OHIO DEPARTMENT OF YOUTH SERVICES Harvey Reed, Director  John Kasich, Governor

To Whom it May Concern,

Please be advised that the Scioto Juvenile Correctional Facility is in the process of updating our database for the Emergency Call -Out System that alerts Delaware County residents within a 1.5 mile radius of the Institution in the event of an escape.

It has come to our attention that Delaware County 911 Center has purchased a new “state of the art” Reverse 911 System (Code Red System). Reverse 911 is a system that can alert the community of an emergency in the Delaware County area via telephone.

Scioto Juvenile Correctional Facility will utilize the Delaware County Reverse 911 system in conjunction with our current IP Celerate System (see attached registration form) to alert the surrounding community in the event of an escape from our Facility.

To recap, SJCF will utilize two different emergency call-out systems to alert the community in the event of an escape: 1. IP Celerate- this system was purchased by SJCF – if you want this system to call you, please fill out the attached form and mail it back to SJCF. 2. Reverse 911- if you want this system to call you please follow the instructions provided below.

If you would like Reverse 911 to call you in the event of an escape from the Scioto Juvenile Correctional Facility, please log onto www.delcocodered.com and enter in the phone numbers that you would like the 911 Center to call.

In the event of an escape; the Scioto Juvenile Correctional Facility in conjunction with local authorities will call and request that the Reverse 911 System be activated to alert the Delaware County Community in a 1.5 mile radius of the Facility that there has been an escape. We will also activate our IP Celerate Emergency Call-Out System to make sure that you are notified. Upon apprehension of the prisoner, SJCF will call and have the Reverse 911 system activated again to alert the community that the suspect has been apprehended. IP Celerate will also be activated again to alert you of the apprehension.

Scioto Juvenile Correctional Facility  Gwen Randle, Superintendent 5993 Home Road  Delaware, OH 43015  (740) 881-3250  www.dys.ohio.gov Scioto Juvenile Correctional Facility will also continue to utilize the steam whistle to alert the community in the event of an escape.

a. Activated at the time of the escape - Two sets of three (3) five- second blasts with five (5) second pause between each blast - There will be a twenty (20) second pause between each set b. Within first hour of the escape - Every 15 minutes, one set of three (3) five- second blasts will occur with five (5) second pause between each blast c. Upon Apprehension - One long twenty-second blast will occur as an “all clear” signal

It is the intention of the Scioto Juvenile Correctional Facility to utilize the best technology available to alert the community in the event of an escape from our Facility. Reverse 911 gives SJCF the ability to reach out to the surrounding community in a quick and reliable manner.

SJCF will continue to send out a mailer to the surrounding community twice a year reminding citizens to update their contact information with the Reverse 911 Center and with SJCF.

If you have any questions or need to add/change your contact information in the Reverse 911 system please feel free to log onto the above listed website.

Thank you for your time,
