Clemmons 10 Document Path: l:\council\bills\rm\1089vr15.docx 11 12 Introduced in the House on February 12, 2015 13 Adopted by the House on February 12, 2015 14 15 Summary: Robert Zachary Askins 16 17 18 HISTORY OF LEGISLATIVE ACTIONS 19 20 Date Body Action Description with journal page number 21 2/12/2015 House Introduced and adopted ( House Journalpage 12) 22 23 View the latest legislative information at the website 24 25 26 VERSIONS OF THIS BILL 27 28 2/12/2015 29 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO CONGRATULATE ROBERT ZACHARY ASKINS FOR HIS 12 REMARKABLE ACCOMPLISHMENTS IN THE BOY SCOUTS 13 OF AMERICA AND TO SALUTE HIM UPON ACHIEVING 14 THE CELEBRATED RANK OF EAGLE SCOUT, THE 15 HIGHEST AWARD IN SCOUTING. 16 17 Whereas, the members of the House of Representatives of the 18 State of South Carolina are pleased to learn that Robert Zachary 19 Askins of Troop 523 of the Pee Dee Area Council has successfully 20 completed the prerequisites for the rank of Eagle Scout; and 21 22 Whereas, to merit the rank of Eagle Scout, a Boy Scout must 23 demonstrate that he lives by the principles of the Scout Oath and 24 Law in his daily life; he must plan, develop, and give leadership to 25 others in a service project helpful to any religious institution, any 26 school, or his community; and he must earn a total of twentyone 27 merit badges, actively serve in a position of responsibility within 28 his troop for six months, take part in a Scoutmaster conference, 29 and successfully complete an Eagle Scout board of review; and 30 31 Whereas, only seven percent of Boy Scouts completed these 32 rigorous requirements in 2013 to achieve the prestigious rank of 33 Eagle Scout; and 34 35 Whereas, in the early 1900s throughout the British Empire, the 36 Scout Movement began to form troops as a result of reading Lord 37 Robert BadenPowell’s “Aids to Scouting,” written to train soldiers. 38 In 1910, at the age of fiftythree, Lord BadenPowell retired from a 39 highly successful career as a scout in the British army to give his 40 attention to this work; and 41
[3618] 2 1 Whereas, as an outgrowth of the Scout Movement in England and 2 with the endorsement of the Chief Scout of the World, Lord 3 BadenPowell, the Boy Scouts of America was formed in 1910, and 4 for a century it has shaped future leaders of America by combining 5 educational activities with lifelong values and fun; and 6 7 Whereas, the members of the South Carolina House of 8 Representatives are grateful for the legacy of Scouting in America 9 and take great pride in acknowledging the achievements of young 10 South Carolinians like Robert Zachary Askins who selflessly give 11 of their time, talents, and energy to enrich their local communities 12 and our State. Now, therefore, 13 14 Be it resolved by the House of Representatives: 15 16 That the members of the South Carolina House of Representatives, 17 by this resolution, congratulate Robert Zachary Askins for his 18 remarkable accomplishments in the Boy Scouts of America and 19 salute him upon achieving the celebrated rank of Eagle Scout, the 20 highest award in Scouting. 21 22 Be it further resolved that a copy of this resolution be presented to 23 Robert Zachary Askins. 24 XX 25
