000361 – NHS B&H: GP data upload for Summary Care Record Project Highlight Report

Project Reference: 000361 Report Date 28 May 2009 Reporting Period 1 May – 28 May 2009 Project Manager Libby Butler

1. Summary

The delivery of a NHS Care Record Service is a central part of NPfIT and NHS Connecting for Health. There are two essential components to the service; locally held Detailed Care Records and the nationally held Summary Care Records .In addition to these is the service (HealthSpace) that will allow patients to have access to their Summary Care Record.

The Summary Care Record (SCR) is a subset of the NHS Care Record Service. Initially it will contain a data set of current medications, allergies and adverse reactions, uploaded from individual GP practice information systems. However it is possible to submit more data items if this is agreed with the GP.

NHS Brighton & Hove wish to implement the rollout of the Summary Care Record (SCR) delivering robust, practical and user friendly GP summaries to be viewed by providers in unscheduled care settings through the Summary Care Record Application (SCRA) and/or any other SCR Application integrated system provider.

Following the initial national pilots (early implementer sites) NHS B&H agreed to proceed ahead of the national rollout, in line with suggested timescales set by Connecting for Health and the Strategic Health Authority. This included the need for a detailed plan to be developed for Wave Once practices by the the end of December 2008, a Public Information Programme to have started by the end of March 2009, thereby allowing for the first upload of GP data 16 weeks later (July 2009).

Updated March 2009: After consultation within NHS Brighton & Hove, changes to the localisation of the letter to patients have been identified, prior to the commencement of the Public Information Programme (PIP). Milestones within the project plan have been adjusted and the Public Information Programme is now scheduled to start in Q1 09/10 enabling go live in Q2 09/10. Wave 1 practices have delayed signing up to the memorandum of understanding and further negotiations are required between the GP practices and PCT.
