruise Boston Harbor & Salem Cross Inn (6/19/2017), A Taste of Cape Cod (7/13), Niagara Falls & Finger Lakes (6/21-6/23), Daffodil Days (4/20), West Point Dress Parade (4/29), Mystery

Trip (5/8), Glenn Miller Orchestra (5/15), Bar Harbor Maine (5/31), CT Shore Line Trolley & Chowder Pot (6/5), Nova Scotia & Pei (6/30), All You Can Eat Lobster & Comedy Show (7/13), Journey to the White Mountains (9/5), Who Loves You Frankie Vallie Show (8/17) Radio City NYC (TBA), Ray of Elvis Show (9/19), Christmas Memories Dean Martin Show (12/4/2017). Monthly Casino trips to Foxwoods and Mohegan.  Center Trip (2/1/2017) to Shady Glen and Munson Chocolates.  Meals on Wheels Program has been cut back.  Stonebrook Village would like to attend and offer programs.  Emails of the SCAN has increased.  Discussion of trips, travels, gym, lunches, as a pull to get more people in to use the senior center.

COMMITTEE REPORT AND ACTIONS: a) Transportation Committee. N/A.

MUNICIPAL AGENT REPORT: John Sullivan reported the February SCAN will have information on a Journal Inquirer article about Mark Scheinberg, President of Goodwin College. The four-year-old college is a not-for-profit college for non-traditional students in East Hartford, CT.

OLD BUSINESS: N/A.

NEW BUSINESS: Budget FY 2017-2018. Discussion on all line items. Requesting an increase to line item: Repairs and Maintenance/Buses from $8,000 to $10,000. Requesting an increase to line item: Gasoline- Buses from $10,000 to $12,000. Ages of buses and ability to increase services and trips are behind the requests. Discussion of Bus Coordinators hours, opening the fitness center in the evenings, possibility letting town employees use the fitness center, having the bus coordinator on the premises when buses are on the road, and having the bus coordinator doing more paper work for travel/center trips. Requesting to make the Bus Coordinator a full-time position will be made to the BOF. Upon a motion by Sue Cannon to approve the CONA Budget FY 2017-2018 as amended, seconded by Peter Lambert, the motion was accepted. The budget will be presented to the BOF on 2/21/2017 at 6:30 PM

CHAIRMAN'S REMARKS:  Roger Nelson reported about the two Casino meetings tomorrow. The first at 5 PM for all town board members, the second at 7:30 PM for the public.  He reported about the Silver Sneakers Program and Windsor Locks Fitness Center is suggested by his insurance company.  He is looking to email the SCAN to Lions Club Members, the Republican and Democrat town committee members.  Discussion of the need to get information about the WL Senior Center of the services, programs, trips, etc. out to the public and seniors.
