2 Minutes of the last meeting – 24 September 2012 The minutes of the meeting held on 24 September 2012 were approved. Matters arising from the previous minutes would be picked up via agenda items
3 School Crossing Patrol Service 3.1 KD reported on the tragic death of Ray Elsmore, school crossing patrol officer at Queen’s Inclosure Primary School. Ray had been a SCP officer for 13 years, 11 years at this location. Cllr Carter, MS and KD attended the funeral, KD will be meeting with his relatives on 25 January. An internal investigation following death at work is being undertaken as part of the HSE procedure. Initial findings indicate robust measures in place including training, monitoring and visits. 3.2 KD advised that she had approached ‘Love your Garden’ TV series presented by Alan Titchmash and was hoping that they would assist with the making of a memorial garden in the School grounds. Will hopefully hear back towards the end of January. CC/SW raised the issue of securing additional funds, KD advised that she would be meeting with HR where they would explain the procedures. SW suggested that if the garden project was not taken up by the TV programme, that HCC could fund as a show of gratitude for his long service. SW to speak with Cllr Thornber regarding assistance with funding.

3.3 KD advised that in recent months she had implemented many changes in procedures which have helped with the current investigation. 3.4 KD advised that Alan Claggett, (Ray’s supervisor) had handed in his notice for personal reasons. She will be recruiting to fill vacant post. 3.5 KD advised that PCSOs from Hampshire Constabulary provided cover for the site in December and that ACSOs from HCC are covering until the end of January. KD advised that a replacement member of staff had been appointed from Havant and following a CRB check and references, hopefully they would be starting after the half term period. 3.6 SW advised regarding Eden Brook, Hitches Lane – a further development of 140 houses has been planned. Requests for a crossing had been received from parish councillors and local residents. With an increase in population predicted do we need to wait until the development has been completed before proceeding with the provision of a crossing. Can a survey be undertaken on predicted growth. 106 developer contributions have been used to provide cycleway at this location. 3.7 Increase in school parking following new building and extensions. Some schools have made arrangements with local supermarkets, drop off areas in adjoining streets. Parking will become more difficult, Cllr Kendal keeping working group going on this to secure best utilisation of space for parking. Mark Saunders looking into two areas for safer routes to schools.
4 Agenda items for February area meetings 4.1 KD reported that agenda items would be similar for all three meetings and asked for any suggestions. 4.2 CC – Accident data statistics update – asked if these could include incidents involving cyclists on cycle tracks/shared pavements. KD advised that this type of incident is not recorded by police so unable to give statistics for incidents involving cyclists. KD advised she was working with the Police on project called Steer Clear tackling cycling issues. Other items highlighted;
. Shared space . Old infrastructure – increased pavement size . Cyclists not aware of blind people . Inappropriate speeds . Disregard for other road/path users . Motorist/cyclist conflict
4.3 KD suggested to combine cycling issues with Bikeability presentation for the next round of RSC meeting being held in February.

5 Educational programme updates 5.1 KD updated on Pass Plus, due to procurement issues, changes to the way in which Pass Plus is provided. The system will continue to be offered but it is hoped to add value to the present system. SW asked what the take up rate was, KD advised national figures show that 1-5 young drivers have an accident within the first six months, 1-10 from those who have undertaken Pass Plus training. CC highlighted the need to target secondary schools and colleges. StreetSense, Safe Drive Stay Alive were also highlighted. KD advised that only Eastleigh College had taken up the offer of attending the Safe Drive Stay Alive presentation held at the Hexagon, Reading. Alternative venue Winchester Guildhall (free bus service provided to and from venue). SW suggested contacting Head of Student Services, member of Roads Policing unit and School Governor to encourage schools/colleges to participate. SW highlighted that schools/colleges had a social responsibility to ensure the safety, education of their pupils. 5.2 KD advised that a film/presentation was being made with Eastleigh College on the outcomes from the Safe Drive Stay Alive event which would be passed to schools/colleges to illustrate the benefits of taking part. 5.3 StreetSense – KD advised that following the good response from the initial programme it was hoped to roll out to all secondary schools. KD advised that the Road Safety Team had limited resource to cover this. Cllr Kendal had indicated before more staff resource could be agreed that demand for the scheme would be monitored. 5.4 KD advised that car seat checking events would not be taking place this coming year. HCC had requested help from Police/F&R but support had been patchy. HCC will still continue to offer advice via web page, promotional material. Suggestions followed regarding where information could be provided.

6 Police and Fire & Rescue updates 6.1 KD advised John Snook had retired after 30 years service. Acting Inspector Andy Tester would be taking his place temporarily until his replacement has been appointed. 6.2 F&RS – changes in progress, hoping to work more closely with the fire service via joint working programme. 7 Date of next meeting – to be confirmed
