Barnstable Community Horace Mann Charter Public School Board of Trustees Meeting Minutes Monday, October 24, 2016 at 5:30PM

Meeting Location: HYCC, Conference Room, 141 Bassett Lane, Hyannis

Present: Eric Steinhilber Chairman, Todd Carley Vice-Chairman, Beth-Anne Allen Secretary, Timea Menyhart Treasurer, and Principal Dr. Sheila Kukstis Board of Trustees (BOT): John Burnett, Travis Cundiff, Patty Horgan, and Steve Thompson.

Absent: Brad Goodwin Clerk, Shelby Powers

Guests: None

Call to Order: Chairman Steinhilber opened the meeting at 5:33pm, with a reading of the School Mission Statement

Public Comment: No one came forward. Vote of Approval of Minutes for: September 26, 2016 – Motion made by Mr. Todd Carley (with the correction of spelling error). Mr. Steve Thompson seconded the motion and minutes were approved. Subcommittee Reports:  Enrollment Committee report: Trustee Horgan reported that they will hand out Frisbees with school logo and information about BCHMCPS at the Hyannis Halloween event.  Personnel Committee: The personnel committee will meet soon to go over goals summited by principal Dr. Kukstis. Discussion on what form to use for principal evaluation. Principal Kukstis was told by the district that her evaluation is not done by them. It is a board responsibility.  Finance Committee report: Treasurer Ms. Menyhart reported that we are between bookkeepers. Vicki Gauthier will begin on November 1st. Meet with the town regarding grant funds not being drawn down. Most has been resolved except for 3,000.00 which might have to pay back to the state. This year the board will be using auditing firm Pairs and Sullivan which is the same firm the Barnstable School District uses. We have a 3 year contract ($12,000). Treasurer Menyhart is continuing to work on Day Care book keeping which has been very inconsistent. Motion - A motion for an Amendment regarding Day Care Policy was put forth by Treasurer Ms. Menyhart, which stated Reimbursements can’t be made without going through a purchase order. Board member Mr. Carley seconded the motion and the Motion was past. Ongoing discussion with Mr. Gareth Markwell and the town will continue regarding budget.  Cadres: Ms. Allen reported that cadre work was progressing smoothly with a good focus on finalizing action plans.  PTO: The Halloween party held on Friday, Oct. 21st, after school, was a big success. PTO raised $1,000.00.  Friends of BCHMCPS: Friends is looking into a difference form of fundraising instead of auction. Chair, Eric Steinhilber said that the amount of work that went into organizing the auction was tremendous. There is a possibility of holding Car Raffle – Friends has been in touch with the Toyoda Dealership. Board members discussed the idea of a Casino Night as another possibility. Ms. Menyhart mentioned the importance of Friends keeping a reserve as well as a clear understanding of how the money is used. School Leader report:  Currently 293 students; three new K students have been added. One more toured the school today and will start on Monday making enrollment 294  December 13th site visit  Coordinated Program Report- 2017-2018 school year for the whole district  Federal Grants update  Bookkeeper starts November 1  K assistant resigned to take a full-time job. Interviews are taking place now.  Reading assistant resigned to take a teaching position; position has been posted and interviews will take place later this week.  November 8th is an all-day professional development. There is no school for students. Staff training in CITW and ASP in the morning and Envisions math training and Cadre work is planned for the afternoon.  Two math programs are being piloted: Envisions Math and My Math  Had a great training day on October 15th about Data dashboard. Principal Kukstis said that she invited anyone from the district to join the training.  BCHMCPS will Pilot Chromebook and Google platform  Literacy Night was a big success. About 101 students attended with approximately 300 people overall in attendance.  A way of building gratitude, flags will be planted in front of the school with a banner thanking our veterans. Letters will go home to families asking for names of family veterans or veterans they know or knew. The names received will be twisted on a small flag, which will be planted in front of the school be the students and staff.  The next Principal Cup of Coffee will take place November 14th at 9:00 – 9:30 Board of Trustees Update:  Reflected on the Oct. 19th District Meeting Workshop…general feeling from board members was positive in regards to opening communication and discussion. Mix feelings from board members regarding district position on signing off on BCHMCPS Charter renewal. There was a suggestion from the School Committee that the district should investigate the idea of an Innovation School.  Reviewed the board’s strategic goals – discussion on hiring a firm to help with fundraising. Mr. Steinhilber worked with CCS, a strategic fundraising firm, but our school might be too small of an organization for CCS. Another possibility is Dave Chase – Chase Solutions Inc. Dave is familiarity with charter schools. Suggestion was made to invite Dave in - presentation /meet in a small group of board members first – then present to whole BOT in special meeting (Our goal is to get 500,000.00 in reserve). Mr. Steinhilber will contact both firms.  Renewal Task force – The board would like a mix of teachers/staff, parent and board members. Long term plan is to present to BCHMCPS Board of Trustees for approval in February 2018 and then to the Barnstable School Committee by April 2018. Board members are to bring names of staff for task force at the December meeting. With the renewal coming, a suggestion was made to create a PR campaign led by parents to help with spreading information out about BCHMCPS. Vote to adjourn (7:40p): On a motion by Mr. Carley, seconded by Mr. Thompson, the Board adjourned for the evening.
