UNAPPROVED BOARD MEETING MINUTES March 16, 2016 4:00 PM

CALL TO ORDER: The meeting was called to order at 4:00 PM

FLAG SALUTE: The flag salute was led by Luke Connor

ROLL CALL OF BOARD MEMBERS: Members present were Fred Hill, Sandy Handsaker, LaJean Yates, Dwayne McIntosh, Jim Rust and Debbie Hill (Clerk of the Board)

RECORDING OF MEETING NOTICE: Board President reminded everyone that the meeting is being recorded and the recording is public record.

RECONIGNITION OF GUEST: Barb McIntosh, Luke Connor and Mike Graham

READING OF THE MINUTES: Fred Hill made a motion that the reading of the January minutes be suspended. Dwayne McIntosh seconded the motion. Motion passed. Fred Hill made a motion to adopt the January minutes. Dwayne McIntosh seconded the motion. The motion passed.

TREASURER’S REPORT: Sandy reported that she will report on both January and Februarys financials. Sandy asked the Board if they have any questions? Jim Rust requested an explanation on what the actual cash reserves were on the financial reports. Sandy proceeded to explain the financials to Mr. Rust. Sandy asked if there were any other questions. Jim wanted to discuss the VFIS insurance. He questioned why we had this insurance and is it needed. The Board discussed the issue and determined that there will be further investigation. Dwayne McIntosh will contact Great Basin Insurance and evaluate the issue. Fred made a motion to accept the January and February financials. Dwayne seconded the motion the motion was carried.

BOARD OF DIRECTOR’S REPORT: 1 No report.

OLD BUSINESS:

501 (c) 3: President Fred Hill reported to the Board that we have received a letter from the IRS that we now have a 501(c)3 designation.

SDAO Water Intrusion Grant: Fred reported that the acceptance of the Water Intrusion Grant letter has been sent to the SDIS and requested that we receive the moneys prior to the start of the work. Chief Glenn will coordinate the work as soon as the weather permits.

Budget: Board President reported that the Budget Officers have met to begin the process. The Budget meeting is scheduled for April 20th,2016 at 10:00 AM in the Aspen room. He also reported that this year's citizen committee members will be Mike Black, Mike Handsaker, Meridel Hedges, Tamara Popp, and Kathy Ross.

BBQ Committee: Judy reported that things are moving along.

NEW BUSINESS Resolution 16-1 Attorney of Record: Fred reported that our Attorney of Record has retired and we need to replace him with a new Attorney of Record. Sandy and Fred met with Mr. Brad Aspell of Aspell, Henderson & Anderson. Mr. Aspell works with Special Districts throughout the county. Fred then read Resolution 2016-1that names Mr. Brad Aspell as the Attorney of Record for Rocky Point Fire and EMS Special District. Dwayne made a motion to adopt the Resolution Fred seconded the motion. The motion passed.

SDAO Internship Grant Program: Fred brought forward the SDAO Internship Grant Program for discussion. The provides a matching grant for an Intern. After discussion the Board determined that this program will not work for us. The item was tabled.

ASA Representative Appointment: Board president reported that Janice Jensen will represent the district on the Ambulance Advisory Board. She will replace Diane Walker Pope.

Fred Meyer Community Partner: Clerk of the Board Debbie Hill presented to the Board that now that we have our 501(c)3 we can now apply to be in the Fred Meyer Community Partner Program. The program allows for people to designate Rocky Point Fire and EMS as the recipient for matching reward points from the Fred Meyer Community Partner Program. A motion was made by Dwayne that we apply for this program Sandy seconded the motion passed. Deb Hill was tasked to proceed with the application. 2 CHIEF’S REPORT: Chief Glenn reported to the Board that on March 28th we will have a power point presentation from Mercy Flights and also a dual helicopter fly in at the Great Meadows. With Both Mercy Flights and Air Link. He went on to say that we continue to train every Monday from 9:00 to 12:00 Noon. And that we are currently at 16 volunteers and the equipment is in good order.

VOLUNTEER ASSOCIATION REPORT: Barb McIntosh reported on the Soup and Bingo fund raiser that the Association held. The money earned by soup sales will go to the Association and will be put in their account and be used for the next T-Shirt order. They also will have other fundraiser events. The monies raised by the bingo games will go to the BBQ fund.

GOOD AND WELFARE: The Board discussed the recent theft that accrued at Crystalwood Lodge .

Fred reminded everyone the Budget Committee will meet on April 20th and would like to have the regular meeting after the Budget Committee meeting. The Board aggreed.

ADJOURNMENT: Fred made a motion to adjourn the meeting and Dwayne seconded the motion. The motion passed and the meeting was adjourned at 5:10 PM
