NAESB Update

Jim Buccigross provided an update of NAESB Internet Transport protocol.

NAESB is up to version 1.7, which is very similar to version 1.6.

NAESB is having a core document, and each quadrant will have their own document with specifics pertinent to that quadrant.

Pennsylvania supports version 1.4, which is still valid NAESB document.

The Internet ET document is on schedule for second quarter 2004. The Quadrant specific documents have a second quarter 2004 deliverable but are likely to be delayed. When this document is approved, it is likely to have a new version. This new version will no longer referencing the AS/2 standard, but hardcoding the requirements of AS/2 within the NAESB document

Review of Comments to draft 2003/2004 Internet Transport and Delivery Document

The draft document was sent out March 30, 2004. The only comments received were from the PUC Staff.

Other discussion Page 10 - Discussion on who pays for GISB EDM v1.4 if both parties do not use GISB EDM v1.4.

Change PUC policy to include these two ideas: (a) “That GISB EDM v1.4, as modified by EDEWG, and EDIINT AS2 standards shall be deployed for Electric Choice;” and (b) “If parties cannot agree on either of the two acceptable electronic transport standards (AS2 or GISB), then GISB EDM v1.4 shall be used, with each party being responsible for implementing GISB EDM v1.4.” This does not prevent anyone from doing AS2, simply dictates what happens if they cannot come to agreement with their trading partner(s).

As a result, EDEWG suggests NAESB consider the following for its Internet Electronic Transport: 1. Re-establish the GISB/AIAG profile in the AS2 specification, or in another AS# specification. 2. If both #1 and #2 (name subsection) are not possible, consider pursuing the establishment of the NAESB Internet Electronic Transport as an IETF standard either within the EDIINT workgroup or some other IETF working group.

PA market participants are prepared to contact the IETF in support of these goals.

Page 12 - Modify the recommendations so they are numbered.

Modify first recommendation to read:

EDEWG recommends that the PA marketplace remain at its current version of GISB EDM v1.4 Internet ET through at least December 2005.

Modify second recommendation to read:

EDEWG recommends the annual review of the Internet ET policy. The next review should take place in May 2005 in case changes are desired in 2006. This review should include a cost / benefit study.

Status of FE Change Control for the 867HU

Action Item: FirstEnergy to send out a draft of the requested changes.

Update of FREDI Initiative

FREDI group will be having conference calls after the EDEWG call to share information on the NAESB initiatives.

The next CPS meetings are May 5 - 6, 2004. TEIS calls are every other week. The next in-person meeting is scheduled in June 2004.

There was general discussion that at the current time, NAESB may not be creating a single national standard, but rather multiple models based on how business is conducted.

There was some discussion on updating the PA implementation guides. Unless there is a driving reason, no one on the call believed this was necessary.
