NISQUALLY SIEC meeting being held today April 21,2011. Jim Fernando, SIEC will be attending via teleconferencing. Glenn also reported that 2011 FY is being NEZ PERCE reviewed and should be moving forward now that Congress has approved a NOOKSACK budget. New budget eliminates IECGP directly from the budget, but funds will still be available from other pools. NWTEMC is also finishing Q1 Progress QUILEUTE Report and will be submitting soon to WA EMD. Lynda also added that she has QUINAULT a memorandum of understanding signed between Lower Elwha, Makah Tribes

SAMISH and Clallam County and will be submitted with Progress Report.

SAUK-SUIATTLE o Proposal: Creation of 2011 Conference Planning Committee SHOSHONE- BANNOCK The Chair creates 2011 Conference Planning Committee. Lynda asked for

SILETZ volunteers. They will help with identifying speakers, setting agenda and helping out during the Conference. Will be on bi-monthly conference calls. SNOQUALMIE Volunteers were: SPOKANE . COW CREEK Band of UMPQUA  New Business o CERT Update – Lynda COWLITZ . Nisqually CERT class: April 16, 17, 18, 2011 HOH Lynda was proud to announce that Nisqually Tribe’s CERT class has KALISPEL been completed. Lynda presented student CERT diplomas to Ken LOWER ELWHA Choke to present to tribal members and staff who completed the class. KLALLAM

LUMMI Ken mentioned that the class begun in August, but had to be cancelled before it was completed due to a death in the Tribe. The Tribe had an MAKAH opportunity to complete this April and thanked NWTEMC staff and MUCKLESHOOT instructors for being understanding and accommodating. Ken noted NISQUALLY that a Tribal Council member attended and that the instructors did a good job. It helped folks understand what to do in an emergency. Ken NEZ PERCE also asked if the NWTEMC could conduct a class for the Nisqually Tribal NOOKSACK Council. Lynda replied that NWTEMC would be honored to do so. Ken also asked if a terrorism aspect can be added to the class. Lynda added QUILEUTE that terrorism component can be added to the class and be discussed QUINAULT in-depth.

SAMISH Lynda stressed that the Mission of CERT is teaching the community to SAUK-SUIATTLE be safe. SHOSHONE- BANNOCK . Upcoming CERT classes:

SILETZ  Colville Tribes will be havinga CERT class, dates TDB  Kalispel youth CERT will be held June 27, 28, 29. It will be SNOQUALMIE required of Tribal Summer Youth workers and will be done 1st SPOKANE week of employment. It will be held in Usk WA as Public safety building with drills/exercises being held at Pow-wow grounds. STILLAGUMISH Everyone is welcome to attend. No hotels in Usk, lodging SWINOMISH available in Newport WA, about 20 miles away.

NWTEMC Box 1091 Page 5 of 10 Everett, WA 98206 Lynda mentioned that now that Budget has passed, many grants will be COLVILLE opening up and will be a short turnaround time for applications. COEUR D’ALENE . Tribal Homeland Security Grant COW CREEK Band of UMPQUA FY11 Grant has not been announced. No mention made in Federal COWLITZ budget. NWTEMC is continuing to prepare application for when it is HOH announced.

MAKAH . EMPG grant MUCKLESHOOT NWTEMC worked hard with Tribes needed helping preparing this NISQUALLY grant. Lynda noted that Jim, Swinomish will be attending WA EMD NEZ PERCE meeting Monday to discuss new methods to determine eligibility to NOOKSACK distribute funds. Jim noted it is a month-long process and may include revising the WA Administrative Code (WAC) QUILEUTE http://apps.leg.wa.gov/wac/ QUINAULT . Hazard Mitigation Grant Program funds available related to DR-1963 SAMISH WA disaster. Letters of Intent sent out if Tribes want to apply for funds SAUK-SUIATTLE to prepare a hazard mitigation plan or submit for a mitigation project (if they have a FEMA approved plan in place). NWTEMC Box 1091 Page 6 of 10 Everett, WA 98206 Lynda gave an update on Conference planning efforts, including background COLVILLE of Tribal EP Conferences. 2001 was first Joint Conference with Northwest COEUR D’ALENE Portland Area Indian Health Board (NPAIHB) and University of Washington.

COWLITZ  Date: August 16, 17, 2011 HOH  Location: Little Creek Casino, Shelton WA  Breakfast 8am, Conference time: 9-5pm KALISPEL  Will be able to pay for two rooms for each Washington State Tribe, 1 LOWER ELWHA public health rep and 1 emergency management rep KLALLAM  Block set up now, details will be sent out soon and posted to website LUMMI  Agenda format: 1st day will begin with 4 hour general session, the rest MAKAH will be a trade show environment with information booths/kiosks set up. Will allow for vendors to set up in space too. Tribal members and MUCKLESHOOT Tribal Elders will also be setting up tables to display cultural NISQUALLY preparedness materials. Joan & Bruce 9who are at this meeting) will be displaying Native food prep methods. Hanford from Nisqually will also NEZ PERCE have a table on preparedness. NOOKSACK  Looking for more folks who can display/teach Native practices/customs QUILEUTE relevant to Emergency Preparedness/Public Health  Will also be a video/movie theatre area that will display public service QUINAULT videos that were prepared by or include Tribes. Will repeat videos 3-4 SAMISH times depending on amount of videos.  If you know of any good videos, please let Glenn or Lynda know. As an SAUK-SUIATTLE example, Del discussed his “Drive-by shooting” Flu inoculation SHOSHONE- conducted at Colville Reservation. BANNOCK  Currently a block of 150 rooms is reserved, with 58 pre-paid for WA SILETZ Tribal reps. May be able to offer stipends for Tribal Elders and reps SNOQUALMIE from other Tribes from other states, subject to funding availability.

STILLAGUMISH o National Tribal Emergency Mgmt. Council update – Lynda SWINOMISH

TULALIP Lynda had gone to DC recently to discuss creating a National Tribal Emergency Mgmt. Council based on NWTEMC model. NWTEMC staff and Board will be UPPER SKAGIT attending Indian Affairs Conference in May to discuss NTEMC. Current plan is to use nWTEMC Board to create NTEMC while Charter, Polices etc are NWTEMC Box 1091 Page 7 of 10 Everett, WA 98206 developed. Leadership nationally will be developed that will ultimately make COLVILLE up National Board. COEUR D’ALENE o Meeting with BIA/DOI April 4, 2011 – Lynda COW CREEK Band of UMPQUA Met with Stan Speaks, Larry Brown and Bill Wiley from Dept of Interior. COWLITZ Discussed emergency management in Indian Country. Discussed formation of HOH NTEMC. Rick mentioned that DOI asked what do Tribes need? The answer: FUNDING!!!. Bob, CDA tribe remarked that “trickle down funding/welfare does KALISPEL not work in Idaho. Tribes need direct funding. To fund NTEMC, Lynda is asking LOWER ELWHA that FEMA/DHS reallocate funding. Architectural studies being prepared to determine costs.  May: tsunami tabletop exercise at Quileute Tribe QUILEUTE  Cache project being put together for coastal communities. QUINAULT Bidding out costs. Cache include water purification, first aid, SAMISH foodstuff  Robert Ezelle, Homeland Security Manager for WA EMD will SAUK-SUIATTLE also be overseeing the E-911 program. Homeland Security will be SHOSHONE- split into 2 sections. More details to follow. BANNOCK . WA Dept. of Health – not present, no report SILETZ . American Red Cross - John Zingg gave report. Lot going on in developing partnerships. ARC/NWTEMC has been a good model and is SNOQUALMIE being used national, especially with tribes in Oklahoma. Will also begin SPOKANE outreach to Oregon tribes. . STILLAGUMISH US Border patrol – thanked Tribes for allowing them to attend.. mentioned they have a working relationship with tribes on the east SWINOMISH side, such as Colville. Invloved with the Stonegaarten grant, pointed TULALIP out that more homeland security grants need to go to the Tribes. o NWWARN UPPER SKAGIT . Lynda reminded folks about NW Warning, Alert & response Network. NWWARN is a collaborative effort between government and private NWTEMC Box 1091 Page 8 of 10 Everett, WA 98206 sector critical infrastructure partners with a goal of near real-time COLVILLE information sharing to help protect our regional/national COEUR D’ALENE infrastructures, communities and the public. It serves the governments and citizens of the Northwest US states of Alaska, Idaho, COW CREEK Band of UMPQUA Montana, Oregon and Washington and the Canadian provinces of Alberta, British Columbia and Yukon Territory . HOH NWWARN was designed and developed over five years with the assistance of the Federal Bureau of Investigation (FBI), Pacific KALISPEL Northwest Economic Region (PNWER) and regional private/public LOWER ELWHA critical infrastructure leaders. KLALLAM

LUMMI Its members are key business and government managers with responsibilities for security, preparedness, strategic planning, MAKAH emergency management, response and recovery from all disasters and MUCKLESHOOT terrorism threats. NISQUALLY Not much Tribal participation. NWTEMC encourages folks to sign up. NEZ PERCE

QUILEUTE  Good of the Order QUINAULT o Claude mentioned that he recently attended the BIA Highway Safety Conference and noted that the BIA Highway Safety program is underutilized SAMISH by tribes. It has classes and programs specifically for the Tribes. The grant is SAUK-SUIATTLE performance based and can be used for Law Enforcement and Public Safety SHOSHONE- and equipment such as child seats. It does require the reporting of traffic BANNOCK statistics. Will pay for manpower, training and equipment as long as its for
