The meeting was called to order by Pres. Nissen and the confirmation of public meeting notice was affirmed by Deputy Clerk Hall.

APPEARANCES
STEVE TOTZKE; DOUSMAN FIRE DISTRICT UPDATE
Steve updated the board with his monthly report. He informed the Board of the upcoming meeting he would like them to attend in regards to merging with the Village of Summit Fire District. The meeting is Tuesday, August 23, 2011 at 7pm at the Dousman Fire Department. He would like everyone to attend so as to have a quorum. Village of Summit and Town of Ottawa have it on their calendar. S. Totzke said he will get everyone a copy of the proposal before the meeting.
BELLING; 200 WILSON AVENUE; POND ISSUES
The Belling’s spoke in regards to the concerns of their pond being low since the upgrade of the treatment plant. E. Larson explained that their situation was discussed at the last staff meeting and the staff determined that it was not a Village concern but a private concern. E. Larson did some research on legal issues and in his opinion it is not a legal issue. He provided some aerial photos dating back to 1941 that he got from Waukesha County. You could see through the years the fluctuation in the water. J. Nissen said he was going to have a conversation with G. Powell the Village Engineer and get back to the Bellings.
New Business CHANGES TO EMPLOYEE HANDBOOK
The employee handbook currently reads Notification of inability to work shall be given as early as possible. It is intended by this section that an employee be entitled to sick benefits for the first 3 working days without furnishing a medical certificate, but that a medical certificate may be required for any sickness, which continues for more than 3 working days. Sick leave shall be charged in no less that one hour units. It is recommended that it be changed to 3 consecutive occurrences instead of days or 16 hours in a two week period or a medical certificate may be required.
It was discussed that the wording in regards to the Village and the Wisconsin Retirement Fund be research in regards to wording since the changes have been made by the new State Law. AGREEMENT AMENDING INTERMUNICIPAL AGREEMENT FOR THE OPERATION OF THE LAKE COUNTRY MUNICIPAL COURT
A new agreement needs to be signed because they are adding the Village of Merton. J. Nissen moved to amend the agreement to add Village of Merton. C. Queen seconded. Carried.
RESOLUTION #06-11 BORROWING $138,816.91 FROM SEWER UTILITY FOR PURPOSES OF PURCHASING LAND LOCATED AT 160 S. MAIN STREET
The Board was presented three proposals of 3%, 3.25%, 3.5% & 3.75%. It was asked by the board to find out how they come up with the different interest rates and this be put on the August 23, 2011 agenda for consideration.
NEW LIQUOR LICENSE INITIAL FEE
B. Kaniewski had a draft policy in regards to the new liquor license that is now available. Deputy Clerk Hall explained how the new liquor license which is called a Reserve Liquor License works. Because the Village reached over 2000 residents in the Village of Dousman a Reserve Liquor License is available. We will be eligible for another Reserve Liquor License after we reach 2500 residents. Each Reserve License has a $10,000 fee that has been established by the State of Wisconsin. The policy B. Kaniewski has drafted has ways that the Village could possibly help those who would like a Reserve License offset the cost. It was recommended everyone take the draft home and bring back their thoughts to the clerk so we have them for the next board meeting.
CHARGEBACK APPEAL; LEE BLEECKER
It was commented that the request for Lee Bleecker did not supply the more detailed reasons for why they felt they should not have to pay. At the July Board meeting he was invited to the Village staff meeting on July 21st to discuss with the Village Engineer their bill. He did not come. J. Nissen asked that the Village Planner and the Village Engineer review their billing to see if anything was duplicated between the two of them in regards to fees. DRAFT AGREEMENT AND DEED RESTRICTION; HERR/LURVEY PROPERTY
J. Nissen explained how that he and E. Larson met with R. Herr and his attorney in regards to the draft agreement and deed restriction to the get this project put to bed. This new draft agreement and deed restrictions has been forwarded to Herr’s attorney and we are waiting for a response. This will be discussed at next months meeting.
AUTHORIZATION TO DRAW ON THE LETTER OF CREDIT; MASONIC CENTER FOR HEALTH & REHAB, INC.
It was explained by B. Kaniewski how with the construction of the new Rehabilitation Center by the Masonic there were certain requirements that they had to follow in regards to landscaping and storm water management for NR216. B. Kaniewski explained that after review of the property there were some area of concerns and he felt that the Letter of Credit is due soon and at the staff meeting they felt that the Board should be aware of the situation. Jerry Hoeppner spoke on behalf of the Masonic Home and explained that things looking good. They were on a no water request for a few days from the Village when we had our well issues and lack of water and the heat did not help. It was discussed that this will be back on the agenda for next month and Jerry Hoeppner should think about that if we don’t get a positive recommendation from the Village Engineer in regards to approving the landscaping as to how they may post cash instead of having the Village draw on the Letter of Credit.
3-MONTH REVIEW OF UTILITIES SUPERINTENDENT SALARY
J. Nissen explained how he meets with Joe on a bi-weekly basis and explained to the board that Joe is doing a terrific job. J. Nissen recommended that they increase Joe’s salary by $4,000. Other Bard members also commented on how well they feel Joe is doing and are very pleased with what they are seeing. J. Nissen made a motion to increase Joe’s salary by $4,000/year. Seconded by C. SETTLEMENT AT UTICA LAKE ADDITION NO. 1 DEED RESTRICTION
The Deed Restriction for the Settlement at Utica Lake Addition 1 is now complete. E. Larson explained that he has all the original documents signed by the developers and the bank that has the mortgage on the property. It just needs to be approved by the Village Board and registered with the Register of Deeds at Waukesha County.
J. Nissen made a motion to approve the Agreement and Deed Restriction regarding Settlement at Utica Lake Addition No. 1 as executed by the owner MS and RH Development, LLC on June 20, 2011 and ISB Community Bank on July 28, 2011, and to authorize the Village President and Village Clerk to sign the same, and to direct the Village Clerk to record the document with Waukesha County Register of Deeds. C. Queen seconded. Carried.

REPORTS
Police Department
John explained that he believes that the department is still missing some calls on the phone during the day, meaning when people call they are not always getting an actual person but the answering machine. He is working it out with the Deputy Clerk to answer calls when he is out and unavailable and at night he will have the calls forwarded to the communication center. That way they will have a live voice and the communication center can pass on the messages to the on-duty officer when he is not out on a call.
John wanted to let the Board know that Derby Days was outstanding. There were no arrests and everything went very well. Village of Dousman Board Meeting Minutes August 8, 2011 Page 6.
DPW/Sewer/Water Department
Security Cameras at Treatment Facility Joe informed the Board he has not had time to look into the security cameras with the Well #2 issues. He will get some numbers together for next month.
Main Street Lift Station Joe explained that the lift station has safety hazards and is costly. He explained the pump in there never shuts off. The pump costs about $2,000.00. About every 2/3 years the pump is having to be replace because of the fact that it is constantly running. He feels that the Village should spend about $3,000.00 to $5,000.00 to upgrade it with an alarm to let the Village know when it gets to high plus put a new panel that will stop the pump from running 24/7 to save on money in the long run. J. Nissen gave Joe the go ahead to get some numbers together to get it upgraded before the pump went out again.
Dress Code/Uniforms Joe has a cost of $2,077.40/year. $40.00 a week, which gives 3 the 3 of them full uniform, 2 spring type coats, with names and Dousman Utilities on them. Joe also pointed out that this company also does fire extinguishers. He has noticed that some of our fire extinguishers out of date. We sometimes get the extinguishers back from the current company. He would like to work with this company and get the Village up to date with all the fire extinguishers throughout the Village. J. Nissen told Joe to just go ahead and get the fire extinguisher issue resolved. Joe was also given the go ahead to get the uniforms.
Discussion on Issues with Well #2
Joe gave the board an update on the issues involving well#2. He gave the board members to quotes from two different companies to get the well up and running to full capacity. He feels that the pump in the wells should be checked every 10/15 years for maintenance instead of 20 and being more expensive in the long run. Joe got the go ahead from the board to fix Well #2 with the company that would give him the best quote. Village of Dousman Board Meeting Minutes August 8, 2011 Page 7.
Clerk’s Office
Dress Code/Uniforms The Deputy Clerk showed the Board two catalogs that offered shirts and embroidering. The board requested that Clerk and Deputy Clerk come up with a couple different shirts that they would like and bring it back to the board next month.
