Position Description

Position Responsibilities Data Management:

 Continue to develop, build and add functionality to the spatial database.  Assist SIO to populate and QA data in the spatial database.  Maintain non-custodial data automation scripts.  Maintain business process automation scripts.  Ensure availability and accuracy of custodial and non-custodial datasets.  Assist with improving the capture, cleaning, and accuracy of spatial data. Model and build these tasks with automated processes.  Development and management of the corporate spatial database (currently under development),  Maintenance of automated scripts for external spatial datasets and internal business processes,  Ability to develop innovative, customised tools and applications.  Ability to prioritise a busy workload and work to tight deadlines.

Project Support and Delivery:

 Manage and maintain the spatial database.  Maintain the spatial webpage and its associated components and processes (request form, user guides, links to the database)  Develop and maintain technical backend software, processes and project work.  Assist SIO to model and scope future spatial enhancements. Build and test prototypes and systems to support this.  Maintain and improve all existing code and process documentation supporting spatial infrastructure, databases and business processes.

Develop Customised Tools / Functionality / Web Applications

 Extend and maintain plugins for QGIS.  Utilise and integrate APIs from web applications to assist with core service work.  Assist with the development of tools and applications for data collection.

Mapping and Training:

 Maintain existing QGIS tools and mapping templates. Enhance and upgrade where necessary.  Undertake mapping and analysis tasks as directed by SIO.  Assist SIO with spatial training.

Business  Work as key member of the Management team and participate in associated meetings and conferences  Responsible for ensuring all costs are minimised with the business transactions and all records are provided to the financial services team within YMAC Systems & Continuous Improvement Accountabilities

Approval & Authority Levels  As per delegations as detailed in the YMAC Policy and Procedures Manual

Selection Criteria  Proven team player who has experience in the maintenance, population and query of databases.  Strong skills in Python, JavaScript and experience in developing web applications using appropriate tools such as ORMs, web frameworks (preferred Django) in an AGILE environment.  Experience in scripting for development purposes and for the maintenance of systems.  Ability to deal with sensitive and restricted data is highly important.  Ideally the candidate will have demonstrated experience with systems analysis, functional and technical specifications for application projects.  Experience with using spatial software (ArcGIS / QGIS) is required.  Ability to work without supervision, have strong communication and verbal skills with the ability to write clear and concise process documentation and user guides.

The candidate will have had a minimum of 3 years experience working within a team environment responsible for the maintenance of databases. They will have experience in information systems and problem management. Proven experience in being a self starter able to manage development projects.

Skills

 Must have experience with developing and managing spatial databases (PostgreSQL / PostGIS, MySQL, etc)  Must have experience in using FME (server and desktop)  ArcGIS / QGIS  Project management of development lifecycles including designing test plans and development of automated testing procedures.  Programming skills with development languages (e.g., Python preferred, C++, Java, etc.).  Experience with object relational mapping frameworks and web mapping frameworks (e.g., Django preferred, Flask, SQLAlchemy).  Front end web application development skills with common tools (e.g., HTML, CSS, JavaScript).  IT / networking proficiencies.  Technical writing and documentation.  A suitable qualification in either an IT or related discipline or a strong history of working in an associated area.

Desirable

 Experience with using Fulcrum or similar data collection applications.  Web development using one of the web mapping frameworks, such as Leaflet, Open Layers, Mapbox GL, etc.  Exposure to Drupal or similar content management system.

 Experience with cloud computing and hosting services (preferred AWS).

 Experience developing QGIS plugins

 Awareness of trends and emerging technologies within the geospatial industry, including open source software.

Knowledge

The candidate must be familiar with liaising with immediate and other managers both technical and non-technical. An appreciation of the importance of understanding enterprise needs and matching these needs with solution development. They will be a strong analytical thinker who can conceptualise problems and challenges. An appreciation of the importance of geospatial data in analysis and decision making and some familiarity with typical geospatial data is highly desirable.
