Recommendation

Both the UIS IT Governance and the University Security Advisory committee support the recommendation to establish a data governance council. The data governance council body would bear responsibility for overseeing and directing the work of data governance including:  Review and endorse policies and principles for how data will be managed  Identify and appoint data custodians for common data types (e.g., FERPA, human resources, or finance)  Hold data custodians and data stewards accountable for information quality

Goals

The goals for the data governance implementation team include:

 Develop initial precepts for data governance (e.g., a principle for board approval that requires data to be managed as a material asset of the business)  Perhaps though APS, form data governance council and create or establish links to data advisory groups for specific types of data.

Roadmap

 Identify research questions and task individuals to complete and report back  Identify possible external guidance (e.g., individuals with higher education data governance experience who can speak to their experience)  Report back on research questions  Draft initial precepts for data governance  Seek feedback and support for initial precepts from key stakeholders  Identity structure, roles, and membership for data governance committees  Using initial set of principles draft APS forming data governance council and establishing data management requirements as appropriate  Seek feedback and support for APS  Identify possible methods for measuring data quality, reviewing the existing data classification scheme and the proposed new classification structure to identify criticality and sensitivity of data elements and systems as per business needs and regulatory requirements  Form data governance council
