Minutes of the Allington Parish Council Monthly Meeting on 28th March 2017 held at Boscombe Social Club at 7.30pm

Present: Cllr Brunton (Chair), Cllr Hill, Cllr Silvester, Cllr Smith, Cllr Banks and the Clerk Jane Tier Unitary Cllr John Smale

Public Question Time George Hill advised the Parish Council of forthcoming landscaping and renovations at Charity Farmhouse which may impact on the area with the various vehicles and skips.

To consider any urgent business raised by the public in public discussion, and 121. any other urgent matters or items of information from councillors, or for referral to the appropriate working party. None 122. Approve and sign minutes of 24th January Monthly meeting

Cllr Hill proposed acceptance of the minutes. Seconded by Cllr Banks. All were in favour.

123. Discuss and Vote on Planning Applications;

17/01950/Full: Two storey rear extension at 2 Bourne View, Allington, Salisbury, SP4 0AA

Cllr Banks declared an interest. After discussion, Cllr Brunton proposed no objection. Seconded by Cllr Smith. All were in favour.

124. Implementation of Village Speedwatch programme

Cllr Brunton reported there will be 10 volunteers from the village who are going to attend a Police speed-watch training session in Devizes on 30th March. Once the training has been undertaken the speed watch scheme will be implemented in the village in areas that have been designated by the Police. All residents of the Parish have been notified by flyer.

125. Temporary Closure of C293 for resurfacing

Cllr Brunton reported road works will commence on 17th April for the repair of potholes and then resurfacing of the road.

126. Update on Grass cutting contract

Cllr Brunton reported the current contractor for the grass cutting, Adam Fox, will continue as the contractor for the year 2017/2018.

127. Area Board Update (Cllr Smale) Cllr Smale reported the next Amesbury Area Board meeting will be held on 25th May at Durrington Hall. 128. Broadband Update (Cllr Silvester) Cllr Silvester reported on several existing issues with Broadband in the villages. B.T. and Openreach are giving conflicting reports on who is responsible for resolving the issue. Cllr Silvester will keep the PC updated on the roll out in the Village over the coming months. 129. Monthly Cheque signing and agree monthly accounts Idverde (£20.16), M. Brunton (Winter clear-up – £425.00), W.C. Cemetery Rates (£30.58) and Jane Tier (Wages – £352.98) Cllr Smith proposed acceptance of the cheques. Cllr Brunton abstained. Seconded by Cllr Hill. All were in favour. Bank Balance at time of meeting was £11907.93. 130. Correspondence Grant Thornton Annual Audit return. Pension scheme letter for Clerk. 131. AOB Cllr Hill reported on fly-tipping on the A338. Unitary Councillor Smale will keep behind our request for clearance. Cllr Banks reported the road sweeper, hired from the private sector, will be in the village on Thursday 30th March. Cllr Banks will contact Kate Derbyshire regarding car parking issues at Bourne View. Cllr Brunton reported on the forthcoming elections for Unitary and Parish Councils. Cllr Brunton reported he will report the 6 potholes on the A338 at SP4 0BL. 132. To confirm the date of the next full council meeting The next meeting will be held on 16/05/17. 133. To close the meeting The meeting closed at 8.17pm
