PUBLIC PROPERTY COMMITTEE MINUTES

June 30, 2011

PUBLIC PROPERTY MEMBERS PRESENT: Sandy Polzin, Tom Martell, Milt Marquardt, Randy Young and Jerry Erdmann

MEMBERS ABSENT: None

ALSO PRESENT: Steve Dreher, Julie Harland, Lee Pulaski

CALL MEETING TO ORDER: Meeting called to order by Chairman Polzin at 8:00 a.m.

It was noted that the agenda was appropriately posted

PUBLIC COMMENTS: Young had a question about the roof at the Mielke Arts Center. Dreher advised that the roof at Mielke had shingles that failed and were under warranty. Tarp was placed on the roof to protect from damage. Settlement has been received from the shingle company. Have not repaired roof as it was to be repaired along with next expansion project at the Arts Center. Tarp will survive one more winter. There is a capital improvement project to complete the expansion at the Arts Center. If roof replaced and expansion not done, will put on another shingled roof. Expansion project would replace current shingled roof with a metal roof.

Polzin stated that she thought Johnson Controls should have made a better presentation at the County Board meeting.

After finance committee didn’t forward outsourcing resolution, Maintenance has been given permission to refill vacant custodian position.

MEETING MINUTES: Motion by Marquardt, seconded by Erdmann to approve the minutes of the previous meetings. All yes. Motion carried.

MOTION TO DEVIATE: Motion by Erdmann, seconded by Young to deviate from the posted agenda. All yes. Motion carried.

EMPLOYEE HANDBOOK: The Committee received copies of the existing meeting room policy and key control. The Committee would like to review the most recent Courthouse para- professional contract and the employee handbook. Contract and handbook will be forwarded to the Committee electronically. Item will be placed on next agenda.

CARRY FORWARD FUNDS: Finance Committee already approved use of carry forward funds in the amount of $4,245 to complete seal coating project. Motion by Marquardt, seconded by Erdmann to utilize $4,245 of carry forward funds to complete the seal coating project. All yes. Motion carried.

SHAWANO COUNTY ARTS COUNCIL ANNUAL REPORT: The Committee received a copy of the Shawano County Arts Council Annual Report. Motion by Young, seconded by Erdmann to accept the annual report from the Shawano County Arts Council. All yes. Motion carried. Per Marquardt SCAC would like park fenced for the Arts and Crafts Festival. The park area is not included in the lease agreement so it will be an issue for the Highway / Parks Committee

COUNTY OWNED PROPERTIES: The Committee received copies of a map of County owned properties.

Received a letter from Safety and Buildings that during the purchase of the property at 201 W 4th Street there was a stipulation that it was defined as a rental property when it was listed for sale. Per that stipulation, property must be brought into compliance. The Count will be filing a request for a waiver. With the waiver, the property would need to be demolished within two years of the purchase date, which was November of 2010. Committee may want to change priority rating of the capital improvement project for the demolition of the house. Motion by Polzin, seconded by Young that given information received from Safety and Buildings, the capital improvement project request to demolish the property at 201 W 4th and construct parking on both the 201 W 4th Street lot and the 312 Franklin Street lot should be modified to change priority rating to urgent and to demolish the house located at 201 W 4th Street and add a gravel parking lot and delete the addition of a parking lot at 312 Franklin Street. The garage is to remain on the 4th Street lot. All yes. Motion carried.

CONSUMER CONFIDENCE REPORT: The Committee received copies of the consumer confidence report for the utility. Maintenance received a notice from Maple Lane that the water does not taste good at this time. Flush and fill of water tank will be completed today to try to rectify the problem. Motion by Marquardt, seconded by Young to approve the Consumer Confidence Report for the utility. All yes. Motion carried.

IN REM UPDATE: Have not closed the sale of the property on Cecil Street in Bonduel. Will need to be mowed until closing takes place. Pricing has been received to demolish the buildings at the unsold Town of Wescott property.

MAINTENANCE STAFFING LEVELS: The Committee received copies of Appendix E from the program evaluation that was completed of the Maintenance Department. Young stated that he wants to know if need to get rid of extra duties, need more staff or if staffing levels are adequate. Next month the Committee will review appendix E. Dreher will compile a list of core and non-core functions and the amount of time spent on each.

Steve feels responsible for not educating more with the Johnson Controls resolution. Many county buildings are in need of repairs and efficiencies need to be looked at for each. Johnson Controls has completed their condition assessments. JCI approached Steve to see if the County wanted the completed condition report. It was the consensus of the Committee for Steve to talk to JCI further and bring the issue back to the committee.

Tom Martell left at 9:50 a.m.

DEPARTMENTAL UPDATE: The Committee received a printed department update and it was reviewed. Young questioned if the tree on the southwest corner of the Courthouse block needs to be cut down. Steve advised that it has a hollow spot and drops a lot of debris. Problems at tower sites in Bonduel and Gresham. Rodent issues on the generators. Will be rodent proofing the generators at both sites.

Salvage items at the 4th Street property will be addressed at the next meeting.

The Committee prefers the printed departmental update

NEXT MEETING: The next meeting of the Public Property Committee will be held Thursday, August 4th at 8 am.

Motion by Marquardt, seconded by Erdmann to adjourn. 4 yes, 1 absent (Martell). Motion carried.
