Delaware Department of Correction Executive Meeting Minutes Tuesday, September 6, 2011

I. Call to order Commissioner Danberg called to order the regular monthly meeting of the DOC Executive Team at 9:05 a.m. on Tuesday, September 6th in conference room 300 of the DOC Admin Bldg.  With the remnants of Tropical Storm Lee approaching there is a real possibility of flooding. Especially at HRYCI on 12th street. Keep watch.  Reminder: if you have any proposed legislation that you are thinking about or working on, it needs to be completed and to the Governor’s office soon.

II. Approval of minutes from last meeting Minutes approved as written.

III. BUREAU REPORTS:

Bureau of Management Services: Chief Wheatley Bureau-wide:  Thursday of this week, Jenn Carlson will be joining DOC as my Deputy. I will bring her around the bldg to meet people, but please feel free to introduce yourself as well. Jenn comes from OMB, and I am very happy to have her joining our team.  Target meeting with OMB is this Thursday, out of that meeting we should have a GF target and will begin developing our official budget requests.

Business Office:  Submitted all GAAP reports to DOA (one week prior to deadline).  Through internal transfers we have established budget for Board of Parole expenditures and worked with OMB to establish the necessary payment processes.  Per diems will be done in the next few weeks for publishing.

Page 1 of 4 IT  Initial implementation of Keefe Commissary at BWCI was completed on 8/31. There are two kiosks, one in the lobby and one in Booking & Receiving to facilitate the inmate banking process. Efforts are still underway to get quotes for installation of a separate network for the kiosk devices in the housing units.  The new DOC website is currently being reviewed by the Chiefs. After that review, we will share the draft with the Commissioner with plans to finalize within the coming month.

Central Records:  In coordination with DOC HR, OMB’s HRM is visiting the Unit on 9/13 to review the Intake Process and Sentence Calculation Process.  The courts signed off on our agreement to return process, and we are meeting internally to make sure that amongst the bureaus we have an appropriate process in place to handle the on-going monitoring of these individuals.

Food Service:  Public Health Sanitation inspections scheduled for September 19 thru 23, 2011. Child Nutrition Audit scheduled for September 26 thru 30, 2011.  Winter menu planning scheduled for September 8, 2011. Our focus is continuous improvements to reduce sodium and sugar content. Finalize a lacto-ovo vegetarian (who does not eat animal flesh of any kind, but is willing to consume dairy and egg products) menu for an alternative to Halal meals.

Maintenance:  HRYCI Kitchen Expansion Design- It has been determined that the existing HVAC systems will not be sufficient to handle the kitchen addition; the new design approach is estimated to be completed by 10/31. DFM is finalizing notification process; however we have selected a DE firm to provide construction management.  NORESCO - The GESA was signed in July and a high level kick-off meeting was held last week. Local kick-off meetings will occur at the sites, we anticipate starting at HRYCI for water and lighting projects first.

Bureau of Community Corrections: Chief Hines  BOTC class started August 18th; there are 21 cadets, 1 on light duty. Graduation is set for October 21st.  Interstate Compact meeting is next week.  Vera Institute held training late August, rec’d good feedback. Next step is to move to Level V training.  CVOP count at 240-245 with phase 1-2 in the program.  Continue Re-entry -1st status reentry court was August 1st, TIS Modification. 2nd is set for September 6th, Moderate to high risk.

Bureau of Prisons: Chief DeLoy  Population count today is: 5,584, last year: 5,516 up 68.  BWCI is staying high, not sure why.

Page 2 of 4  Overtime dollars to date is 169,857 over target, most of that at BWCI, also reflects the execution in July.  TIS Modification Activity: reviewed, 268; eligible, 15; approved, 0.  BOP Policies: since the last Executive meeting BOP has reviewed and updated 9 policies. 8.36 Use of Force was signed on August 30th.  Education: have been unsuccessful in hiring an automotive tech teacher. Plan to explore new avenues.

Bureau of Correctional Heath Services: Chief Welch  Met with MHM and CCS, let them know that we are not happy with the service and that they need to correct their short comings immediately.  Chief Welch will be in Ireland September 8th thru 18th. Dr. Spencer Epps will be Acting Chief during his absence.  SCI is piloting a pharmacy project. If all goes well the next location will be HRYCI.  Final audit will be occurring in the next 10 days.  National Conference on Correctional Health Care is October 15-19th in Baltimore. Twenty three DOC staff which includes Chiefs, Wardens and Deputy Wardens are registered to attend. Oct 17th will focus on Mental Health; Oct 18th will focus on Medical issues.

Roy Lawyer:  Annual Affirmative” Action Report is due September 15th.

Alan Grinstead: NO

Deb Lindell:  DTI has started implementing cyber security training on a bi-annual basis. DTI and HR will be working on in house training.  PBMS: Deb met with someone from South Dakota to discuss PBMS. Deb and Kim will be having further discussion on the matter. Commissioner Danberg suggested this might be an opportunity to participate with out going full bore.

Joe Dudlek: NO

Gail Stalling-Minor:  Wilmington House Authority is reaching out to DOC, letting us know that they are waiving some of the restrictions in place.  Working with Greg Patterson on date for Hazel Plant dedication. BMS to order Bronze Plaque.

Rich Seifert: No

Page 3 of 4 John Painter:  SECC: got a late start on the program with the change of leadership this year but catching up nicely. Still waiting to hear back about a few captains.  DOC Website: considering adding a short video of Commissioner Danberg to the website.  Kudos goes out to Dave Hall for the great job he did with hurricane warnings and preparations.

Ron Drake:  Continue with backlog of 250 in C/O series.  Still short staffed-not enough time to work on review of applications and hiring process.

Kathy Mickle-Askin:  CEIT Class 190 graduation in this Friday, 38 cadets as of today, 1 food service, 3 maintenance.  Training: STROS are at Sussex for annual refresher training, estimated completion by end of September. Emergency preparedness on September 20th at DOC Basic September 26th EP Re JTVCC PREA early November
