City of Biddeford, Maine Policy Committee Meeting Monday, May 14, 2007

Minutes l. Roll Call – Meeting called to order at 7:05 p.m. by Councilor Susan Deschambault. Present were: Committee Chair Councilor Susan Deschambault, Councilor Pete Lamontagne, Councilor Matt Hight, Member Joan McDonald. Member James Murphy was excused. Also present was staff member Chief Roger Beaupre.

2. Acceptance of Minutes: Motion by Councilor Lamontagne and seconded by Member McDonald to accept the minutes of the February 12, 2007 meeting as printed. Unanimous.

3. Presentation: Blasting Ordinance - City Planner Greg Tansley gave an overview of a draft Blasting Ordinance, which will be presented to the City’s Planning Board for their consideration. After brief discussion, it was understood that upon acceptance by the Planning Board, further consideration for enactment of the Ordinance would be held before the City Council.

4. Discussion/Review: Article V. Beaches - Recreation Director Carl Walsh and Chief Beaupre reviewed section 46-106 Lifeguards and its proposed revisions with the Committee. Motion by Councilor Hight and seconded by Councilor Lamontagne to accept the proposal and forward same to the City Council for consideration. Vote unanimous

5. Discussion/Review: Article IV Parks & Recreation Facilities, Sec. 46-75 through 46-91. – Recreation Director Carl Walsh and Chief Beaupre reviewed sections 46-75 through 46-91 of the City’s Ordinances dealing with City Parks and Facilities. Motion by Councilor Lamontagne and seconded by Member McDonald to accept the recommendations for Director Walsh and Chief Beaupre, and to forward the proposals to the City Council for their consideration. Vote unanimous.

6. Discussion/Review: Article IV Sec. 46.76.1 Tobacco Free Recreational Facilities – After a review of the proposal submitted by Chief Beaupre, Councilor Lamontagne made a motion to forward the proposal to the Recreation Commission for their review and recommendation. Motion was seconded by Councilor Hight. Vote unanimous.

7. Other Business – Review of ordinances regarding Limited Parking at Vines Landing to be discussed at the next Policy Committee meeting

7. Adjournment – Motion by Councilor Lamontagne and seconded by Member McDonald to adjourn at 9:12 p.m. Vote unanimous.
