Boumi Shrine Yacht Club Statewide The following written comments are provided in addition to the spoken comments provided on behalf of Yacht Clubs of Maryland by Mr. Joe Broseker at the June 5, 2006 hearing at Sparrows Point, MD. Bush River Yacht Club Abingdon For the record, we witnessed and agree with the spoken comments and concerns provided at the June Chesapeake Commodores Club Statewide 5, 2006 hearing at Sparrows Point, MD including those provided by Maryland Governor Robert Ehrlich. We believe the site location creates unnecessary risks and impacts to people, the Crescent Yacht Club Baltimore environment, and the local economy and urge identification and evaluation of a more suitable Eastern Yacht Club site. We see no compelling national interest that outweighs the drawbacks of this site Baltimore including a trampling of the rights and desires of the citizens of Maryland and communities Galloway Yacht Club Baltimore that would be affected.

Glenmar Sailing Association Our specific comments and concerns are: Goose Harbor Yacht Club Chase Accidents and intentional incidents by domestic and foreign terrorists are inevitable. Our review of Kent Island the literature on LNG accident and incident outcomes reveals a band of scientific and analytical Yacht Club Chester uncertainty and a lack of data on large-scale releases of LNG. Standard risk management practices

Key Yacht Club we use in our jobs and daily lives require that, in cases of unacceptable consequences, safety and risk Baltimore management decisions be based on a “worst case” scenario that accounts for scientific and analytical Marley Boat Club uncertainty. The “worst-case” scenario is exacerbated by consideration of an intentional large Pasadena unignited release of LNG under “ideal” wind and weather conditions to maximize impact. We see no Maryland Yacht Club Pasadena basis to assume an intentional large unignited release of LNG as “unlikely” and contend persons intent on malicious acts are highly motivated to identify and create worst-case outcomes. North Point Yacht Club Sparrows Point

Otter Point Yacht Club FERC evaluation of the AES Corp. application should not be limited to “likely case” scenarios Abingdon without scientific and moral certainty that the outcomes of worst-case LNG accidents or incidents are Outcast Yacht Club acceptable. Elkton

Red Eye Yacht Club Baltimore The Chesapeake Bay has long been a dredging and dredge spoil deposit nightmare. FERC will learn that dredging harms the Bay and aquatic life, that Bay channels silt back up quickly, and that there are Riverside Yacht Club Baltimore no places and no practical ways to get rid of large amounts of dredge material. We doubt the

Sue Haven Yacht Club applicant, AES Corp, has found a “magic bullet” for the dredging problems so many others before Baltimore them have failed to solve. Collectively, we can just about keep up with maintaining the Bay as it is.

Ventnor Yacht Club Digging out and maintaining the proposed huge and deep turning basin will be like trying to hold Pasadena back the tide. Also, as many have noted, the turning basin site contains a vast amount of extremely Wellwood Yacht Club toxic material. Charlestown

White Rocks Yacht Club Glen Burnie In our experience as recreational boaters, the Chesapeake Bay north of Cove Point becomes increasingly dense with vessel traffic as vessels proceed north. Vessel density is particularly high from Thomas Point light past Annapolis, under the Bay Bridge, at the mouth of the Patapsco River and up the Patapsco River. A three square mile moving exclusion zone around an LNG tanker would disrupt fishing, cruising, crabbing, sailing, and sailboat racing activities especially on weekends and holidays from April through October. For example, Annapolis is a world-class sailboat-racing center. Sailboat races involving 30 or more boats are common. Sailboat racecourses cover miles. Clearing vessels from the course and bringing them back takes considerable time and it is impossible to restart a sailboat race from “where you left off”.
