MINUTES OF THE MEETING OF THE SALTNEY TOWN COUNCIL held at the ODDFELLOWS HALL, 65 HIGH STREET, SALTNEY, WEDNESDAY 12 APRIL 2017

170 APOLOGIES

171 PUBLIC ATTENDANCE AT COUNCIL MEETINGS – PERSONS WISHING TO SPEAK

There were six members of the public in attendance none of whom wished to speak.

172 CODE OF CONDUCT – DECLARATION OF INTEREST

No declarations of interest were made.

173 MINUTES

RESOLVED: That

the Minutes of the meetings of the Council held on 8 March 2017 be confirmed amended and signed by the Mayor.

174 MATTERS ARISING

There were no matters arising

175 POLICE MATTERS

PCSO Dan Hughes reported on the following:  Anti-Social Behaviour had decreased on the Garden Village site since the CCTV camera had been moved there. It was reported that the problem had moved to Broughton.  Anti-social behaviour from nuisance youths in North Street and Ewart Street, Saltney Ferry these youths had now been identified.  Criminal damage to a vehicle  7/4/17 tool theft from car, Salisbury Avenue  The changing rooms at Saltney FC had been damaged, PCSO Hughes agreed to peak to the Chairman of the Football Club about the repaired  speed survey being done in Saltney and Broughton, usual place Sandy Lane, Victoria Road, the High Street, Park Avenue, Boundary Lane, Saltney Ferry Road (school) and the Broughton straight. It was suggested that the Go safe van could park on Chester Road.  It was reported that PCSO Hughes was now covering Broughton in addition to Saltney  there seemed to be a lot of parking issues now in the surrounding area  A point was raised that there seemed to be parking across gates at St there was an issue with a car and caravan being parked opposite ASDA on river lane. PCSO Hughes agreed to investigate following the meeting

176 STREETSCENE

No representative from Streetscene was in attendance but the following points were made.  It had been reported that Saltney Ferry Road had been patched up yet again and is no better. Pressing for the road to be resurfaced.  There had been a complaint from a resident from Chain Makers Way that following the weekly collection rubbish had been left in the street again  On Mainwaring Drive, there was damage to a manhole which was in a dangerous place.

177 MAYOR COMMUNICATIONS

The Mayor reported that a resident had donated £1000 to t Anthony’s de-fib.

178 SALTNEY FERRY POST OFFICE, 3 MAINWARING DRIVE, SALTNEY FERRY, CHESTER CH4 0AX

The Clerk, reported that a letter had been received from Post Office, Network Operations Manager regarding the temporary closure of the above post office.

Members noted the report and asked the Clerk to write to the Post Office and Morrison with a view to exploring a partnership working. It need to be reiterated that residents rely on the posts office and shop every day.

It was also agreed that in hind sight it was a mistake bringing the post office counter to the front of the shop it should have been left at the rear of the shop. If the post office reopens maybe this could be suggested.

RESOLVED: That

The Clerk write to Morrison’s and the Post Office with a view to exploring a partnership working for opening a local post office.

179 HABITUAL OR VEXATIOUS COMPLAINTS POLICY

This item be deferred until the June meeting. 180 PLANNING APPLILCATION

The following application was considered.

RESOLVED: That

the planning application be noted.

181 YOUTH COUNCILLOR

The Clerk reported that she had been approached by a young person who wished to be considered for the role of youth Councillor with the Council.

Councillor Green, Youth Councillor informed members of the process in which he had been appointed – 16-24 age range, live within 3 miles of the township and the application process was by letter and interview.

He also confirmed that he contacted all schools in Flintshire, spoken with schools in Handbridge, Chester but had received no response.

RESOLVED: That

A Panel of 2-3 Members be established and the Clerk make the necessary arrangement to commence the appointment process.

182 REQUEST FOR GRANTS

This item of business was deferred until the June meeting

183 NOTICE OF MOTION

Members were asked to consider two notice of motions in the names of Councillors Gay and Lloyd.

(1) Councillor V Gay, proposed that a defibrillator be installed at the Youth/Community Centre, this would be to be putting something back into the community that could potentially save lives

(2) Councillor T R Lloyd, to action immediately the payment of a £550 grant to the Welsh Border Community Transport which was agreed to be put in the 2017/18 Town Council's budget back in January. This will then enable all Saltney and Saltney Ferry users of this service to travel for free as soon as this payment is made

The above notice of motion in the name of Councillor T R Lloyd was withdrawn at the meeting. RESOLVED: That

a working group of 5 members and the Clerk be established following the election, to liaise with local business to see where the best place would be to have a community defibrillator.

186 YOUTH COUCILLORS REPORT

Congratulations are to Year 11 students at St David's, over 80% of whom achieved A*-C grades in GCSE English Literature, an exam which they sat in January. There are around 30 days left until the students sit their main body of exams, in June and July, and their ROA presentation ceremony is due to take place on 11th May.

In order to help the student’s, achieve the best results they can, several schemes had been put in place, such as the Easter Revision Academy, and the Vivo system which enabled students to collect reward points which they could use to redeem a number of prizes in an online shop.

The show "Thank You for the Musicals!" was to take place on 4th May at 7pm. Tickets cost £4 and were available from the music department. I urge people to go along as the amount of musical talent in St David's had often been remarked.

In addition, the End of Year Concert was due to take place on 6th July. Mrs Rushforth was inviting ex-students along to perform as well, as a solo act or a choral group. If anybody was interested, contact Mrs Rushforth on her e-mail, or contact me if you don't have it.

The Youth Club had reported good numbers and had been open throughout the first week of the Easter holiday. Youngsters had enjoyed activities including an Easter Egg hunt with cryptic clues, a cooking project and an art project with a local artist. The Youth Club would closed in the second week of the Easter holidays, and re- opens at the same time as the schools.

The Youth Club thanked the Town Council for their support towards the Play Scheme, payment for which had been recently authorised. Planning had already begun for the scheme which would take place as usual in August.
