NOTICE OF INVITATION FOR BIDS

Sealed bids, in duplicate, are invited for the UNIVERSITY STUDENT COMMONS HVAC RENOVATIONS, Project Code No. 236-30811P-000, located at 907 Floyd Avenue in Richmond, VA on the VCU Monroe Park Campus of Virginia Commonwealth University. The project is generally described as renovation of HVAC Systems for AREAs A, B, and C of the VCU Student Commons Building. Work includes replacement of two chillers with modular chiller, pumps, cooling tower with new structural steel support work, two new custom air handling units, addition of variable volume boxes, replacement of fan powered boxes, ductwork modifications, significant fiberglass pipe work, addition of new motors and variable frequency drives, some electrical upgrade work, complete building TAB work and significant upgrade work to existing BMS system and field devices. Project has extremely tight schedule, limited access to spaces during certain time periods and will require extremely close co-ordination with owner’s construction representative.

Sealed bids will be received by Evelyn Hinant, VCO, VCCO at Virginia Commonwealth University FMD Construction Management 700 West Grace Richmond Suite 1600, Richmond, Virginia 23284. The deadline for submitting bids is 2:00 P.M. sharp, as determined by the Bid Officer, on August 30, 2011. The bids will be opened publicly and read aloud beginning at 2:00 P.M., on August 31, 2011, at the same location.

A Bid Bond is required. eVA Vendor Registration: The bidder or offeror shall be a registered vendor in eVA. See the attached eVA Vendor Registration Requirements.

Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and § 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids.

A Mandatory Pre-Bid Conference will be held in Conference Room 1503 at 700 West Grace Street, Suite 1600, VCU Monroe Park Campus at 10:00 A.M. on August 16, 2011. Attendance shall be mandatory for those submitting a bid.

The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications. ‘Notice of Award’ or ‘Notice of Intent to Award’ will be posted on the bulletin board at 700 West Grace Street; Suite 1600, Richmond, VA, and on the agency’s website: http://www.fmd.vcu.edu and click on “Calendar”. Contractor registration in accordance with Section 54.1-1103 of the Code of Virginia is required. See the Invitation for Bids for additional qualification requirements.
