The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To comply with Section 91(1) of the Town and Country Planning Act 1990 as amended by Section 51 (1) of the Planning and Compulsory Purchase Act 2004. 2. Before the development hereby permitted is commenced the developer shall obtain the Local Planning Authority’s written approval of samples of the materials to be used in the construction of the external surfaces of the building works hereby permitted and the development shall be carried out in accordance with the approved details. Reason: To ensure that the development hereby permitted is only constructed using the appropriate external facing materials or suitable alternatives in the interest of the visual amenities of the area and with regard to policy Ho9 of the Reigate & Banstead Borough Local Plan 2005. 26 1st November 2006 PLANNING COMMITTEE - Continued 1st November 2006

3. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, (or any Order revoking and re-enacting that Order) (with or without modification), no windows, dormer windows or other openings shall be constructed at or above first-floor level of the new dwelling, other than as shown on the approved plans, without the prior written approval of the Local Planning Authority. No development shall take place until full details of both hard and soft landscape works including changes in ground level have been submitted to and approved in writing by the Local Planning Authority and these works shall be carried out as approved. If within a period of five years from the date of the planting of any tree, that tree, or any tree planted in replacement for it, is removed, or uprooted, or destroyed, or dies, or becomes, (in the opinion of the Local Planning Authority), seriously damaged or defective, another tree of the same species and size as that originally planted shall be planted. Such replacement tree shall be planted during the first planting season after the original tree is removed, or uprooted, or destroyed, or dies, or becomes seriously damaged, or defective, unless the Local Planning Authority gives written consent to any variation. Reason: To ensure good arboricultural practice in the interests of the maintenance of the character and appearance of the area, and to comply with policies Pc4, Ho9, and Ho13 of the Reigate and Banstead Borough Local Plan 2005, and policy SE4 of the Surrey Structure Plan 2004. 5. (b) If any retained tree is removed, or uprooted, or destroyed, or
