The concerned subject matters mainly relate to Food Policy, Operational matters of FCI including labour issues, funding and accounts & audit related matters of FCI, costing of food grains & release of food subsidy to FCI & States, procurement and management of food grains including their disposal, procurement of rice through levy, movement of food grains. Hill Transport subsidy, supply of packaging material etc., He represents the Department in the Board of Directors of FCI.

Adoption of DCP by States.

Formation of uniform quality specification for procurements of Rice, Wheat and other cereals

Relaxation of quality specification for rice, wheat and other grains as demanded by various State Govt. from time to time.

2. Shri Subhasish Joint Secretary Matters relating to sugar, sugar price policy, Panda (Sugar & monitoring of cane price arrears, fixation of Admn.) margins for States and distribution of sugar through PDS, litigation matters relating to above work. Matters pertaining to Sugar Development Fund Act, 1982, i.e. subsidy on buffer stock of sugar, loans of sugar factories for modernization rehabilitation of plant and machinery, co-generation, ethanol projects and for cane development, grant to institutions for research work connected with sugar industry. Establishment matters relating to NSI, Kanpur and Directorate of Sugar.

Adoption of Online Procurement Management system by States.

Establishment, Administration Coordination, Parliament and GA of the Department, Welfare, CMT.

Matters regarding requirement of gunny/jute bags by FCI and various State Agencies. 3 Smt.
